INTRODUCTION

The CJK-Southeast Asia Carbon Market Cooperation Initiative, funded by the Children's Investment Fund Foundation (CIFF) and delivered in collaboration with the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), has been under implementation since September 2025 and is entering Phase II until 2029.

The initiative supports carbon market development and policy cooperation across China, Japan, and the Republic of Korea (CJK), together with Southeast Asian partner countries including India, Indonesia, Vietnam, Thailand, and the Philippines. It is delivered in partnership with ESCAP and supported by an Expert Working Group (EWG), which convenes technical experts from across the CJK and Southeast Asia partner countries to advise on the project's analytical outputs. The initiative carries a multi-year mandate spanning a seven-country policy brief series to be launched at COP31, a carbon finance diagnostic in 2027, and support for Emissions Trading System (ETS) development from 2027 to 2029.

Effective implementation of this multi-country initiative requires strong financial management, procurement, administrative coordination, and operational support across project activities and participating countries. The Finance, Admin, and Procurement Senior Assistant will provide day-to-day operational support to ensure efficient project implementation and compliance with GGGI and donor requirements.

Further, GGGI is implementing the 'Driving Regional Cooperation for the Asia Decade of Green Growth' initiative, funded by the Sequoia Climate Foundation, from 2026-2028. The initiative engages technical delivery partners, academia, and civil society organizations to determine priorities for Indonesian and Southeast Asia energy transition and industrial decarbonization, develops actionable policy insights, and convenes high-level decisionmakers at key moments to encourage cross-border learning and cooperation and policy change.

POSITION SUMMARY

The Monitoring, Evaluation, and Learning (MEL) Associate will support the design, implementation, and quality assurance of MEL systems for the two initiatives.

The role will ensure that project results are systematically tracked, validated, analyzed, and reported in line with GGGI's MEL framework and donor requirements. Reporting to the Program Manager, the MEL Associate will work closely with the project team, country teams, technical experts, and partners to support results-based management, adaptive learning, and evidence-based decision-making across the initiative's multiple countries and workstreams.

PURPOSE

The purpose of this position is to support the effective implementation of the Monitoring, Evaluation, and Learning (MEL) framework for the two initiatives, ensuring systematic tracking, monitoring, and reporting of project results across participating countries and workstreams.

The MEL Associate will support results-based management by maintaining project-level MEL systems, ensuring data quality and consistency, coordinating results monitoring and reporting, and capturing lessons learned and evidence to inform adaptive project management, donor reporting, and continuous improvement.

ENGAGEMENT
  • Work closely with the Program Manager, project team, country teams, and technical leads to support implementation of the project MEL framework and requirements.
  • Coordinate with relevant GGGI teams and functions to ensure alignment with GGGI MEL standards and reporting requirements.
  • Liaise with project partners and other stakeholders on MEL-related data collection, monitoring, and reporting, as required.
  • Provide practical MEL guidance and support to project and country teams to ensure consistent results tracking and reporting across the initiative.
DELIVERY
  • Support the development, implementation, and periodic updating of the project MEL Plan, including the results framework, indicators, baselines, targets, and monitoring tools.
  • Coordinate results monitoring and data collection across participating countries and workstreams, ensuring consistency, completeness, and timely submission.
  • Conduct data verification and quality checks and maintain project-level indicator matrices and other MEL tracking tools.
  • Track progress against project outputs, outcomes, indicators, and targets, identifying gaps and issues requiring follow-up.
  • Prepare and consolidate MEL inputs for internal and donor reporting, project reviews, and evaluations.
  • Support project evaluations and follow-up on evaluation findings and recommendations.
  • Document lessons learned, good practices, and implementation insights and support their integration into project planning and adaptive management.
  • Support the development of results summaries, learning products, and other knowledge products to communicate project progress and achievements.
REQUIREMENT
QUALIFICATIONS
  • Bachelor's degree in Economics, Statistics, Public Policy, Social Sciences, Environmental Studies, or a related field.
  • Preferably 4 years of relevant professional experience in monitoring, evaluation, reporting, or learning, ideally in international development programs; candidates with less experience but demonstrated relevant skills will also be considered.
  • Demonstrated experience with results frameworks, indicators, baselines, targets, and results-based management.
  • Experience in data collection, analysis, quality assurance, and results reporting.
  • Experience with donor-funded projects or programs; experience in climate change, environmental policy, or sustainable development would be an advantage.
  • Experience supporting multi-country or regional programs would be an advantage.
  • Excellent written and spoken English.
FUNCTIONAL
  • Strong analytical and data management skills with high attention to detail.
  • Good understanding of monitoring, evaluation, and results-based management approaches.
  • Ability to analyze quantitative and qualitative data and translate findings into clear results narratives.
  • Strong organizational skills and ability to manage multiple tasks and deadlines.
  • Proficiency in Microsoft Office, particularly Excel, Word, and PowerPoint; familiarity with data visualization and MEL tools would be an advantage.
  • Strong communication and interpersonal skills and ability to work effectively with teams across different countries and cultures.

WORKING CONDITIONS

The MEL Associate is a National Position at G6 grade level in GGGI’s national salary scale. The salary will be determined depending on qualifications and experience. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
