INTRODUCTION
The Global Green Growth Institute (GGGI) is implementing the CJK-Southeast Asia Carbon Market Cooperation Initiative, a project funded by the Children's Investment Fund Foundation (CIFF) and delivered in collaboration with the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP). The initiative has been under implementation since September 2025.
The initiative supports carbon market development and policy cooperation across China, Japan, and the Republic of Korea (CJK), together with Southeast Asian partner countries including India, Indonesia, Vietnam, Thailand, and the Philippines. It is delivered in partnership with ESCAP and supported by an Expert Working Group (EWG), which convenes technical experts from across the CJK and Southeast Asia partner countries to advise on the project's analytical outputs. The initiative carries a multi-year mandate spanning a seven-country policy brief series to be launched at APEC 2026, a carbon finance diagnostic in 2027, and support for Emissions Trading System (ETS) and transition finance development from 2027 to 2029.
POSITION SUMMARY
The Industrial Decarbonization Officer will play a key role in the implementation and further development of the CJK-Southeast Asia Carbon Market Cooperation Initiative, supporting carbon market development and policy cooperation across China, Japan, the Republic of Korea, India Indonesia, Viet Nam, Thailand, and the Philippines.
The position will facilitate and coordinate technical and policy work at the intersection of carbon markets and industrial decarbonization, including analysis of how carbon pricing and Emissions Trading Systems (ETS) can support industrial transformation, competitiveness, and investment in low-carbon technologies. The Officer will contribute to country-level analytical work, policy recommendations, EWG engagement, country workshops and regional dialogues, as well as the development of future workstreams linking stronger carbon market policies with practical decarbonization and transition finance solutions for emissions-intensive sectors.
Working closely with ESCAP, GGGI country teams, government counterparts, financial institutions, industry stakeholders, technical experts, and consultants, the Officer will support high-quality technical delivery and translate analytical findings into policy engagement, investment opportunities, and regional cooperation.
PURPOSE
The purpose of this position is to advance the CJK-Southeast Asia Carbon Market Cooperation Initiative by strengthening the link between effective carbon pricing, industrial decarbonization, and investment, and supporting participating countries in translating carbon market development into practical policy and implementation pathways.
The position holder will provide technical and policy expertise across different stages of ETS development, including the enhancement of existing systems and the development of effective ETS architecture and readiness in emerging markets. The Officer will facilitate cross-country learning between CJK and Southeast Asian partner countries and support the development of policy and financing approaches that enable emissions-intensive sectors to respond to stronger carbon pricing signals, mobilize investment, and accelerate their decarbonization.
ENGAGEMENT
- Work with Country Representatives and country teams, engage government, industry, financial institutions, and other relevant stakeholders to identify policy priorities, technical needs, and implementation challenges related to carbon market development and industrial decarbonization.
- Coordinate technical engagement with industry and financial institutions to identify industrial decarbonization needs, transition barriers, and financing opportunities arising from the development and strengthening of ETSs.
- Work closely with ESCAP, GGGI country teams, technical experts, and consultants to coordinate analytical, policy, and stakeholder engagement activities under the CJK-Southeast Asia Carbon Market Cooperation Initiative.
- Coordinate technical engagement of the EWG, bringing together experts from CJK and Southeast Asia to inform analytical outputs, develop technical recommendations, and facilitate cross-country knowledge exchange.
- Facilitate and contribute to country workshops, technical consultations, and regional dialogues, engaging policymakers, industry, financial institutions, and technical experts to inform project outputs and support their translation into practical policy and implementation pathways.
- Represent GGGI in relevant technical meetings, workshops, and external events, providing expertise on carbon markets, industrial decarbonization, and transition finance.
DELIVERY
- Lead technical delivery of industrial decarbonization activities under the CJK-Southeast Asia Carbon Market Cooperation Initiative.
- Facilitate and contribute to policy analysis linking carbon markets, ETSs, industrial decarbonization, and transition finance.
- Support the development of transition finance solutions for emissions-intensive sectors in priority Southeast Asian countries.
- Develop policy recommendations to strengthen existing ETS frameworks and support ETS architecture and readiness in emerging carbon markets.
- Assess the impacts of carbon market policies on emissions-intensive sectors and identify practical pathways for industrial decarbonization and investment.
- Coordinate consultants and technical partners to ensure timely and high-quality delivery of analytical and technical outputs.
- Translate technical analysis and stakeholder inputs into actionable policy recommendations and implementation approaches.
- Facilitate cross-country learning between CJK and Southeast Asian partner countries on carbon market development, industrial transition, technology, and financing.
- Contribute to project planning, budgeting, procurement, monitoring and evaluation, risk management, and donor reporting.
- Deliver industrial decarbonization and energy transition activities under the Driving Regional Cooperation for the Asia Decade of Green Growth initiative.
REQUIREMENTS
QUALIFICATIONS
- Bachelor’s degree in Economics, Public Policy, Environmental Management, Energy, Finance, or a related field. Master’s degree is an advantage.
- At least 5 years of relevant professional experience in climate policy, carbon markets, industrial decarbonization, sustainable finance, or related fields, preferably in the Asia-Pacific region.
- Strong understanding of carbon market mechanisms, ETSs, and their implications for industrial decarbonization and competitiveness.
- Demonstrated knowledge of industrial decarbonization pathways, particularly for emissions-intensive sectors, and relevant policy and financing approaches.
- Experience developing policy analysis, recommendations, or knowledge products related to carbon markets, industrial decarbonization, energy transition, or sustainable finance.
- Experience working with governments, international organizations, industry, financial institutions, and other relevant stakeholders.
- Experience working on multi-country, donor-funded projects, preferably in the Asia-Pacific region.
- Experience engaging with UN agencies, philanthropic organizations, and international donors; familiarity with CIFF, Sequoia Climate Foundation, and/or ESCAP would be an advantage.
- Fluency in English is required. Fluency in Korean and/or another language relevant to the participating countries would be an advantage.

WORKING CONDITIONS
The Industrial Decarbonization Officer is a National Position at G8 grade level in GGGI’s national salary scale. The salary will be determined depending on qualifications and experience. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
