Background:
Kosovo’s security and justice institutions have made notable progress over the past decade in strengthening professionalism, operational effectiveness, and compliance with international human-rights standards. With sustained support from the OSCE Mission in Kosovo (the Mission), key institutions such as the Kosovo Police (KP), the Kosovo Agency on Forensics (KAF), the Kosovo Correctional Service (KCS), and the Kosovo Probation Service (KPS) have improved their operational frameworks, adopted international-aligned standards, and enhanced accountability and oversight mechanisms. Nevertheless, evolving security challenges, persistent risks affecting non-majority and vulnerable communities, and the need to consolidate institutional ownership require continued, targeted engagement focused on sustainability, integrity, and rights-based approaches.
The overall objective of the project is to advance strategic and operational capacities and human rights compliance within security sector institutions. This will be covered through three specific objectives:
- Security sector institutions operate more effectively in areas of forensics, oversight mechanisms, re-integration and rehabilitation;
- Local law enforcement institutions are able to effectively identify, prevent and combat serious and organized crime;
- Law enforcement institutions and relevant oversight bodies improve their response to preventing, combating, and monitoring hate crimes, while institutional mechanisms efficiently address violent extremism and radicalisation that lead to terrorism (VERLT).
To support the KP, the OSCE Mission in Kosovo will engage an Internation consultant to design and deliver two two-day training aimed at enhancing the leadership and conflict management capacities of senior police officers in non-majority municipalities. The training will enable participants to lead effectively in diverse communities, prevent and de-escalate conflicts and strengthen trust and cooperation between the police and the communities they serve.
Objective of Assignment:
The objective of the assignment is to design and deliver a training programme that prepares potential and newly appointed station commanders and supervisors for effective leadership roles in multi-community and non-majority-run municipalities. The training will strengthen professionalism, neutrality and sensitivity to inter-community dynamics by enhancing leadership, decision-making and communication skills in politically sensitive environments. It will further deepen their understanding of multi-community and community-oriented policing principles, promote equitable service delivery, build capacity for conflict prevention and de-escalation during community tensions and encourage inclusive leadership practices that support meaningful participation of KP officers from non-majority communities in command and supervisory roles.
Duration of Assignment:
The Consultant will be hired for 6 working days.
Tasks and Responsibilities:
- Develop the training methodology and materials in consultation with the Police Development and Monitoring Section (PDMS) activity manager and deliver the agenda;
- Prepare presentation slides and case studies in consultation with the activity manager;
- Following conducting pre-evaluation tests, delivering two two-day trainings on leadership and conflict management for senior police officers of Kosovo Police serving in non-majority municipalities;
- Producing post-training evaluation report with recommendations for further action by the OSCE Mission in Kosovo.
Deliverables:
- By 26 October 2026, submit the presentation, agenda and corresponding materials to the activity manager for review and comments;
- By 02 November 2026, incorporate PDMS comments in the training agenda and material and submit the final version to the activity manager for approval;
- From 09 to 12 November, conduct two two-day training for 40 KP participants;
- By 20 November, deliver a post-training evaluation report to the PDMS Project Manager summarizing the observations during the training..
Necessary Qualifications:.
- A bachelor degree from a university of law, social sciences or police academy;
- Minimum 10 years of relevant professional experience in the area of leadership and conflict management, preferably in a multi-community environment;
- Minimum five years of training experience in the area related to leadership and conflict management, in the police contest;
- Proven experience in delivering specialized training courses to law enforcement agencies and public institutions;
- Previous professional experience in work with international organizations;
- Knowledge of Kosovo context is an advantage;
- Cultural sensitivity and sound professional judgment;
- Previous experience of working in a capacity building role is an asset;
- Excellent spoken and written English language is essential;
- Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and different gender, cultural sensitivity and judgment
Remuneration Package:
Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position, and in accordance with the OSCE-established rates.
