The World Organisation for Animal Health (WOAH – founded as OIE) is a leading intergovernmental organisation representing 183 Members worldwide. Through its activities, WOAH makes a decisive contribution to improving animal health, protecting animal welfare and strengthening Veterinary Services. The Organisation provides transparent information on world’s animal health situation, and promotes international standards, particularly in terms of the safety of trade in live animals and animal products. More information can be found on WOAH’s website .Joining WOAH means taking part in the development of one of the leading international organisations, recognised and associated with other multilateral institutions, in the field of worldwide health. It means helping to build a global approach to health, combining animal and human health in a “One Health” approach.To support its work, WOAH may use individual consultants to provide ad hoc support for tasks that cannot be carried out by members of its staff.WOAH’s headquarters are based in Paris. The Organisation is present on every continent through 13 Regional or Sub-regional Representations. WOAH has 250 staff members, two-thirds of whom are based at headquarters.Context of the mission:  The «Committee on Veterinary Medicines for the Americas» (CAMEVET) is a regional forum for technical collaboration that promotes the harmonisation of regulatory requirements for the registration of veterinary medicinal products. Since its inception in 1992, it has played a key role in strengthening veterinary services, promoting a collaborative discussion with the veterinary pharmaceutical industry and fostering international cooperation across the region.   The origins of CAMEVET can be traced to the initiative of the Regional Representation for the Americas of the former Office International des Epizooties (OIE), currently known as the World Organisation for Animal Health (WOAH), to hold the First Seminar on Veterinary Medicinal Products in 1992 within the framework of a regional working group.     The continuation of these seminars gradually consolidated a forum bringing together veterinary authorities, representatives of the private sector and international organisations. Subsequent seminars were held in 1993 (II Seminar), 1997 (III Seminar), 1998 (IV Seminar) and 1999 (V Seminar). During the latter, organised within the framework of the XV Regional Conference of the OIE for the Americas, the proposal for the creation of COLMEVET, the immediate predecessor of CAMEVET, was presented for the first time.   In 2000, during the VI Seminar, the creation of CAMEVET as a regional technical body was formally established. This decision was ratified during the XV Conference of the OIE Regional Commission for the Americas held in Cartagena, Colombia, and subsequently endorsed by the OIE World Assembly of Delegates during its General Session in May of the same year.   Since then, CAMEVET has operated under a structured framework with defined objectives aimed at promoting regulatory harmonisation, technical and commercial exchange, and cooperation among countries of the region on veterinary medicinal products.   CAMEVET is composed of the WOAH National Focal Points for Veterinary Medicinal Products, which are in turn responsible for the registration of veterinary medicinal products in the WOAH Member Countries of the Americas, together with associations representing the veterinary products industry across the continent as associate members.   The Committee’s objective is to facilitate the harmonisation of national regulations related to the registration and control of veterinary medicinal products among Member Countries, contributing to the assurance of product quality, safety and efficacy and supporting regulatory convergence throughout the region.   To date, CAMEVET has held 30 annual seminars, during which documents and topics of common interest to both regulatory authorities and the veterinary industry are addressed through specialised working groups. The resulting documents are reviewed and approved during these meetings and subsequently serve as technical recommendations to support the harmonisation and modernisation of national regulatory frameworks. These outputs are called CAMEVET Technical Guidelines which are published on the WOAH regional website.     The CAMEVET Technical Guidelines aim to harmonise requirements among Member Countries through the promotion of common regulatory approaches that contribute to strengthening and streamlining veterinary medicinal product registration processes. To date, the Committee has developed more than 30 harmonised guidelines.   CAMEVET activities, including its annual seminars hosted and funded by the host country and its technical work, are self-financed through participation fees and complementary financial support obtained within the framework of CAMEVET activities. The Secretariat, performed by different individuals, has always physically functioned in WOAH Regional Representation’s office.   Although functions as a regional technical cooperation mechanism operating within the WOAH framework, CAMEVET does not currently possess independent legal personality. In this context, the administrative, financial and technical arrangements supporting its activities require assessment in order to ensure their consistency, sustainability and legal soundness within the applicable international cooperation framework.
Description of the individual consultant assignment
ReportingUnder the authority of the Deputy Director General, Institutional Affairs and Governance, reporting to the Regional Representative for the Americas, in close collaboration with the Legal Affairs Department.
Mission objectivesThis consultancy aims to conduct a legal assessment of the normative grounds and the administrative and financial framework of the CAMEVET, with a particular focus on its relationship with WOAH and its Regional Representation for the Americas.
Activities and deliverablesThe consultant must provide a high-quality report answering the following questions:     Q1: Based in the normative background, what is the nature of CAMEVET, and what it is connection of relationship with WOAH in general and its Regional Representation for the Americas in particular?   Q2: Is the current administrative and financial structure established for the functioning of CAMEVET legally sound in light of its public-private nature and objectives?     Q3: If not, what administrative, financial and legal framework alternatives would be recommended to ensure the adequate functioning of CAMEVET in WOAH’s current governance?  Q4: What arrangements and institutional safeguards would be recommended to ensure transparency, sustainability and appropriate accountability in the administrative support provided by WOAH to CAMEVET?    For each question, a detailed analysis and recommendations must be provided including specific focus on WOAH level of involvement.     Conditional to an agreement reached with the Members of the Americas region based on this report, the consultant must complete the work with the preparation of the necessary elements to implement the selected solution.   For this assessment, the consultant will have exchanges with the stakeholders (in particular CAMEVET Secretariat: Dr. Ana Maria Sgammini; Regional Representative for the Americas Dr Francisco D’Alessio; WOAH HQ, and is expected to conduct interviews of other persons as required)Initial assessment report and a detailed workplan should be provided and agreed by 10 October 2026.
Requirements
Education: – Degree in in public law or public international law, complemented with demonstrated professional experience in or for the public and international sector. – Advanced degree in law (master’s degree or PhD) is considered an advantage. Experience: – A minimum of 7 years’ relevant experience in or for the public sector and/or an international organisation. – Proven experience in working in or for an international organisation is required. – Knowledge of International Institutional Law is considered an advantage.  Languages: – Fluency in English and Spanish (written and spoken) is required, proficiency in French will be an additional asset.

Working conditionsRemuneration:  The remuneration will be broken down in two conditional stages: – Initial Analysis and recommendations =12000 USD                                                               – Implementation of recommendations (legal drafting) =8000 USD No advance payment is planned.  Duration: To be agreed at the signature of the contract;  Location: WOAH Headquarters 12 rue de Prony 75017 Paris, France; the consultant will work remotely.
