WASH Field Assistant – El Miskin Camp

El Miskin Camp is a formal displacement site in Jere Local Government Area, Borno State, established seven years ago supervised by the State Emergency Management Agency (SEMA). The camp currently accommodates nearly 2,000 households. Although many humanitarian organizations have withdrawn because of funding constraints, a limited number continue to provide hygiene promotion, protection, camp management and medical outreach services. However, this assistance remains insufficient, and the camp continues to face serious gaps in access to clean water and adequate sanitation and latrine facilities, as well as healthcare, education and shelter services.

Under the SD3R project, our client will rehabilitate and upgrade two existing boreholes, construct and commission one new borehole, install twenty water points/tap stands, and rehabilitate fifteen priority sanitation blocks. These works are intended to improve access to safe water, strengthen sanitation conditions and reduce public-health risks in the camp.

Supporting El Miskin Camp directly contributes to SD3R objectives because the camp hosts DDRR-reintegrated clients, returnees, internally displaced persons and members of nearby host communities. Improving shared water and sanitation services will reduce health and protection risks, ease pressure on vulnerable households, and promote peaceful coexistence and sustainable reintegration amid declining humanitarian assistance.

The WASH works will be implemented from October to November 2026. Activities will include final technical assessments and confirmation of the bills of quantities, procurement and contractor mobilization, construction and rehabilitation, inspection and testing, commissioning, and handover of the completed facilities to camp management and the WASH committees.

Working under the overall supervision of the DDRR Programme Manager and in close technical coordination with the designated WASH focal point, the WASH Field Assistant will support and supervise the day-to-day implementation of WASH activities at El Miskin Camp. The incumbent will monitor contractors and site workers, verify the quality and progress of works, promote compliance with approved designs, bills of quantities, our client procedures and relevant safety and WASH standards, engage camp stakeholders, and provide timely field reports.

• Support the day-to-day monitoring of WASH construction and rehabilitation activities at El Miskin Camp in accordance with approved workplans, schedules, technical specifications and instructions from the supervisor and designated WASH focal point.

• Monitor progress of the rehabilitation of two boreholes, construction of one new borehole, installation of twenty water points/tap stands and rehabilitation of fifteen sanitation blocks, and report progress and site observations to the supervisor.

• Conduct routine site checks and take basic measurements to support verification of quantities, materials and completed works against approved bills of quantities, drawings and specifications.

• Assist in checking that construction materials delivered to the site correspond with approved requirements and promptly report discrepancies, defects or other concerns to the supervisor or designated technical focal point.

• Monitor the day-to-day activities of contractors and site workers and report delays, poor workmanship, unsafe practices, access constraints or other issues requiring corrective action.

• Support compliance with occupational health and safety requirements, environmental safeguards, our client procedures and relevant WASH standards by observing site conditions and promptly reporting concerns.

• Maintain accurate site records, including daily observations, work progress, materials delivered, labour and equipment deployed, measurements, photographs, issues identified and actions taken or required.

• Support coordination with camp management, WASH committees, community representatives, contractors and other relevant stakeholders to facilitate access to work sites and address routine field-level issues.

• Support community engagement and sensitization activities related to the WASH works and collect feedback concerning access, safety, use and functionality of facilities.

• Assist with final inspections, testing, snag-list follow-up, documentation and handover of completed WASH facilities.

• Prepare routine field updates and contribute information for progress reports, work completion records and other programme documentation.

• Bring significant technical, operational, protection, safety or community-related concerns to the attention of the supervisor and designated WASH focal point in a timely manner.

• Perform such other related duties as may be assigned by the supervisor.

• Completed secondary school education with a technical certificate/diploma in Civil Engineering, Water Resources, Environmental Engineering, Public Health Engineering, WASH, Construction or a related field, with relevant field experience; or

• Completed university degree in Civil Engineering, Water Resources, Environmental Engineering, Public Health Engineering or a related field with relevant practical experience..

• At least four years of relevant work experience with a technical diploma, or two years of relevant work experience with a university degree, in WASH, construction, water supply, sanitation or related field activities.

• Experience supporting or monitoring construction, rehabilitation, operation or maintenance of WASH facilities, preferably including boreholes, water-distribution points and sanitation facilities.

• Experience conducting routine site inspections, taking measurements, checking materials and recording progress against approved workplans, bills of quantities or technical specifications.

• Experience working with contractors, construction workers, community representatives or other field-based stakeholders.

• Experience working in camps, displacement-affected communities or other humanitarian field environments is desirable.

• Previous experience with an international humanitarian or development organization is an advantage.

• Demonstrated ability to work effectively in a field environment, follow instructions, maintain accurate records and identify issues requiring supervisory attention.

• Basic knowledge of WASH facilities, including boreholes, water points, tap stands and sanitation facilities.

• Ability to understand and follow basic technical drawings, bills of quantities, specifications and workplans.

• Ability to take basic site measurements and record quantities and work progress accurately.

• Basic understanding of construction quality, occupational health and safety, environmental safeguards and relevant WASH standards.

• Ability to monitor contractor activities and identify visible defects, delays, unsafe practices and other field-level issues.

• Good record-keeping, reporting and documentation skills.

• Good communication and interpersonal skills, including the ability to interact respectfully with contractors, community members, camp management and colleagues.

• Basic computer literacy, particularly Microsoft Office and mobile data-collection tools.

• Ability to work independently within assigned responsibilities and remain present at field sites for extended periods.
