This position is located in the Country Office in Bolivia (COBOL), La Paz, Bolivia, under the Regional Office for the Andean Region and the Southern Cone (ROCOL), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the overall guidance of the ROCOL Regional Representative and direct supervision of the COBOL Representative. Responsibilities

Within delegated authority, the Assistant Programme Management Officer will be responsible for the following specific duties: • Participate in the development, implementation, and evaluation of assigned programmes/projects, etc.; monitor and analyze programme/project development and implementation. • Review relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and track follow-up actions. • Act as Certifying Officer for requisitions related to COBOL administration. • Act as supervisor of the COBOL operations team (finance, procurement, IT, and human resources areas). • Act as Security Liaison Officer for UMOJA role requisitions related to COBOL. • Research, analyze, and present information gathered from diverse sources. • Assist in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies. • Undertake survey initiatives; design data collection tools; review, analyze, and interpret responses; identify problems/issues and prepare conclusions. • Prepare various written outputs, e.g., draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provide substantive support to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparing documents and presentations, etc. • Undertake outreach activities; conduct training workshops, seminars, etc.; make presentations on assigned topics/activities. • Participate in or lead field missions, including the provision of guidance to external consultants, government officials, and other parties, and drafting mission summaries, etc. • Coordinate activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables, and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting. • Oversee and coordinate the implementation of UNODC projects in Bolivia through regular engagement with Project Coordinators and project staff and affiliate personnel, ensuring effective planning, resource utilization, risk management, and achievement of expected outcomes and impacts. • Document requirements and background information used for data analysis. • Support resource mobilization efforts, including the identification of funding opportunities, preparation of project proposals and concept notes, and liaison with donors to secure resources for programme implementation. • Perform other work-related duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business or public administration, management, project management, or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of secondary education programs in data analytics, business analytics, data science, or innovation programs is desirable.

Work Experience

A minimum of two (2) years of progressively responsible work experience in project or programme management, administration, or a related area is required. No experience needed with an advanced university degree in a relevant field. Work experience within the United Nations system or a similar international organization is desirable. Work experience in resource mobilization and donor relations for development, technical assistance, or international cooperation projects, including the preparation of funding proposals and engagement with funding partners, is desirable. Work experience in financial management, budget planning and monitoring, financial reporting, procurement, and administrative support within programme or project environments is desirable. Work experience in team coordination and supervision, including oversight of operational, administrative, financial, procurement, or programme-related activities in a complex organizational environment, is desirable. Experience in data analytics, research and visualization, including the preparation of analytical reports, studies, presentations, and other knowledge products to support evidence-based decision-making is desirable.

The appointment against this position is limited to the United Nations Office on Drugs and Crime. THIS IS A FIXED TERM LIMITED POSITION. Appointment against this project post is for an initial period of one year.
