Duties and Responsibilities
BACKGROUND: The International Trade Centre (ITC) is the joint agency of the World Trade Organization (WTO) and the United Nations (UN). It is the only multilateral organization fully dedicated to supporting the internationalization and competitiveness of small, and medium-sized enterprises (SMEs). ITC’s mission is to foster inclusive and sustainable economic growth through trade and international business development. Through its projects and programmes, ITC contributes to the achievement of the United Nations Sustainable Development Goals (SDGs) and advances the global Aid for Trade agenda. ITC is headquartered in Geneva, Switzerland (www.intracen.org). ITC is seeking an Associate Monitoring and Evaluation Expert for the Trade Facilitation Programme for South Asia, a four-year regional programme implemented by ITC and funded by the European Union. The programme covers Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan and Sri Lanka and aims to strengthen the capacity of institutions and businesses across South Asia to better understand, utilise and comply with requirements governing access to the European Union market. The overall objective of the programme is to leverage trade as a driver of sustainable development, poverty reduction and more inclusive socio-economic outcomes. Its specific objective is to enhance the readiness of South Asian institutions and SMEs to understand, utilise and comply with EU market-access requirements. The programme is structured around three key Outputs: • Output 1: Strengthened capacity to interpret and effectively utilise EU preferential trading arrangements, including Everything But Arms (EBA), the Generalised Scheme of Preferences (GSP) and GSP+. • Output 2: Enhanced preparedness to comply with EU environmental sustainability-related trade legislation and requirements, including those linked to the European Green Deal. • Output 3: Strengthened awareness and capacities to address EU legislation and standards related to corporate sustainability due diligence, labour rights and gender equality. Through these interventions, the programme will support public institutions, business support organisations and private-sector actors in priority sectors and value chains to strengthen regulatory readiness, improve market-access capabilities and respond to evolving EU sustainability and due-diligence requirements. It will also promote regional and country-level cooperation, contribute to business linkages and more sustainable and resilient value chains between South Asia and the European Union. The position is located within ITC’s Office for Asia and the Pacific (OAP). The Associate Monitoring and Evaluation Expert will be based in the programme office in Kathmandu, Nepal, and will support the establishment and implementation of the programme’s monitoring, results measurement and reporting framework, working closely with the Regional Team Leader, the Project Manager and the wider project team. RESPONSIBILITIES: Under the overall guidance of the Project Manager of OAP, based in Geneva, Switzerland, and the direct supervision of the Regional Team Leader, the Associate Monitoring and Evaluation Expert will be responsible for performing the following duties: • Assist in the design and implementation of a monitoring plan in alignment with the project objectives, results chain and logical framework. • Participate in the development, review and improvement of project monitoring mechanisms, tools and templates to collect, record and track quantitative and qualitative data to feed into the project logical framework, progress reporting and communication materials. • Assist project experts with adapting the monitoring tools vis-à-vis their respective project outputs and activities in alignment with the monitoring strategy and requirements. • Conduct regular, systematic quantitative and qualitative data collection on project activities using the developed monitoring tools (incl. questionnaires, evaluation forms, follow-up surveys, beneficiaries’ interviews, etc.), in liaison and coordination with project team members, beneficiaries and partners. • Record, process and analyse the data collected using appropriate formats (spreadsheets, reports, etc.); identify, highlight and extract relevant results vis-à-vis the project logical framework and its indicators, as well as broader relevant results and milestones. • Prepare project brochures and quarterly monitoring reports, detailing results achieved, focusing on impact on project beneficiaries. • Contribute to the review of results vis-à-vis the project logical framework, identify trends or patterns, make recommendations and provide draft insights for data-driven planning, decision-making, presentation and reporting, through a variety of means incl. graphs, charts, tables and reports using data visualization methods. • Contribute to the preparation of results-based communication inputs, including evidence, data visualisations, beneficiary impact stories and key results for programme reporting and visibility purposes. • Support the review and refinement of the logical framework, including indicators, baselines, targets, data sources and reporting arrangements during the inception phase. • Support the preparation of annual progress reports and other results-based reporting to the EU and project governance bodies. • Perform other duties as required. NOTE – The selected candidate must be available for duty travel for short periods within the target project countries. Qualifications/special skills
EDUCATION: An advanced university degree (Master’s or equivalent) in International Trade, International Development, Economics, Monitoring and Evaluation, Public policy, Social Sciences or related field. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree. EXPERIENCE: A minimum of two (2) years’ experience in monitoring and evaluation related work is required Experience working in South Asia is desirable. Experience working in Nepal is an advantage. Experience in trade-related technical assistance, business support or related field is an advantage. Experience of implementing result-based project/programme management, administration or related area is desirable. Experience working with UN, EU and/or other development agencies is desirable. Ability to develop and apply monitoring tools and analyse quantitative and qualitative data. Ability to identify trends, assess progress against results frameworks and provide evidence-based inputs for project planning and reporting.. Languages
Fluency in English is required. Knowledge of language(s) spoken in participating South Asian countries is desirable.

This contract will be administered on behalf of ITC by UNOPS. This vacancy is open for locally residing Nepal nationals. Applicants must be authorized to work in the duty station where the position is located. Eligible applicants selected from outside the duty station are responsible for any expenses in connection with their relocation to the duty station.
