The three (3) consultants will work under the direct supervision of the OGCCR Project Coordinator, and under the overall guidance of the Representative for the GCC Region. The three (3) consultants will also work in close coordination with relevant colleagues in the OGCCR and other experts engaged in delivering technical support to the HRC and the NCCHT in Saudi Arabia. Each consultant will be expected to perform the following tasks: Consultant (1): 1-Develop a study on trafficking in persons for the purpose of forced labour in the Kingdom of Saudi Arabia. Indicative topics/areas that should be covered in the study include the following: • Characteristics and indicators of forced labour as a form of trafficking in persons in the context of Saudi Arabia, • National legislation relating to the elimination of forced labour and potential gaps with the international legal framework, • Procedures and other measures in place for forced labour victims’ referral, protection and assistance in the Kingdom, • Recommendations for enhancing the applicable national frameworks to effectively prevent, suppress and punish trafficking in persons for the purpose of forced labour. 2-Review and finalize the study on trafficking in persons for the purpose of forced labour in the Kingdom of Saudi Arabia. Consultant (2): 1-Develop a study on trafficking in persons for the purpose of determining potential nexus(es) between trafficking in persons (TiP) and other crimes. Indicative topics/areas that should be covered in the study include the following: • Elements of the crime of human trafficking in the international agreements and the national legal system in the Kingdom of Saudi Arabia, • Elements of other crimes that overlap and are similar to the crime of human trafficking, • Distinction between human trafficking and other crimes and identification of similarities, particularly in the legal system, victim protection and assistance procedures in the Kingdom of Saudi Arabia, • Recommendations for developing necessary amendment(s) to the national legal systems in relation to the overlapping and similar crimes to human trafficking and in accordance with the anti-human trafficking system in the Kingdom of Saudi Arabia. 2-Review and finalize the study on trafficking in persons for the purpose of determining potential nexus(es) between trafficking in persons (TiP) and other crimes. Consultant (3): 1-Develop a study on trafficking in persons for the purpose of sexual exploitation in travel and tourism. Indicative topics/areas that should be covered in the study include the following: • Characteristics and indicators of sexual exploitation in travel and tourism as a form of trafficking in persons in the international legal framework and the national legal systems. • Distinction between the crime of trafficking in persons for the purposes of sexual exploitation in travel and tourism, and other similar crimes. • Identification of procedures for protecting and assisting victims of sexual exploitation in travel and tourism within the international legal frameworks and national legal systems on trafficking in persons. • Recommendations for enhancing the applicable national frameworks to effectively prevent, suppress and punish trafficking in persons for the purpose of sexual exploitation in travel and tourism. 2-Review and finalize the study on trafficking in persons for the purpose of sexual exploitation in travel and tourism.

• An Advanced university degree (Master’s degree or equivalent) in the fields of law, criminology or other related social sciences is required. A first-level university degree in similar fields, in combination with additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree. • At least seven (7) years of professional experience in crime prevention, law enforcement, prosecution, criminal justice, international relations, international criminal law and/or related areas, is required. • Practical experience in conducting legal assessments and research in the area of trafficking in person and in the delivery of relevant training is required. • Knowledge of the legal framework concerning TiP, particularly the UNTOC and UN TiP Protocol, Islamic law, in addition to familiarity with the Arab regional anti-human trafficking instrument, is desirable. • Working experience in the GCC and/or MENA regions is desirable.

• English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Arabic is required. Knowledge of another United Nations official language is an advantage.
