Overview of position

Job Title: Camp Management Support- Infrastructure Services (Roster)

Contract TypeThis vacancy is to create a pre-vetted roster. Based on client/project needs, different contract modalities may be used, including fixed-term, project-based, consultancy, retainer, remote, hybrid or on-site assignments.
Roster Duration: Up to 3 years, renewable based on continued relevance, availability, performance feedback, and programme demand.
Potential Duty StationsMultiple locations globally, with potential assignments in the Middle East, Africa, Asia, and other regions, depending on programme requirements.

Role objectives

The Consultant will provide technical advisory, project management, and coordination support for the planning, implementation, commissioning, handover, and operational readiness of humanitarian, emergency response, public health, and other operational support projects. The Consultant will ensure activities are delivered in accordance with approved technical specifications, quality standards, operational requirements, contractual obligations, and project timelines.

Working under the guidance of the designated project lead, the Consultant will collaborate with suppliers, contractors, implementing partners, and other stakeholders to support the successful delivery of technical and operational initiatives. The role contributes to effective project planning, quality assurance, stakeholder coordination, risk management, and operational readiness across all phases of project implementation.

Key Responsibilities:

·Provide technical support to assess, improve, and maintain operational readiness of facilities, infrastructure and operational systems supporting humanitarian, emergency response, public health, or other client/project requirements.

·Provide engineering and project management services, apply best practices, standards and innovative technologies, incorporating technical requirements that comply with applicable client, UN, donor, national authority and project-specific standards and processes. Conduct engineering and technical assessments of facilities, infrastructure, and identify improvement opportunities, develop action plans to ensure operational readiness, safety compliance, with applicable technical standards/project requirement.    

·Provide technical advice and support on the implementation, standards, norms and practices including procurement procedures related to construction activities and engineering services to ensure that outputs meet the established quality standards and are compliant with policies, procedures, and operational guidelines.

·Supervising contractors, monitoring site preparation, installation sequencing, quality control, safety compliance, and progress against workplans.

·Review technical documentation including engineering drawings, specifications, Bills of Quantities (BOQs), work schedules and contractor submissions to ensure technical compliance and operational suitability.

·Support quality assurance and quality control (QA/QC), contractor performance management, site inspections, acceptance testing, commissioning, defect rectification and infrastructure handover, as applicable to the assignment.

·Perform other duties as required.

Project reporting

This role reports to the line manager.

Key competencies

Education

·Advanced university degree or university degree in one or more of the following disciplines:  civil engineering, construction management, architecture, public works, facilities management, camp coordination / camp management, logistics, or related disciplines.;

Experience

Minimum 3-5 years of relevant professional experience (7+ years for senior-level roles) in one or more of the following disciplines: engineering, infrastructure, facilities management, logistics, camp management, humanitarian response, or project implementation.Experience supervising a small to medium scale engineering or construction project, taking responsibility for engineering decision-making;

Desired Experience/ Competencies Previous experience in public health emergencies, displacement settings, natural disasters, conflict response, recovery programmes, or other humanitarian emergency operations.

·Demonstrated knowledge of BOQs, QA/QC, contractor supervision, occupational health and safety requirements, and project commissioning and handover processes.

·Demonstrated experience of planning and supervising engineering, infrastructure, or construction projects.

·Experience coordinating with clients, contractors, implementing partners, donors, and other stakeholders.

·Well organized and detail oriented, able to work independently and with a team;

·Able to work effectively and tactfully with people from different national and cultural backgrounds.

Preference may be given to candidates with:

·Experience in the Middle East, Africa, Asia or neighboring / regionally relevant countries.

  • Experience working with government institutions, UN agencies, international organizations, donors, or other organizations supporting humanitarian, development, or emergency response operations. Experience in complex, remote, insecure or conflict-affected environments.
  • Experience working with affected communities in sensitive public health emergencies or humanitarian response contexts.
  • Previous emergency deployment experience.
Team management

This role has no team management responsibility.

LANGUAGE REQUIREMENTS

Language requirements will depend on deployment location and role category.

  • French language capability is highly desirable.
  • English language capability is required for international coordination, reporting and client-facing roles.
