About the Country/Multi-Country Office
UNOPS Development and Special Initiatives team works with UN partners and Member States. This portfolio offers support for various initiatives and priorities of the UN Secretary-General in pursuit of the 2030 Agenda and the Sustainable Development Goals. Additionally, it helps the UN Secretariat in implementing global programs in areas such as political affairs, climate, counterterrorism and peacebuilding, among others.
Job Specific Context
UNOPS Development and Special Initiatives team works with UN partners and Member States. This portfolio offers support for various initiatives and priorities of the UN Secretary-General in pursuit of the 2030 Agenda and the Sustainable Development Goals. Additionally, it helps the UN Secretariat in implementing global programs in areas such as political affairs, climate, counterterrorism and peacebuilding, among others.
UNOPS has signed an agreement with the United Nations Office of Counter Terrorism (UNOCT) to implement the project activities for UNOCT Special Projects and Innovation Branch (SPIB), Countering Terrorist Travel Section (CTTS) Countering Terrorist Travel (CT Travel) Unit. CT Travel assists Member States in building their capabilities to detect and counter terrorists and serious criminals by using advance passenger information (API) and passenger name record (PNR), to improve the use of international databases with known and suspected terrorists and criminals, such as those of INTERPOL, and enhance international information exchange, in accordance with Security Council (UNSC) resolutions 2178 (2014), 2396 (2017), and 2482 (2019) and international human rights standards, including on data protection and privacy rights. CT Travel provides a range of training and technical assistance to enhance analyst capabilities to perform rules-based targeting and is now expanding its support on threat and risk assessments.
The incumbent of this position will be personnel of UNOPS under its full responsibility,
Role Purpose
Develop, test, debug, implement and maintain software applications for the CT Travel Programme, with particular focus on the development and implementation of new software releases for the goTravel software solution. Write clean, maintainable and reliable code in accordance with established UN software development standards, coding practices and Agile/Scrum methodologies, using development and delivery tools such as Visual Studio, Azure DevOps and Azure Cloud.
Design and develop web-based and client-server applications using established software development frameworks and technologies, including .NET Core, .NET Framework, C#, Angular, Microsoft SQL Server, MariaDB, PostgreSQL and Elasticsearch/Elastic Stack. Develop application components, APIs, business logic and user interfaces, integrate software components and external services, and perform unit, integration and system testing.
Investigate and resolve software defects and technical issues through debugging, root-cause analysis and code-level troubleshooting. Support application deployment, configuration, performance optimization and maintenance across development, testing and production environments, and contribute to the continuous improvement, reliability and functionality of the goTravel software platform.
Functions / Key Results Expected
Contribute to the design, development, testing, debugging, implementation and maintenance of application systems, releases, modules and functionalities, ensuring quality and compliance with established standards.
Participate in the planning, requirements analysis, specification, design and implementation of application solutions, working directly with users and stakeholders to define and validate requirements.
Prepare and maintain technical and user documentation, including system specifications, configuration documentation, release materials and training materials; deliver technical presentations and user training as required.
Deliver software solutions and releases on time and in accordance with approved requirements and quality standards, including:
Architectural and technical design;
Software development, corrections, testing and quality assurance;
Configuration and optimization of business processes for production;
Technical documentation, configuration and release materials maintained in line with specifications, quality requirements and deadlines.

Education Requirements
Required
A first-level university degree or professional qualification in computer science, information systems, or related field, in combination with 2 years of relevant experience is required.
An advanced university degree may be substituted for some years of experience.
Desired
Formal qualifications or certifications from recognized national or international ICT industry vendors are desirable.
Experience Requirements
Required:
Relevant experience is defined as experience designing and developing web applications using .NET and C#.
Experience using Git as a handy and important tool for collaboration and code quality is required.
Desired:
Minimum of 2 years working experience with any of the following modern database systems (MariaDB, Microsoft, Postgres, SQL server, Elastic stack) is desirable.
Minimum of 2 years’ working experience with any of the following: Angular,AngularJS, CSS and HTML is desirable.
Experience using modern AI-powered development and engineering tools is desirable.

Minimum of 2 years of experience with Agile and associated development techniques including the below are desirable:
Iterative Development;
Refactoring;
Unit Testing;
Automated Builds & Deployment of Software solutions;
Continuous Integration and Delivery;
Acceptance Test Driven Development; and/or
Knowledge of formal testing and deployment methods from conception through to go-live (system, regression, and UAT testing).
Effective communication (spoken, written, and presentational) skills are desirable.
Excellent interpersonal skills and ability to establish and maintain effective partnership and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity and gender are desirable.
Ability to plan own work, manage conflicting priorities and to use time efficiently is desirable.
Work experience with the United Nations system or similar international organization is desirable.
Ability to organize and implement activities and outputs and the ability to maintain focus and pay attention to the necessary details is desirable.
