The European Union Agency for the Space Programme (EUSPA) provides safe, secure, and innovative satellite navigation and communication services for Europe. We advance the commercialisation of Galileo, the European Geostationary Navigation Overlay Service (EGNOS), and Copernicus data and services, while engaging in secure SATCOM (GOVSATCOM & IRIS²), and operating the Space Surveillance and Tracking (SST) Front-Desk. The Market Downstream and Innovation Department’s main responsibilities are related to the development of the market and uptake of EU space technologies. On of the main objective is also to foster the entrepreneurship and start-ups, and to support the creation of innovative applications and user technology via Research and Innovation and other programs.

The position requires permanent relocation to the Agency’s headquarters in the heart of Europe – Prague.

2. TASKS AND RESPONSIBILITIES

We are looking for a dynamic, proactive and results-oriented EU Space Market Officer to join the Market Downstream and Innovation Department.

The successful candidate will contribute to the development of the European space ecosystem by, accelerating the market uptake of EU Space Programme services and supporting the growth of innovative companies across Europe. The job holder will play a key role in the adoption of EU space-based solutions, managing projects and strengthening cooperation with Member States while supporting initiatives that enhance the competitiveness, innovation capacity and strategic autonomy of the European space sector.

The job holder will have the following main tasks and responsibilities:

• Drive user uptake and market development initiatives across the EU Space Programme components, including Galileo, EGNOS, Copernicus, GOVSATCOM and future EU space infrastructures;
• Implement contracts and grants of the Market Downstream and Innovation portfolio, including evaluations, project monitoring, financial and legal follow-up activities, in coordination with the relevant Agency departments;
• Coordinate and support the implementation and further development of the EU Space Academy, building and updating the content, making it widely used among entrepreneurs and other users and monitoring of programme outcomes;
• Develop and implement a strategy to support Member States in maximising the use of EU Space Programme services and enhancing their competitive space ecosystem. This includes coordinating a Member States Dashboard, ensuring the collection and consolidation of relevant information, monitoring of activities and contributing to reporting and decision-making processes;
• Support the implementation of activities under the CASSINI initiative, contributing to actions aimed at strengthening the European space entrepreneurship ecosystem, supporting start-ups and SMEs, and fostering innovation and commercialisation opportunities;
• Develop partnerships with established companies, investors, innovation hubs and other ecosystem actors to facilitate the testing, scaling, procurement and commercialisation of innovative space-enabled solutions;
• Support the administrative activities of the Department, including the design and implementation of new processes, the continuous improvement of existing procedures, and preparation of reports for the European Commission, the Administrative Board and other governance bodies;
• Contribute to other activities of the Market Downstream and Innovation Department as required and liaise with other Agency departments to ensure the effective execution of corporate processes related to planning, reporting, administration, budget management and risk management.

3. ELIGIBILITY CRITERIA

We welcome applications from all candidates who meet the following eligibility criteria, on the closing date for application:

1. Have a level of education which corresponds to completed university studies5 of at least three years attested by a diploma
2. Be a national of a Member State of the European Union, Iceland, Norway or Switzerland6
3. Be entitled to their full rights as citizen
4. Have fulfilled any obligations imposed by the applicable laws concerning military service
5. Meet the character requirements for the duties involved7
6. Have a thorough knowledge (minimum C1 level) of one of the languages of the European Union8 and a satisfactory knowledge (minimum B2 level) of another language of the European Union8
7. Be physically fit to perform the duties linked to the post9

[6] The successful candidate shall be able and willing to apply for a personnel security clearance, issued by an EU Member State, at the level defined above immediately after the contract signature or at a later stage if required for the offered post.

[7] Prior to the appointment, the successful candidate will be asked to provide a Police certificate confirming the absence of any criminal record.

[8] The following languages shall be considered: Bulgarian, Croatian, Czech, Danish, Dutch, English, Estonian, Finnish, French, German, Greek, Hungarian, Icelandic, Irish, Italian, Latvian, Lithuanian, Maltese, Norwegian, Polish, Portuguese, Romanian, Slovak, Slovene, Spanish, Swedish. The level shall be determined according to the Common European Framework of Reference for Languages.

[9] Before a successful candidate can be appointed, they will be medically examined by a selected medical service so that the Agency will be satisfied that they fulfil the requirement of Article 28(e) of the Staff Regulation of Officials of the European Union.

4. SELECTION CRITERIA

All eligible applications that meet the criteria outlined above will be fairly and objectively assessed against the selection criteria based solely on the information candidates provide in their applications. The Selection Board responsible for this selection will determine the criteria to be assessed in the various phases of the selection procedure (assessment of the application forms, interview and written test) prior to being granted access to the names of the applicants.

The selection is based on a comparative assessment of eligible candidates against all the selection criteria. Even candidates who do not excel in every single criterion may still be successful in the overall assessment and are therefore encouraged to apply.
