Mission and objectives
UNFPA, the United Nations sexual and reproductive health and rights agency, expands the possibilities for women and young people to lead healthy and productive lives. It is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person's potential is fulfilled.
Since 2003, UNFPA Timor-Leste has supported the Government of Timor-Leste to conduct Census and has strongly promoted sexual and reproductive health and rights and gender equality as key elements to achieve human rights and human dignity. Over the past decade UNFPA assistance has contributed towards establishing basic social services and generating baseline socio-demographic data for Timor-Leste.
The main focus of the programme is to support national efforts to achieve universal access to sexual and reproductive health and reproductive rights, in line with the UNFPA transformative results to end maternal deaths, unmet need for family planning, and gender-based violence and harmful practices -- responding to the principle of leaving no one behind, focusing on women, adolescents and youth, particularly those living in rural areas, people with disabilities and key population groups.

The Field Coordinator will provide program, administrative, procurement, and logistical support to strengthen the program.

The Field Coordinator will provide program, administrative, procurement, and logistical support to strengthen the program.
Task description
Within the delegated authority and under the supervision of the Project Coordinator his/her designated mandated representative(s), the UNV Field Coordinator will support in the following:
a. Technical Leadership
* Strengthen and expand sustainable coordination mechanisms within municipality coordination structures.
* Collaborate with local/district government counterparts, as the chairs of the district
* Conduct environmental policy scanning on a continuous basis and regularly update and advise the Project Coordinator accordingly
* Develop and/or revise training and BCC/IEC materials according to local context. Work with national partners to implement relevant training.
* Provide technical support to the development of relevant advocacy and policy documents
* Support overseeing the development of annual site-based work plans and budgets, financial allocations and expenditures for relevant Components in the Project Document activities and ensuring most effective use of the resources.
* Support formulation of the country programme and component projects by contributing to compilation of relevant information in support of formulation and drafting of funding proposals and/or project documents and work plans.
b. Monitoring and Evaluation
* Collect and compile district monthly reports that capture relevant information and that support the analysis and evaluation of programme progress and outcomes. In consultation with the Project Coordinator, provide feedback and guidance on the issues they raise in the reports
* Support monitoring of programme/projects financial performance, by providing necessary financial information, including implementation rate against indicators/results; detecting potential over/under expenditure problems and proposing remedial action.
* Supporting the evaluation of project and programme activities, conducting field visits, participating in review meetings, and preparing regular inputs to status and progress reports.
c. Administrative and Miscellaneous Duties
* Maintain awareness of budget and expenditures in order to manage the program within budget.
* Ensure the organizational assets in the office and in the region are maintained and used in line with the UNFPA policy on asset management
* Ensure all travel undertaken by supervisees complies with all requirements for travel and is approved in line with the travel plan
* Write monthly work plans, monthly reports, and other reports as needed or requested.
* Assist in writing program proposals.
* Provide logistical support to projects through coordinating related meetings, workshops, and events
* Perform other duties as required
