The incumbent reports to the Chief HR Operational Services Division.
Responsibilities
Provides Leadership and oversight of Agency-wide payroll and posting operations to ensure full accuracy operations, timeliness, and compliance with Agency policies and statutory requirements. Leads the monitoring and annual distribution of Provident Fund accounts, implements robust internal controls, and oversees the continuous improvements to payroll systems and processes. Provides authoritative advice and guidance to HQ and field teams on system use, compliance standards, and risk mitigation, ensuring the integrity and reliability of all payroll-related activities. Leads the organization's people analytics function by delivering strategic, data-driven intelligence to HR leadership; oversees compliance monitoring; oversees the development of dashboards and delivers ad hoc data-analysis to provide deeper insight in HR issues; provides evidence-based recommendations, statistical models, and risk and cost assessments to inform policy formulation and management decision-making; Coordinates responses to external and internal auditors. Manages HR digitization and automation initiatives to optimize service delivery and operational efficiency across HRD. Oversees the execution of automation projects, ensuring alignment with departmental priorities and broader organizational strategies. Champions continuous process enhancement and innovation. Leads HR communication and partnership initiatives to strengthen collaboration between HQ departments and field offices; organizes and delivers training for HR business partners; facilitates feedback and service improvement through surveys, consultations, and roundtable discussions. Coordinates implementation of the Agency's Gender and Disability initiatives; maintains the Gender Parity Dashboard and reporting tools to monitor progress toward 2028 targets; collaborates with field offices and departments to ensure compliance with the Gender Work Plan and promotes inclusivity across HR processes. Advises Chief HR Operational Services Division and senior management on HR system enhancement, data analytics, and automation policy integration. Contributes to policy development, standard operating procedures, and change management frameworks.

Three years or relevant experience at a supervisory level in a large international, governmental or commercial organization, specifically in HR management involving Payroll and HR automation and innovation initiatives is required.
