| Purpose of Role: | The Communications and Digital Engagement Officer is a technical communications role responsible for delivering high-quality digital content, graphic design, video production, website updates and communications support activities for the Pacific Humanitarian Warehousing Program (PHWP). Working under the direction of the Communications Advisor, the position supports the implementation of programme communications priorities through content production, digital publishing, events support and communications coordination in alignment with SPC and GEM standards. As part of GEM's integrated communications team, the position works to divisional systems, standards and priorities – coordinated with the GEM Communications Team Leader – while working closely with PHWP programme staff to deliver digital content, manage events and vendor relationships, and support communications planning in a way that is culturally grounded and consistent with SPC corporate standards. |

Organisational Context and Organisation Chart
The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 27 country and territory members. In pursuit of sustainable development to benefit Pacific people, our organisation works across more than 25 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture.
The Geoscience, Energy and Maritime (GEM) Division of SPC has four work areas: Oceans and Maritime, Energy and Georesources, Disaster and Community Resilience and Earth and Oceans Observation Services (EOO). GEM services to SPC's members include assessments of the potential of ocean and onshore mineral resources, maritime boundary data collection, coastal protection and management, geo-hazard assessment, and strategic and technical advice and assistance in the areas of water and sanitation, disaster
management and building community and environmental resilience. This includes adaptation action to climate change, and mapping and surveying (including GIS and remote sensing).
GEM's communications function operates as an integrated team across the division's programme areas, with digital communications positions embedded within individual programmes while remaining part of GEM's overall communications network. This structure ensures consistent digital standards, shared systems and brand compliance across the division, coordinated by the GEM Communications Team Leader, while day-to-day direction for programme-embedded positions is provided by the relevant programme Communications advisor. This position will be embedded within the Pacific Humanitarian Warehousing Program, a Pacific-led, multi-donor/multi-partner programme (2023–2031) that supports 14 Pacific countries and Timor-Leste to develop disaster preparedness and resilience by building their national humanitarian warehousing capability.
The Communications and Digital Engagement Officer reports to the Communications Advisor (PHWP) and sits within GEM's integrated communications team, coordinating with the GEM Communications Team Leader on divisional standards, systems and priorities. The position works closely with PHWP programme staff, technical advisers, development partners and humanitarian partner organisations to ensure communications outputs are accurate, timely and effective.
