PURPOSE
The Senior HR Associate is responsible for managing and integrating core HR processes for the Oman Arise Program. The role ensures consistent delivery of HR services - including recruitment, onboarding, learning and development, and etc while adapting to diverse operational contexts. The incumbent will work closely with country teams, regional offices, and HQ to align HR operations with strategic priorities and compliance requirements.
The position consolidates HR operations into a coherent service platform, anticipates delivery challenges, and ensures that HR services are responsive, scalable, and aligned with both organizational standards and local requirements.
The role also contributes to regional workforce planning, organizational policy and process development through data analysis and reporting; and may at times lead implementation of an HR initiative.
ENGAGEMENT

Work closely with the MENA Oman ARISE Program Director, Regional Director, the FCS Focal Points, and Country Representatives and the HR unit in HQ to ensure integrity across staff, recruitment and engagement of intern , volunteer , secondee and individual consultant processes, complying with established GGGI policies, and standards, while ensuring timely action and response.

In consultation with the Office of Human Resources at HQ (OHR) advise the MENA Leadership Team on general HR rules, best practices, standards of internal and external recruitment, and engagement of individual consultants, in line with GGGI’s policies.

Work with the OHR to support corporate HR initiatives and contribute to overall HR service improvement.

Provide timely and high-quality support to the Hiring Managers for the effective end-to-end execution of the recruitments.

Perform other tasks assigned as per required instructions, in support of the implementation of initiatives assigned with the MENA team.

Collaborate closely with HQ Office of Human Resources (OHR) and internal stakeholders to resolve operational bottlenecks and align HR services with client requirements.
DELIVERY
- Maintain a reputation for quality and reliability through the provision of services consistently and in keeping with the policies and principles of the organization.
- Review Job descriptions for staff and Terms of reference for consultants and interns, ensuring consistent application and quality standards.
- Coordinate regional recruitment and onboarding processes (staff, consultants, Interns, volunteers, secondees) ensuring timely and compliant execution and adhering to the established standards.
- Ensure staff complete the corporate onboarding program to familiarize themselves with GGGI, Oman ARISE Program, and MENA portfolio
- Contribute to corporate onboarding program improvement, by engaging with OHR.
- Build high quality talent pools in anticipation of the recruitment needs
- Coordinate implementation and raise awareness of the existing HR practices and procedures in the region.
- Provide guidance on the application of HR policies and practices.
- Analyze and provide high quality HR reports and analytics as requested by the Regional Director or Delegate to inform regional decision-making and workforce planning.
- Ensure consistent provision of quality HR services across diverse operational environments, sustaining standards through varying conditions and demands.
- Coordinate implementation of other HR initiatives and operations including performance management, learning and development, and staff well-being, among others as needs arise.
- Develop and maintain contingency plans and standard operating procedures to ensure uninterrupted HR service delivery across the region.
- Provide high-quality HR reporting and analytics to inform regional decision-making and workforce planning.
- Maintain accurate and up-to-date HR records and documentation for audit and compliance purposes.Providing training and awareness raising to MENA staff on HR rules and regulations, learning and development, staff well-being initiatives, and others related to HR
- Provide regular updates and feedback to the OHR to ensure consistent service improvement.
- Serve as the lead custodian for organizing, processing, recording, controlling, and archiving relevant MENA recruitment documents, including but not limited to approval memos, contracts, log frames, and administrative documents for reporting/audit.
- Collaborate with the MENA team on identified joint activities to ensure integrated delivery as 'One GGGI'.
- Develop and maintain contingency plans and standard operating procedures to ensure uninterrupted HR service delivery

- Meet deadlines and ensure timely and quality final preparation of HR tasks compliant with instructions while reflecting GGGI’s values.
- Other duties assigned by the MENA Regional Director or Delegates.
REQUIREMENTS
QUALIFICATIONS
- A Minimum of a Bachelor's degree in human resources, psychology, or other relevant areas. A Master's degree or a post-graduate qualification in a relevant field would be considered an advantage.
- A minimum of 5 years of relevant experience in human resources ideally in international or multi-cultural setting.
- Fluency in written and spoken English is a must; knowledge of another relevant language (especially Arabic) is an asset.
- Experience managing HR processes across multiple countries or regions is highly desirable.
- Good writing and editing skills.
- High level of proficiency in MS Office application

- Solid hands-on expertise in Microsoft Office, and Excel is a must as well as utilizing experience of HR and/or Enterprise Resource Planning software.

WORKING CONDITIONS
The HR Senior Associcate is an G7NAT grade level in GGGI's national salary scale, In addition, GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, flexible work arrangements and contribution towards private health insurance that covers dental and vision. The appointment is for 24 months, renewable subject to satisfactory performance and budget availability.
