The Consultant will submit a monthly report on the progress and completion of Outputs for the coffee value chain and institutions for validation, as follows: Output 1: Interactive Radio Sessions and Testimonials by 25 September 2026 • Conduct interactive radio sessions in the target counties and produce stakeholder testimonials highlighting project activities, benefits and results. Output 2: Weekly Radio Programme by 31 October 2026 • Co-host weekly radio programmes covering coffee cultivation, processing, consumption and trade, with contributions from relevant experts. Output 3: Public Awareness Campaign by 30 November 2026 • Implement public awareness activities to promote coffee consumption and raise awareness of the economic and cultural importance of the coffee sector. Output 4: Live Broadcasts and Media Outreach by 25 December 2026 • Conduct live broadcasts from relevant coffee sector activities and support cross-promotion through media and online platforms. Output 5: Audience Engagement and Feedback by 31 January 2027 • Implement mechanisms to collect and analyse listener feedback and use the findings to improve programme content and outreach. Output 6: Data Analysis and Reporting by 26 February 2027 • Submit progress and final reports covering activities implemented, audience reach, feedback, results achieved and recommendations.

Duties and Responsibilities

The International Trade Centre (ITC) is a joint agency of the United Nations and the World Trade Organization for trade-related technical cooperation in developing countries. The Office for Latin America and the Caribbean (OLAC), as a geographical section of the Division of Country Programmes (DCP), is responsible for defining the ITC strategy and coordinating all interventions in the region, either for individual countries or at the sub-regional and regional levels. The Sector Competitiveness Unit (SEC) is responsible for developing and disseminating sector level expertise for sustainable market driven solutions in ITC, including the Alliances for Action (A4A) methodology. A4A is a participatory partnership model that engages smallholder farmers and MSMEs in order to manage risk and facilitate networks that provide the required technical expertise and capacity building. The “Support to Business Friendly and Inclusive National and Regional Policies and Strengthening Productive Capabilities and Value Chains” Programme aims to complement the European Union support for private sector development in ACP countries, under the context of the joint ACP-EU Programme for ACP Private Sector Development Support, adopted by ACP-EU Council of Ministers in Nairobi in 2014, and is financed from the 11th European Development Fund. With major focus on the development of agriculture and agri-business value chains, the Programme is designed to achieve two key outcomes: (1) adopting and implementing business-friendly, inclusive and responsible national policies and legal frameworks, and (2) strengthening productive, processing, promoting and marketing capabilities and value chains. ITCs are collaborating with UNIDO and the World Bank in the implementation of the program. ITC will lead the implementation of the micro pillar level of the Programme, which will focus on two core themes: 1) Promoting inclusive productive and commercial Alliances and investment to strengthen VC governance and MSME competitiveness; and 2) Increase small farmers and processors value addition, productivity and competitiveness. Objective of the assignment Ensure that the activities of the EU/ACP-funded programs are prominently visible at the community and national level through targeted radio communications and outreach initiatives. Increase the visibility of ITC’s initiatives in the Liberian coffee sector by leveraging radio media to highlight the reforms and developments brought about by the project. This includes regular updates and featured segments in both local and national radio programs. Elevate awareness among public authorities (government officials, local chiefs, etc.) and decision makers about the opportunities and reforms in the coffee sector through strategic radio messaging and advocacy. Use radio as a tool to educate farmers about best practices in coffee cultivation, market opportunities, and the benefits of the sector's reforms. This should include practical advice, market trends, and success stories to motivate and guide farmers DESCRIPTION OF DUTIES/RESPONSIBILITIES Under the direct supervision of the ACP Business Friendly Programme Manager – Inclusive Agribusiness, the Consultant will be responsible for delivering measurable outreach, knowledge-sharing, and communication outputs related to the coffee sector. 1. Sensitization of Coffee Farmers: Actively support the sensitization of coffee farmers in key counties, specifically Lofa, Nimba, Bong, Montserrado and Bomi. Organize and conduct a minimum of five community sensitization events in each county during the contract period, reaching at least 100 farmers per event. 2. Information Dissemination through Radio: Utilize open-air radio sessions and other relevant radio programming to disseminate information on the EU-funded ACP Business Friendly Programme. Conduct at least eight radio sessions during the contract period, covering different aspects of the Programme and reaching an estimated audience of at least 1,500 listeners. 3. Stakeholder Testimonials: Collect, document and broadcast testimonials from relevant stakeholders, including project beneficiaries, local chiefs and trainees. Collect and feature at least 15 testimonials during radio programmes, highlighting diverse experiences and stories demonstrating the positive impact of the project. 4. Weekly Radio Programme Co-hosting: Co-host a weekly radio programme focusing on coffee cultivation, processing and trade. Develop and broadcast a total of 24 episodes during the contract period, ensuring the participation of at least one relevant expert or resource person per episode to provide insights into the coffee sector. 5. Collaboration with Experts and Trainers: Work closely with national and international trainers and experts to provide relevant and practical knowledge to listeners and coffee stakeholders. Organize and host at least three specialized segments led by coffee experts, providing practical and actionable information for farmers and other actors in the coffee value chain. 6. Awareness-Raising on Coffee Consumption and Trade: Lead initiatives aimed at increasing public awareness and understanding of coffee consumption and trade in Liberia. Implement at least three community education campaigns targeting different demographic groups and focusing on the economic and cultural importance of coffee, reaching at least 500 participants in total. 7. Development of Informative Content: Develop and disseminate informative content addressing the economic, technical and cultural aspects of coffee. Produce a minimum of 12 content pieces, such as articles, infographics or short videos, for dissemination through radio, social media and community events. 8. Work Plan Management and Reporting: Develop and manage a monthly work plan, to be reviewed and approved by the ACP Business Friendly National Coordinator and relevant project stakeholders, ensuring timely implementation and adherence to agreed quality standards. Provide monthly updates on progress against the work plan during coordination meetings and submit relevant reports and supporting documentation as required. Copyright Clause: The consultant has to ensure to have obtained the necessary permissions with regard to intellectual property rights required to perform their services under this consultancy contract and for the subsequent dissemination by ITC in any form. Documentary proof is to be submitted to ITC. Should any license fee be due for the use of copyrighted materials of third parties, the consultant shall request the prior written permission from ITC. Qualifications/special skills

• Undergraduate university degree in in communication, social sciences, business administration, economics, or other related fields. • Practical audio-visual training would be an asset. • Extensive relevant experience may be accepted in lieu of the university degree. • A minimum of five (2) years of relevant professional experience in radio communication for agri-business related projects. • Strong hands-on experience in implementing EU-funded projects. • Experience of working with international/donor organizations or in national development agencies. • Good knowledge of the institutional context in Liberia is an added advantage. Skills: • Expertise in media production and live broadcasting. • Strong content development, storytelling, and editorial skills. • Excellent interviewing and communication skills. • Strong digital and multimedia skills, including video editing and social media management. • Ability to develop engaging content tailored to different audiences and communication platforms. • Strong interpersonal skills and ability to work effectively with diverse stakeholders.

• Fluency in written and spoken English is required. • Knowledge of the local language is considered an advantage
