The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support; primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The incumbent provides support to UN Staff in the field and reports to the Fleet Management/Fleet Operations Supervisor or his/her designate, under the Chief Transport Officer (CTO). The temporary position is based in Port-au-Prince, Haiti, and is located within the Transport Section under Service Delivery Management Pillar of the Mission Support Division.

Responsibilities

Within delegated authority and under the supervision of the Fleet Management or Fleet Operations Supervisor, or his designated official, under the CTO, the Transport Assistant will be responsible for all or some of the following duties: • Assists in Inventory Control/Asset Management • Assists in managing locally established transport contracts as well as Purchase Orders issued against global systems contracts to ensure vendor compliance, vendor performance, and quality assurance • Assists in implementing Mission vehicular assets requirements following the direction of the CTO and redistributes transport assets to meet variations in demand, whilst always ensuring maximum economy and efficiency. • Assists in ensuring workshop is supported with required vehicle spare parts and materials as directed by CTO. • Assists in ensuring that relevant audit observations and recommendations are addressed on time and implementation of the policy for inventory control and physical annual checks following standard UN regulations and rules. • Assists CTO in exercising control over the established surface transport pool and reserve vehicles. • In collaboration with the maintenance and warehouse managers, assists in monitoring vehicle maintenance costs to keep the vehicles in road-worthy condition and makes recommendations as to the optimum disposal time for vehicles. • Assists in preparing documentation for VEC meetings including the collation of Vehicle Establishment Change Requests tabled for deliberation. • Assists in ensuring that all non-expendable transport assets issued to an individual are returned to FVIU before the final departure of the staff member. • Assists in maintaining accurate standardized inventory records for UN-owned vehicles and transport equipment. • Assists in administering Transport contracts and purchase orders, including monitoring vendor performance, compliance and service quality. • Supports implementation of mission vehicle requirements and redistribution of transport assets to respond to operational demand while promoting economy and efficiency. • Coordinates with workshop and warehouse personnel on vehicle spare-parts and material requirements and monitors maintenance-related information to support fleet planning. • Supports preparation of Vehicle Establishment Committee documentation and follow-up of relevant audit observations and annual physical verification requirements. • Assists in the issuance of official registration (license) plate numbers to vehicles and trailers brought into the area of operation, for use by UNSOH and issuance of UN driver’s permits, as approved by CTO, and assists in maintaining mission driver records. • Assists in compiling periodic reports and documentation regarding the fleet status and deployment for onward transmission to UNHQ to arrange appropriate insurance coverage and assists in collecting accident report from mission investigation units and enters them into the vehicle accident database in Umoja. • Assists in conducting the initial briefing, in-country orientation, and conducts driver testing of all new mission personnel, promoting mission safety awareness programmes and safe driving campaigns. • Assists in monitoring the utilization of the UN-owned fleet to ensure that vehicles are being utilized efficiently and in compliance with the established policies and rules. • Assists in ensuring that reporting mechanisms are in place to recover the costs for the use of UNOE vehicles, when the vehicles are provided to UN Agencies and other authorized entities on a cost recovery basis. • Performs a variety of additional, ad-hoc tasks as when required by the supervisor

Education

High School diploma or equivalent is required.

Job - Specific Qualification

A valid driver's license for "B" category is required (a copy of a valid driving license must be attached). Vocational training Diploma/Certificate in Logistics/Motor Mechanics (National Certificate or equivalent) is desirable (A copy of the certificate should be attached) Knowledge of operating in a Fleet management system is desirable.

Work Experience

At least seven (07) years of progressively responsible experience in transport operations management is required.
