Your Team

The mission of the is to contribute to public health protection by engaging with an international community of experts and stakeholders. We achieve this by promoting access to safe medicines and healthcare through the elaboration of quality standards, which are recognised as a scientific benchmark worldwide. The EDQM's standards for medicines and their ingredients, compiled in the European Pharmacopoeia, are legally binding in 39 member states of the Council of Europe and are also widely used across the globe in the human and animal health sectors. The EDQM also plays a crucial role in the areas of blood transfusion, organ, tissue and cell transplantation and in developing and setting consumer health standards, such as for cosmetics and food contact materials.

The team you will be working in, the Health, Safety and Environnment, HSE team, is part of the EDQM’s General Services Section, which is composed of approximately ten people.

The HSE team is made up of three staff members and is primarily responsible for ensuring that the EDQM work environment is safe and well-organised and compliant with regulations and specific internal rules, and for providing day-to-day HSE support to the various EDQM teams.

Your Role

  As a Health, Safety and Environment (HSE) Officer, you will:

  • schedule and follow up on the performance of mandatory periodical safety tests and keep files up-to-date;
  • maintain the EDQM’s file on installations classified for the protection of the environment (“installations classées pour la protection de l’environnement – ICPE”) and ensure compliance with ICPE-related requirements;
  • write, and keep up-to-date, prevention and safety protocols, as required;
  • participate in risk analyses with a view to updating the single document for the evaluation of occupational risks (“document unique d’evaluation des risques professionnels – DUERP”); implement preventive actions;
  • co-ordinate the measurement of occupational exposure limits (“valeurs limites d’exposition professionnelle – VLEP”);
  • oversee contamination testing and control operations, including overseeing the monitoring plan for cleanrooms, qualification and re-qualification of designated rooms and collective protective equipment (CPE) and environmental control;
  • ensure the availability of personal protective equipment to protect users against health or safety risks;
  • supervise the collection, pick-up and processing/recovery of waste materials, including hazardous industrial waste;
  • supervise cleaning and disinfection operations for the scientific and technical areas;
  • train both internal and external staff in HSE-related issues;
  • participate in internal and external audits and help to drive continuous improvement within the HSE team.
Requirements to apply

You must:

  • hold a higher education degree or qualification (equivalent to the 1st cycle of the ) in an area related to the activities of the post (chemistry, biology or HSE);
  • have a minimum of 12 months’ professional experience in the HSE field acquired in the chemical or pharmaceutical industry or in a relevant public-sector organisation (e.g. a state/government-managed laboratory);
  • have a very good knowledge of French and a good knowledge of English.

You must also:

  • be a citizen of one of the member states of the Council of Europe and fulfil the conditions for appointment to the civil service of that state;
  • have discharged any obligation concerning national service (military, civil or comparable);
  • not be the parent, child, stepchild or grandchild of a serving staff member of the Council of Europe;
  • be under the age of 65 years.
