Background and Objectives of EFASS

The Education for All in South Sudan, EFASS, project aims to improve access to quality, responsive education for vulnerable children and strengthen the systems required to sustain equitable education service delivery. As part of this effort, EFASS will provide targeted cash transfer support to reduce financial barriers to education for marginalized learners, especially girls and children with disabilities, while strengthening accountable and efficient delivery systems.

The Senior Cash Transfer Officer will support the implementation, coordination, and quality assurance of cash transfer activities under EFASS. Working closely with Cash Transfer Lead, the position will help ensure that cash transfer delivery is timely, secure, accountable, safeguarding-sensitive, and aligned with project objectives, donor requirements, and government priorities. The role will support day-to-day management of the end-to-end cash delivery process, coordination with service providers and partners, field follow-up, risk mitigation, and reporting.

 

Scope of Work

The Senior Cash Transfer Officer will provide technical and operational support to the design, implementation, management, and continuous improvement of EFASS cash transfer activities. Under the supervision of the Cash Transfer Lead, the post holder will support the end-to-end cash delivery process, including beneficiary identification and registration, verification, payment preparation, distribution follow-up, reconciliation, post-distribution monitoring, and documentation.

The role will work closely with programme, finance, MEAL, safeguarding, and education teams, as well as implementing partners, financial service providers, schools, communities, and relevant government stakeholders, to ensure cash transfer processes are implemented effectively and responsibly in South Sudan’s complex operating environment. The Senior Cash Transfer Officer will also support risk monitoring, troubleshooting, data verification, and adaptive adjustments in response to operational challenges, contextual shifts, and lessons emerging from implementation.

Key Responsibilities

1. Cash Transfer Implementation and Delivery Support

  • Support the implementation of EFASS cash transfer activities in line with approved programme design, delivery timelines, and standard operating procedures.
  • Support the end-to-end cash delivery process, including beneficiary identification, registration, verification, payment preparation, distribution monitoring, reconciliation, and documentation.
  • Work closely with Cash Transfer Lead to ensure timely, secure, and accountable delivery of cash transfers to targeted learners and households.
  • Support field-level coordination to address delivery bottlenecks, operational issues, and emerging risks affecting implementation.

2. Beneficiary Targeting, Verification, and Registration

  • Support the application of beneficiary targeting criteria and procedures for eligible learners, including girls and children with disabilities.
  • Assist in organizing and monitoring beneficiary registration, verification, and validation processes in coordination with schools, communities, implementing partners, and relevant authorities.
  • Support the use of disability-inclusive targeting approaches, including application of appropriate identification and verification methods such as the Washington Group Questions, where relevant.
  • Help ensure that beneficiary records are accurate, complete, and properly documented in line with programme requirements.

3. Coordination with Financial Service Providers (FSP)

  • Support day-to-day coordination with financial service providers, banks, payment agents, and other cash delivery actors to facilitate smooth implementation.
  • Track delivery schedules, payment arrangements, service issues, and field-level challenges, and escalate concerns to the Cash Transfer Lead as needed.
  • Assist in monitoring the performance of payment service providers and help ensure adherence to agreed operational and accountability standards.
  • Work closely with implementing partners and field teams to ensure cash delivery processes are well understood and properly followed.

4. Risk Management, Safeguarding, and Compliance

  • Support implementation of risk mitigation measures related to fraud, diversion, safeguarding, exploitation, theft, security, and market-related challenges in cash delivery.
  • Help monitor compliance with cash transfer CROPS, internal controls, donor requirements, safeguarding standards, and accountability commitments.
  • Support training and follow-up with project staff, community structures, schools, and payment agents on safeguarding, complaints handling, and risk-sensitive cash delivery practices.
  • Identify operational, fiduciary, and safeguarding risks in a timely manner and support escalation and follow-up actions.

5. Monitoring, Accountability, and Learning

  • Work closely with the MEAL team and Cash Transfer Lead to support post-distribution monitoring, beneficiary feedback collection, and routine monitoring of cash transfer implementation.
  • Support collection, review, and use of data on cash utilization, beneficiary satisfaction, inclusion, protection risks, market functionality, and unintended effects.
  • Assist in tracking complaints and feedback mechanisms related to cash delivery and support timely resolution and documentation.
  • Contribute to learning, adaptive management, and programme improvement by documenting field experience, implementation challenges, and emerging good practice.

6. Data Management and Reporting

  • Maintain organized, accurate, and up-to-date records of cash transfer implementation, including beneficiary data, payment documentation, distribution tracking, and field reports.
  • Coordinate with the Data/MIS Specialist, MEAL team, and relevant programme staff to ensure cash transfer data is properly recorded, verified, and used for implementation follow-up and reporting.
  • Support preparation of regular internal updates, donor inputs, activity reports, reconciliation records, and implementation summaries related to cash transfer activities.
  • Ensure proper filing and documentation of cash transfer records in line with IRC and donor compliance requirements.

7. Coordination with Government (ETMCs)

  • Support coordination of ETMCS with national, state, and local government counterparts, particularly the Ministry of General Education and Instruction and local education authorities, on cash transfer implementation issues.
  • Participate in relevant technical working groups, coordination meetings, and field-level engagements as assigned.
  • Support the Cash Transfer Lead in maintaining strong working relationships with government, partners, and other stakeholders involved in cash transfer and education support activities.

8. Professional Standards and Confidentiality

  • Ensure that all work is carried out in line with IRC policies, donor compliance requirements, and relevant programme procedures.
  • Promote ethical conduct, accountability, confidentiality, and respectful engagement with beneficiaries, colleagues, partners, and stakeholders.
  • Uphold IRC’s safeguarding, anti-fraud, and code of conduct standards in all aspects of the role.

Education

  • Bachelor’s degree in International Development, Economics, Social Protection, Public Administration, Education, Business Administration, or a related field required.

Work Experience

  • Minimum of 4 years of relevant professional experience in cash transfer programming, social protection, humanitarian assistance, or related programme implementation roles.
  • Experience supporting cash transfer delivery in fragile, conflict-affected, or low-capacity settings required, preferably in South Sudan or similar contexts.
  • Demonstrated experience supporting donor-funded programmes, ideally including large-scale humanitarian or development cash transfer programming.
  • Experience working with financial service providers, implementing partners, and government stakeholders is highly desirable.
  • Experience in beneficiary targeting, registration, verification, distribution monitoring, and reconciliation processes is strongly preferred.

Technical Skills and Competencies

  • Strong understanding of cash and voucher assistance programming, delivery processes, and operational risk management.
  • Good knowledge of safeguarding, accountability, fiduciary controls, and fraud risk mitigation in cash programming.
  • Experience with beneficiary data management, cash tracking tools, digital registration systems, and reporting processes.
  • Strong coordination and problem-solving skills, with the ability to manage multiple tasks and respond to changing operational demands.
  • Good analytical and documentation skills, including ability to support reporting, monitoring, and implementation review.
  • Strong proficiency in Excel and familiarity with digital data tools and reporting systems.
  • Strong communication, facilitation, and interpersonal skills.

Language Skills

  • Fluency in spoken and written English is required.
