Context
This mandate tasks UNAMA with the promotion and support of humanitarian assistance in line with humanitarian principles, human rights, equality for women and girls, inclusive governance, resilience, and economic stability, and with the use of our good offices for principled and constructive engagement with all national, regional, and global stakeholders in the pursuit of Afghanistan’s peace and stability.
UNAMA reaffirms its strong commitment to the sovereignty, independence, territorial integrity, and national unity of Afghanistan; as well as its continued support for the people of Afghanistan, within the framework of the UN Charter and other international laws and instruments.

Task description
UNAMA Medical Section is the primary provider of reliable, client-oriented, cost-efficient, and prompt primary health care to all personnel from participating UN entities. The Section aims to protect and promote staff health, sustain, and improve their working capacity, contribute to a safe and healthy working environment, and promote the adaptation of work to the capabilities of staff, taking account of their health status.
Under the direct supervision of the Chief Medical Officer (CMO), the UN Volunteer Medical Doctor will perform a broad range of duties, including but not limited to the following key responsibilities:
1. Clinical Duties
• Attend the UN clinic on a full-time basis.
• Assess, diagnose, treat, and manage acute and chronic medical conditions within the scope and capacity of the UN clinic, determine when escalation, referral, or evacuation is required, and ensure accurate and timely documentation of consultations, diagnoses, treatment plans, referrals, medical evacuations, and follow-up in patients’ medical records
• Stabilize and refer/evacuate complicated/emergency medical and trauma cases to higher medical facilities.
• Follow up with higher medical facilities for all referred, evacuated, or hospitalized patients to ensure continuity of care, including review of referral outcomes, discharge information, specialist recommendations, and required follow-up.
• Provide on-call services outside office hours to respond to and attend to all medical and trauma emergencies, 24/7.
• Provide timely support, including medical escort where required, for medical evacuations (Medevac) and casualty evacuations (CASEVAC) of UN personnel.
• Collaborate closely with other relevant medical personnel to ensure integrated patient care and continuity of service.
• Provide appropriate clinical advice, counseling, health education, and follow-up instructions to patients.
2. Emergency Preparedness and Medical Response
• Identify and liaise with local health facilities that can support mass casualty incidents and other medical emergencies.
• Assess referral hospitals and other external medical facilities relevant to emergency referral, stabilization, hospitalization, and evacuation arrangements.
• Maintain readiness to respond to medical and trauma emergencies by ensuring the availability and operational readiness of emergency medications, equipment, Emergency Trauma Bags, and other essential emergency supplies, and by identifying and reporting gaps requiring timely corrective action
3. Occupational health duties
• Conduct pre-placement, periodic, and exit medical examinations and provide routine immunizations.
• Prepare UN staff for travel by providing immunizations, malaria prophylaxis, travel kits, personal health maintenance briefings, etc.
• Maintain a current list of staff members with chronic health conditions.
• Provide appropriate follow-up and health advice to personnel with chronic medical conditions, within applicable medical confidentiality requirements.
• Provide health education, health promotion, counseling, and preventive health advice on communicable diseases, travel-health, and lifestyle-related risks.
• Identify, assess, and advise on workplace and occupational health risks that may affect the health, safety, or fitness of UN personnel, and contribute to appropriate preventive or corrective measures.
• Ensure the implementation, monitoring, and continuous improvement of infection prevention and control standards and practices within UN clinics and compounds.
4. Training/Capacity Building
• Identify medical training needs and assist in the planning, coordination, and delivery of relevant clinical and emergency preparedness training, including the Emergency Trauma Bag (ETB) First Responder Course, Individual First Aid Kit (IFAK) Course, emergency first aid, UN Buddy First Aid Course, Cardio-Pulmonary Resuscitation (CPR) and AED, and the Medical Incident Command System
• Coordinate and participate in in-extremis and other medical emergency exercises, such as MCI and CASEVAC response exercises, including after-action reviews, and contribute to corrective measures arising from identified gaps and lessons learned.
5. Managing Medical Logistics
• Maintain adequate stocks of medication and medical supplies through management of the inventory and timely requests to the Mission Pharmacist to avoid stockouts.
• Ensure proper functioning of medical equipment and devices and report malfunctioning equipment to allow for timely repair/replacement.
• Ensure the appropriate, efficient, and responsible use of medicines, medical supplies, equipment, and other healthcare resources, while maintaining patient safety and professional medical ethics.
6. Prepare and submit weekly and/or monthly activity reports to the Chief Medical Officer (CMO), and perform other related duties as assigned by the CMO.
