Duties and accountabilities:
The selected candidate will be based in the World Bank’s country office in Conakry, contributing to the design and implementation of World Bank operations and knowledge activities in the metals and minerals sector primarily in Guinea, but with growing geographic focus on West Africa with time:
• Lead the dialogue on the mining sector in the Republic of Guinea (Guinea) on behalf of the WBG. The initial scope of work will involve:
a.Maintain dialogue and external relationships with Government of Guinea and other sector stakeholders with an objective to lead the development of a new WBG-Guinea country compact. This will include leading early preparation amongst a multi-sectoral team to design comprehensive sector assistance under such compact, especially focusing on policy and regulatory reform, and investment origination along the minerals value chain.
b.Providing cross-support to WBG teams across the Simandou corridor as well as other mineral development initiatives supported by the WBG.
c.Providing supervision over the Guinea Natural Resources, Mining and Environmental Management Project’s mining component, with up to US$40 million activity financing dedicated to mining sector development with a focus on mining policies, institutions, governance, and economic integration.
d.Partner with other WBG teams on joint initiatives with industry, government, NGOs, and regional institutions to implement WBG’s broader mining & infrastructure agenda. This includes working closely with WBG private sector focused investment teams on their opportunities in Guinea.
• Under the close guidance and supervision of the KIMPR West Africa focal point, serve as the region-based senior specialist and contribute to the implementation of WBG’s M&M Global Strategy by providing expert policy and technical advice to governments in the wider region, including Mauritania Burkina Faso, Liberia and other countries. Activities include advising governments on policy, fiscal, institutional and regulatory frameworks for mineral development, processing, governance, negotiations, national economic and infrastructure linkages, and mine closures.
• Work across the AFW region and with time may also include the following tasks:
a.Collaborating with WBG global and regional teams and lead related policy advisory or “upstream” work.
b.Lead technical discussions across various thematic areas relevant to mining sector development, including institutional development, regulatory reform, data management, permitting, artisanal and small-scale mining, and environmental and social considerations.
c.Monitor and follow up on ongoing World Bank-supported initiatives related to the impact mitigation hierarchy, environmental, social, and governance (ESG) standards, and carbon markets insofar as it relates to the mining sector.
d.Advise on mining sector alignment with country-level ESG commitments and consult with government counterparts and private sector stakeholders on best practices for their effective implementation.
e.Participate in and lead policy dialogue and reform processes in the mining sector.
f.Lead analytical work that informs strategic planning and territorial development in key mining regions.
g.Contribute to the integration of infrastructure planning as a key consideration of mineral development with a particular focus on mineral value chain enhancement.
h.Lead the development of investment-related platforms and initiatives in collaboration with national and regional partners.
Selection Criteria
• Minimum of a master’s degree or higher in mining, engineering, geology, public policy, economics, management or a related discipline.
• Minimum of 8 years of relevant professional experience (with experience in Africa but ideally not limited to Africa).
• Significant experience in mining sector policy, regulation, and institutional reform, ideally combined with exposure to large‑scale mining investments and transactions gained in the private sector.
• Demonstrated track record and knowledge of mineral regulatory and institutional frameworks; taxation; sector governance; exploration and development; mining and mineral processing; environmental and social protection; local content; community and gender linkages and mine closure.
• Results-oriented approach and proven problem-solving skills, with a strong ability to devise and manage work plans and manage a portfolio of projects ensuring delivery and results on time and within allotted resource budgets.
• Ability to deal sensitively in multicultural environments and build effective working relations with a range of constituencies including government, mining industry and community groups, creating partnerships and gaining commitment for action.
• Demonstrated ability to coordinate complex, multi‑country programs and work effectively across WBG (or similar matrix organization institutions) and cross-sectorial.
• Ability and willingness to coach, mentor and develop less experienced team members and consultants and share knowledge with non-sector colleagues within the WBG.
• Fluency in both English and French is required as well as excellent writing skills – a sample of English writing may be requested following interviews.
• Significant experience in the West Africa region would be a plus.
• Knowledge of the other various infrastructure core sectors (power, energy, transportation, utilities) and/or experience in financial advisory will be a plus.
