GGGI supports its Member and Partner countries to transition toward low-carbon and climate-resilient development through policy advice, institutional strengthening, project development, investment mobilization and implementation. GGGI works closely with governments and public and private partners to translate green growth ambitions into practical policies, programs and investments.

As artificial intelligence becomes an increasingly important driver of economic growth and infrastructure investment, GGGI is developing a new program of work focused on ensuring that the expansion of AI contributes to, rather than undermines, sustainable development and climate objectives.

POSITION SUMMARY

The Green AI Lead will lead GGGI’s emerging Green AI program and the development of the proposed Green AI Alliance, working with governments, technology companies, infrastructure providers, financial institutions and international partners to promote sustainable, safe, inclusive and sustainable AI infrastructure and investment.

The position will support GGGI Member and Partner countries to develop enabling policy and regulatory environments, assess infrastructure readiness, identify sustainable AI-related investment opportunities, develop projects and mobilize finance. The role will also build strategic partnerships with leading technology and infrastructure companies and position GGGI as a global implementation partner for sustainable AI development.

The Green AI Lead will operate at the intersection of technology, public policy and finance. In building the AI industrial ecosystem, the role does not require the development of AI models or software; its focus is on the policy, financial and institutional conditions required for AI development to support green and inclusive growth.

PURPOSE

The Green AI Lead will:

  • Lead the development and implementation of GGGI’s global Green AI strategy and portfolio, ensuring alignment with GGGI’s Strategy 2030 and the priorities of Member and Partner countries.
  • Lead the design, establishment and implementation of the Green AI Alliance, including its institutional model, partnership structure, work program, governance and financing.
  • Develop a portfolio of country-level Green AI programs and investment opportunities focused on sustainable and resilient AI infrastructure.
  • Support governments in understanding and managing the energy, water, land, infrastructure, environmental and investment implications associated with AI and data-centre development.
  • Position GGGI as a global implementation partner able to translate international Green AI frameworks and private-sector commitments into country-level action and investment.
  • Develop partnerships with technology companies, data-centre developers and operators, utilities, energy companies, financial institutions, investors, development partners and international organizations.
  • Identify and mobilize grant, concessional and commercial finance for Green AI programs and investments.
  • Build GGGI’s technical capability and external positioning on sustainable AI infrastructure, policy and finance.
ENGAGEMENT
  • Serve as GGGI’s global focal point for Green AI and represent the organization in relevant international initiatives, partnerships and forums.
  • Lead GGGI’s engagement with strategic partners in the development of the Green AI Alliance.
  • Establish and maintain relationships with leading AI, cloud, semiconductor and technology companies, as well as data-centre operators, energy companies and infrastructure providers.
  • Engage national governments, including ministries responsible for digital development, artificial intelligence, energy, environment, infrastructure, finance and investment.
  • Work closely with GGGI Partnerships and PPP Units, Country and Regional Offices to identify and pursue opportunities.
  • Convene governments, corporate leaders, investors and technical partners around Green AI policy, infrastructure and investment opportunities.
  • Build partnerships with universities, research institutions and technical organizations to strengthen GGGI’s knowledge base and technical offering.
  • Represent GGGI at high-level international events and communicate GGGI’s Green AI work to government, corporate and development-sector audiences.
DELIVERY
  • Develop and maintain GGGI’s Green AI strategy, implementation roadmap and pipeline of programs and projects.
  • Lead the design and operationalization of the Green AI Alliance, including partner engagement, institutional arrangements, funding strategy, membership model and initial work program.
  • Support governments in developing Green AI and sustainable data-centre policies, regulatory approaches and investment frameworks.
  • Support governments in incorporating AI infrastructure demand into wider energy, grid, water and infrastructure planning.
  • Advise on policy and investment approaches that improve the sustainability and resilience of AI infrastructure throughout the project lifecycle.
  • Apply and adapt emerging international frameworks and metrics for sustainable and resilient AI development and use in the context of GGGI Member and Partner countries.
REQUIREMENTS
QUALIFICATIONS
  • Advanced university degree, preferably at Master’s level or higher, in engineering, energy, economics, finance, public policy, environmental science, technology policy, infrastructure, computer science or another relevant discipline.
  • Preferably 10 years or more of relevant professional experience, with significant experience in digital and AI infrastructure and policy
  • Demonstrated experience developing and managing complex initiatives involving government and private-sector stakeholders
  • Demonstrated experience developing partnerships and mobilizing resources for new programs or initiatives.
  • Experience with multilateral organizations, development finance institutions or international partnerships is an advantage.
  • Excellent command of written and spoken English. Knowledge of another language relevant to GGGI operations is an advantage.
FUNCTIONAL
  • Strong understanding of the AI ecosystem and the infrastructure, energy, policy and investment implications of rapid AI growth.
  • Strong knowledge of sustainable infrastructure development, including data centers, renewable energy, grids, water and related enabling infrastructure.
  • Demonstrated ability to translate emerging technology and policy issues into practical country programs, partnerships and investable projects.
  • Good understanding of sustainable finance, project preparation and private capital mobilization, including blended finance and green finance instruments.
  • Strong stakeholder management, analytical and communication skills, with the ability to engage credibly with governments, technology companies, infrastructure developers and financial institutions.

WORKING CONDITIONS 

The Green AI Lead is an G10 grade level in GGGI's national salary scale, In addition, GGGI provides 15% of base salary towards retirement plan/long-term savings,  27 days of annual leave, flexible work arrangements and contribution towards private health insurance that covers dental and vision. The appointment is for 36 months, renewable subject to satisfactory performance and budget availability.
