Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.

In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.

We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.

Purpose

The Forensic Data Functional Support Officer provides advanced functional and technical support to forensic data systems, tools and related processes, with a primary focus on the Lebanon Missing File and the Responsible Handover of Missing Persons Data project.

Under the supervision of the Forensic Data Manager, the position translates agreed functional, data-management and operational requirements into practical technical solutions. It supports RESOLVE and other relevant data tools, develops advanced SQL queries, scripts, automations and bulk-processing solutions, contributes to data structuring and migration preparedness, supports the technical preparation, testing and implementation of agreed data-access and handover solutions, and provides technical support for BRS/DNA-related data integration.

The position requires strong SQL expertise and the ability to analyse complex relational data structures and develop advanced technical solutions across different applications, databases and tools, while preserving data integrity, traceability, confidentiality and quality.

Accountabilities & functional responsibilities

Forensic Data Systems and Advanced Functional Support

  • Provides advanced functional and technical support for RESOLVE, Microsoft Dynamics 365/Dataverse and other forensic data systems, troubleshooting application, database and data-processing issues.
  • Develops advanced SQL queries and scripts to investigate, extract, update, reconcile and manage complex relational data.

Responsible Handover, Data Structuring and Transfer Support

  • Provides technical support to the Responsible Handover of Missing Persons Data project, delivering agreed technical outputs in line with project priorities and timelines.
  • Analyses source and target data structures and supports data mapping, transformation, extraction, preparation, reconciliation and migration while preserving data integrity and traceability.

SQL Development, Automation, Bulk Processing and Data Quality

  • Develops advanced SQL scripts, automations and bulk-processing solutions across forensic data systems and datasets.
  • Designs and implements bulk imports, updates, transformations, corrections and automated or semi-automated data-processing workflows.
  • Develops technical controls for data quality, validation, reconciliation, logging and exception handling, and identifies technical bottlenecks and solutions.

Technical Documentation, Coordination and Knowledge Transfer

  • Produces and maintains technical documentation for scripts, automations, mappings, configurations and migration processes.
  • Ensures technical solutions are properly handed over to the ICRC with the documentation and information required for continued operation and maintenance.

Certifications / Education required

  • Bachelor’s degree in Computer Engineering, Software Engineering, Data Engineering, Computer Science, or another closely related technical discipline

Professional experience required

  • Minimum of 8 years of substantial hands-on professional coding experience as a core part of the role, including advanced scripting, automation, bulk data processing and work with complex relational data systems.

Aspired Trainings / Certifications

Relevant advanced database/SQL, data engineering, enterprise application support, Microsoft Dynamics 365/Dataverse, or related technical certifications are assets.

Other Requirements

  • Demonstrated day-to-day coding experience is essential. The position requires advanced practical SQL development and scripting expertise, together with strong experience supporting and troubleshooting complex relational data environments. General familiarity with SQL, occasional querying or reporting use, or academic knowledge alone is not sufficient.
  • Candidates must be able to independently translate complex operational requirements into reliable technical solutions, including SQL scripts, automations, bulk-processing routines, data-quality controls and troubleshooting solutions.
  • A high degree of accuracy, attention to detail and technical discipline is essential, together with a structured and organized working approach, clean and maintainable technical solutions, systematic testing and validation, clear documentation, traceability of changes, and careful follow-up through to completion.
  • Strong analytical problem-solving and root-cause investigation skills are required. Equivalent technical qualifications combined with extensive directly relevant professional experience may be considered, subject to PAC/job-grading requirements. French is an asset.
  • The role is primarily focused on back-end data processing, relational database support, scripting, automation, bulk operations and technical troubleshooting
  • A practical technical assessment covering advanced SQL coding, relational data logic, troubleshooting and automation will form part of the selection process.

What we offer

  • Salary Package: 3’018 – 4’408 USD/Month (As per ICRC salary scale, salary setting processes will determine fair setting in coherence with the qualifications of the applicant and the requirements of the job).
  • Transportation Allowance: 15.8$ per day.
  • 13th Month of salary paid in December, pro rata basis in accordance with the period worked.
  • Salary Review/Increase: annually
  • Annual Leave: 20 calendar working days of paid leave per year, pro rata basis in accordance with the period worked.
  • Health Insurance: Full insurance coverage (no co-NSSF) - 90% of premium fees under the class B covered by the ICRC; option for class upgrade is available with extra charges. Coverings include: In-Patient: including pre-existing cases / Out-Patients: Doctor Visits, Medicines, Laboratory tests, Therapeutical services (Physiotherapy, Psychotherapy sessions)
  • International Retirement Saving Plan (IRSP): a contribution valued at 11.5% of your monthly salary, these savings are paid by the end of service as a lump sum.
