Tiered Approach
In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:
- Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.
- Tier 1: Other UNDP/UNCDF/UNV staff holding permanent (PA) and fixed-term (FTA) appointments
- Tier 2: UNDP/UNCDF/UNV staff holding temporary appointments (TA), personnel on regular PSA contracts, and Expert and Specialist UN Volunteers
- Tier 3 or no tier indicated: All other contract types from UNDP/UNCDF/UNV and other agencies, and other external candidates

Background
Joint initiative has been established by the organizations of the United Nations system to achieve economies of scale by improving cost-effectiveness in the provision of services which are for the mutual benefit of two or more UN Offices, Programmes and Funds, and Specialized Agencies.
The Common Building Services in respect of the Common Premises are as follows:
- Maintenance and repair;
- Safety and Security equipment i.e. fencing, access control elements, CCTV system, early fire detection and warning system, security lightening, public announcement system;
- Security Personnel
- Telecommunications (PABX lines);
- Receptionist/telephone operator;
- Cleaning;
- Landscaping;
- Electricity;
- Gas;
- Water;
- Heating, ventilation, and air conditioning (HVAC);
- Waste removal.
Duties and Responsibilities

Clean Restrooms
- Perform daily cleaning and disinfection of restrooms, including sinks, countertops, toilets, urinals, mirrors, walls, fixtures, and floors.
- Replenish bathroom supplies, including soap, toilet paper, paper towels, and other consumables.
- Polish and maintain metal fixtures and fittings to ensure a clean and presentable appearance.
- Promptly report any maintenance issues, leaks, or damage to the Maintenance Technicians.

Clean Kitchen Areas
- Perform daily cleaning and disinfection of sinks, countertops, tables, appliances, and floors.
- Replenish kitchen supplies, including liquid soap, dishwashing liquid, sponges, and paper towels.
- Clean and sanitize refrigerators, microwaves, and other shared kitchen equipment on a regular basis, and at least once per month for refrigerators.
- Empty waste and recycling bins daily and transport waste to designated disposal areas.

Clean Office Areas
- Carry out daily cleaning of offices in accordance with the established cleaning schedule.
- Dust and clean desks, furniture, shelves, windowsills, office equipment, and other accessible surfaces.
- Vacuum, sweep, and mop floors as required.
- Empty wastebaskets daily.
- Maintain cleanliness and orderly appearance of office premises.

Clean Common Areas (Hallways, Corridors, Staircases, and Other Shared Spaces)
- Perform daily cleaning of common areas, including sweeping, mopping, vacuuming, and dusting.
- Clean and disinfect frequently touched surfaces, such as door handles, handrails, switches, and front entrance doors.
- Ensure that entrances, corridors, and shared spaces remain clean, safe, and presentable throughout the day.

Cleaning Supplies and Equipment
- Maintain an inventory of cleaning materials, consumables, and equipment.
- Monitor stock levels and inform the UN Common Services Officer in a timely manner of any replenishment needs.
- Ensure the proper use, storage, and handling of cleaning products and equipment in accordance with health and safety requirements.

Support Health, Safety, and Security in the building
- Follow applicable occupational health, safety, and security procedures while performing cleaning duties.
- Use cleaning chemicals and equipment safely and in accordance with manufacturers’ instructions.
- Immediately report any safety hazards, accidents, damages, or unusual observations within the premises.

Other Duties
- Provide support in preparing meeting rooms and common areas, as required.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
- Secondary school education
Experience:
- At least 1 year of experience in providing cleaning services in an office, commercial, institutional, or similar environment.
- Experience using basic computer systems.
- Experience using cleaning equipment and materials safely and effectively.
- Experience in basic occupational health and safety practices related to cleaning activities.
- Previous experience working with an international organisation, diplomatic mission, UN agency, or similar environment.
- Experience maintaining cleaning standards in office premises with multiple occupants and visitors.
Knowledge of languages:
- Fluency in Russian and Turkmen is required.
- Basic communication skills in English are desirable.
