Background and Objectives of EFASS
The Education for All in South Sudan, EFASS, project aims to improve access to quality, responsive education for vulnerable children and strengthen the systems required to sustain equitable education service delivery. As part of this effort, EFASS will rely on strong field-based monitoring, data verification, accountability, and learning systems to ensure quality implementation and timely decision-making across all intervention areas.
The Roving RMEAL Officers will support field-level implementation of research, monitoring, evaluation, accountability, and learning activities across the 12 EFASS counties where consortium partners are implementing. The role will work closely with the RMEAL Lead, implementing partners, and technical teams to ensure high-quality routine monitoring, data verification, field reporting, accountability follow-up, and learning from implementation.
Scope of Work
The Roving RMEAL Officer will provide mobile, field-based support for EFASS monitoring, evaluation, accountability, and learning activities across the 12 target counties. The post holder will travel regularly to partner implementation areas to verify reported results, monitor activity quality, support field teams and partners on MEAL tools and reporting requirements, and strengthen data quality and accountability systems at county level.
The role will focus on practical field follow-up, including monitoring visits to schools and communities, verification of activity records and partner reports, support to digital and paper-based data collection, follow-up on feedback and complaints mechanisms, and direct engagement with implementing partners and local stakeholders. The Roving RMEAL Officer will help ensure that data and field evidence from across EFASS locations are accurate, timely, well-documented, and useful for programme management and adaptive decision-making.
Key Responsibilities
1. Field Monitoring and Verification
- Conduct regular field visits to the 12 EFASS counties to monitor partner implementation, verify reported activities, and assess the quality of programme delivery at school and community level.
- Carry out routine spot checks, site visits, record reviews, and observation of project activities implemented by EFASS partners across target counties.
- Verify outputs and supporting documentation against partner reports, attendance sheets, distribution lists, school records, and other field-level evidence.
- Provide practical follow-up and immediate feedback to partners and field teams on monitoring findings, gaps, and corrective actions.
2. Data Collection and Data Quality Support
- Support field-level collection of routine monitoring data using approved MEAL tools and digital platforms.
- Check data for completeness, accuracy, consistency, timeliness, and proper disaggregation before submission to central teams.
- Work closely with implementing partners to improve the quality of source documents, reporting templates, and routine data entry.
- Identify data quality issues during county visits and support timely correction, clarification, and follow-up with partners and field teams.
3. Partner Support and Field Coaching
- Provide hands-on support to consortium partners and field staff on indicator understanding, monitoring tools, documentation requirements, and reporting standards.
- Coach partner staff during field visits on proper use of registers, activity records, attendance forms, verification sheets, and digital data collection tools.
- Support partners to strengthen routine monitoring practices and ensure compliance with EFASS reporting requirements.
- Act as a mobile RMEAL focal point across counties, providing practical troubleshooting and follow-up support where monitoring gaps are identified.
4. Accountability and Community Feedback
- Support implementation and monitoring of accountability and feedback mechanisms at field level, including community awareness on available feedback channels.
- Collect, document, and follow up on beneficiary feedback, complaints, and concerns raised during field visits in coordination with programme and safeguarding teams.
- Check whether communities, schools, and project participants understand the purpose of activities, eligibility criteria, and available complaints pathways.
- Support tracking of response actions and documentation of field-level accountability follow-up.
5. Assessments, Studies, and Learning Support
- Support field preparation and coordination for assessments, surveys, learning reviews, and special studies under EFASS.
- Assist with field logistics, supervision, and quality follow-up for external data collectors or enumerators working in EFASS counties.
- Document field observations, implementation challenges, emerging lessons, and examples of good practice to inform programme adaptation and learning.
- Contribute to learning reviews and internal reflection processes by bringing practical evidence and findings from field implementation sites.
6. Reporting and Documentation
- Prepare concise field visit reports, verification summaries, monitoring notes, and action trackers after county visits.
- Maintain organized records of verification findings, monitoring checklists, accountability follow-up, partner support actions, and other relevant documentation.
- Support compilation of county-level monitoring information for routine project reporting, learning updates, and management review.
- Flag major implementation, reporting, safeguarding, or accountability concerns to the RMEAL Lead in a timely manner.
7. Coordination
- Coordinate closely with the RMEAL Lead, technical teams, implementing partners, and field teams to plan and carry out monitoring and verification visits across EFASS counties.
- Work closely with schools, communities, County Education Offices, and relevant local stakeholders to support monitoring, verification, and accountability processes.
- Participate in internal planning, review, and coordination meetings related to monitoring, field verification, reporting, and learning.
- Represent the RMEAL function in field-level engagements as assigned.
8. Compliance, Safeguarding, and Professional Standards
- Ensure that all field monitoring and data collection activities are conducted in line with IRC policies, donor requirements, and approved EFASS tools and procedures.
- Promote ethical data collection, confidentiality, informed consent, safeguarding, and appropriate data protection practices during field visits and partner engagement.
- Identify and communicate data quality, implementation, accountability, or safeguarding risks in a timely manner.
- Uphold IRC’s safeguarding, code of conduct, and professional standards in all aspects of the role.
Confidentiality: Ensuring the non-disclosure of any information whatsoever relating to the practices and business of IRC acquired in the course of duty, to any other person or organization without authority, except in the normal execution of duty.

Education
- Bachelor’s degree in Monitoring and Evaluation, Statistics, Social Sciences, Education, Development Studies, Information Management, or a related field required.
- A postgraduate qualification in a relevant field is an added advantage.
Work Experience
- Minimum of 3 to 5 years of relevant professional experience in monitoring, evaluation, accountability, learning, research, or field data collection roles.
- Strong experience in field monitoring, verification, reporting, and partner support in humanitarian or development programmes required.
- Experience working with implementing partners across multiple locations is strongly preferred.
- ·Experience in fragile, conflict-affected, or low-capacity settings required, preferably in South Sudan or similar contexts.
- Experience supporting donor-funded programmes and multi-county implementation is an advantage.
Technical Skills and Competencies
- Strong understanding of field monitoring, indicator tracking, data quality assurance, verification processes, and documentation standards.
- Experience using digital data collection tools such as Kobo, CommCare, ODK, or similar platforms.
- Good skills in Excel and familiarity with routine data management and reporting tools.
- Strong ability to review field evidence, identify reporting gaps, and support corrective action with partners.
- Strong facilitation, coaching, and interpersonal skills, with ability to work effectively with partners and local stakeholders.
- Strong attention to detail, problem-solving ability, and willingness to travel extensively to remote implementation areas.
- Knowledge of accountability mechanisms, safeguarding-sensitive monitoring, and community feedback systems is an advantage.
Language Skills
- Fluency in spoken and written English is required.
