Background and Objectives of EFASS
The Education for All in South Sudan, EFASS, project aims to improve access to quality, responsive education for vulnerable children and strengthen the systems required to sustain equitable education service delivery. As part of this effort, IRC will directly implement education activities in Aweil East and Aweil South while also supporting wider system strengthening, coordination, and learning across target locations.
The Education Manager, Relocatable will lead IRC’s direct implementation of education activities in Aweil East and Aweil South, with flexibility to be deployed based on programme priorities and operational needs. The role will provide overall technical, operational, and management oversight for field implementation, ensuring that education interventions are delivered with quality, timeliness, accountability, and strong coordination with local authorities, schools, and communities.
Scope of Work
The Education Manager, Relocatable will lead IRC’s direct implementation of education activities in Aweil East and Aweil South under EFASS, with flexibility to be deployed based on programme priorities and operational needs. The role will provide overall leadership, management, technical oversight, and coordination for direct implementation of activities related to community-based enrolment and retention, foundational learning recovery, teacher support, school-level quality improvement, and protection-sensitive education programming.
The post holder will oversee implementation of key field activities including community mapping and outreach for out-of-school children, back-to-school campaigns, transition support, roll-out of TaRL, remedial and catch-up learning, teacher and facilitator support, classroom observation, learning space improvement, school-level safeguarding and referral pathways, and coordination with County Education Offices, schools, PTAs/SMCs, and communities. The role will also ensure strong field-level planning, supervision, monitoring, reporting, and adaptive management across direct implementation sites.
Key Responsibilities
1. Programme Management and Direct Implementation Oversight
- Lead IRC’s direct implementation of education activities in Aweil East and Aweil South, ensuring timely, quality, and accountable delivery of EFASS interventions.
- Oversee field implementation of activities related to community mapping, household outreach, enrolment and re-enrolment campaigns, transition support, attendance and retention follow-up, and learner progression support.
- Lead implementation planning and follow-up for TaRL, remedial learning, catch-up classes, and other agreed foundational learning interventions in assigned counties and target schools.
- Oversee school- and community-level implementation of activities supporting learning recovery, inclusion, retention, and education continuity.
2. Technical Leadership and Quality Assurance
- Provide technical oversight for teacher and facilitator support, including training follow-up, classroom observation, mentoring, and coaching, and use of standardized classroom observation tools.
- Ensure quality implementation of learner assessment, placement, progression, and transition support activities in line with project guidance.
- Support the roll-out and quality assurance of teacher guides, lesson plans, worksheets, learner materials, and other teaching and learning materials.
- Guide field teams in implementation of rapid feedback loops and use of field evidence to improve programme delivery.
3. Community Engagement and Retention Support
- Oversee implementation of community mobilization, back-to-school campaigns, learner enrolment, re-enrolment, and retention support activities.
- Support the establishment and follow-up of enrolment and retention champions, including community-based mechanisms for early warning and dropout prevention.
- Ensure field teams engage effectively with caregivers, PTAs/SMCs, school leaders, and communities to support attendance, transition, inclusion, and learner retention.
- Support implementation of radio listening groups and community engagement around radio-supported education activities where relevant.
4. School Support, Protection, and Inclusion
- Oversee integration of safeguarding, child protection, referral pathways, disability inclusion, gender-responsive approaches, and psychosocial support considerations into field implementation.
- Support school-level activities related to teacher training on gender, disability, safeguarding, PSS, and GBV, and PTA/SMC engagement on child protection and learner wellbeing.
- Ensure education implementation is responsive to the needs of girls, children with disabilities, over-age learners, and other marginalized children.
5. Team Management and Supervision
- Supervise and support education staff in Aweil East and Aweil South, including work planning, field deployment, coaching, and performance follow-up.
- Ensure effective coordination and division of responsibilities among field staff supporting direct implementation.
- Provide regular field-based mentoring and problem-solving support to strengthen implementation quality and consistency.
6. Coordination, Monitoring, and Reporting
- Coordinate with County Education Offices, schools, PTAs/SMCs, communities, and other local stakeholders to ensure effective implementation and local ownership.
- Work closely with RMEAL teams to support routine field monitoring visits, learner assessment follow-up, documentation of lessons learned, and review meetings.
- Ensure field teams maintain complete records of implementation, including attendance, activity reports, teacher monitoring records, learner progression information, and case documentation.
- Contribute to internal and donor reporting by consolidating implementation updates, challenges, lessons learned, and recommended adaptations.

Job Requirements
Education
- Bachelor’s degree in education, Education Planning, Social Sciences, Development Studies, or a related field required.
- Master’s degree in a relevant field is an added advantage
Work Experience
- Minimum of 5 years of relevant professional experience in education programming, including direct implementation and team supervision.
- Experience in fragile, conflict-affected, or low-capacity settings required, preferably in South Sudan or similar contexts.
- Experience managing field teams and overseeing education implementation across multiple locations is strongly preferred.
- Experience working with local authorities, schools, and community structures is highly desirable.
Technical Skills and Competencies

- Strong understanding of education programming in humanitarian and development contexts.
