Role Purpose
The Intergovernmental Affairs Senior Analyst conducts substantive analysis, judges the validity of conclusions, and synthesizes proposals to support UNOPS’ engagement with the Executive Board, UN Member States, and the broader UN system. The role involves managing documentation, supporting intergovernmental affairs, and contributing to knowledge management to enhance UNOPS’ visibility and strategic positioning.
Functions / Key Results Expected
Preparation of Executive Board’s sessions
- Support the preparations of Executive Board’s formal and informal meetings, both virtual and in person, including related logistical requirements.
- Prepare Chair’s notes and other procedural documentation, in line with Board’s working methods and rules of procedure.
- Draft and edit internal communications, as required.
- Maintain, update, and track a centralized repository of Executive Board decisions and flags on pending actions in relation to Board’s decisions.
- Develop a well-maintained tracking system on Member States positions concerning Board related matters.
- Facilitate preparations for Joint Boards activities, including the joint field visit, the Joint Meeting of the Boards, Secretariat and Presidents meetings, including drafting meetings agendas, summaries, procedural, logistical and administrative documentation and procedures.
Documentation functions
- Facilitate the preparation, review, formatting, and submission of official UNOPS Executive Board documentation, including reports, information notes, decisions, and other session-related materials.
- Liaise with the relevant focal points, collect and consolidate the required documentation.
- Track deadlines and document submission schedules in line with UN and inter-agency standards.
- Ensure the timely publication of Board related documents on the UNOPS website.
- Assist in the production of notes and summaries, draft decisions, and other reporting on Board sessions.
- Provide administrative and coordination support for document processing, database management, and liaison with the UN Department for General Assembly and Conference Management (DGACM/GDoc).
Engagement in intergovernmental fora
- Monitor major UN events, conferences, and forums and maintain the NYBER calendar of relevant events, with focus on ECOSOC and the General Assembly.
- Prepare briefing notes, background materials, talking points, CVs, and other materials to support senior management engagement with Member States and other stakeholders, and their participation in UN intergovernmental fora.
- Provide support for the organization of thematic briefings to Member States on specific topics, as required.
- Provide protocol and coordination support for UNOPS events at the United Nations, including official luncheons, receptions, bilateral meetings, and other engagements with representatives of Member States, in liaison with diplomatic missions accredited in New York.
- Provide analytical and coordination support for events, dialogues, and other platforms that advance UNOPS priorities and engagement in line with the UNOPS Strategic Plan and broader organizational mandate.
Knowledge management and institutional learning
- Develop and maintain relevant content on the Executive Board and intergovernmental fora for the UNOPS intranet and external website, ensuring that information remains accurate, relevant, accessible, and well structured.
- Provide feedback on existing systems, tools, resources, and processes to ensure their continued relevance and effectiveness.
- Support the development and updating of standard operating procedures, guidance materials, templates, and other knowledge products, as required.
Team building and collaboration
- Contribute to a collaborative, inclusive, and supportive team environment by fostering open communication, knowledge-sharing, and constructive working relationships.
- Support team cohesion by facilitating the exchange of information, experiences, and lessons learned, and by contributing to joint initiatives and activities.
Impact of the role:
The effective performance of the Intergovernmental Affairs Senior Analyst, NYBER, contributes to strengthening the visibility, credibility, and institutional positioning of UNOPS within the UN system. Required
- A Master’s degree in international affairs, law, political science, communication, economics, business administration or related fields, OR
- Bachelor’s +2 additional years of experience.
Experience Requirements
Required
Minimum of 3 years of relevant work experience, particularly in intergovernmental affairs; governance and oversight supporting roles, including in relation to Executive Boards; engagement in events/initiatives, communication, documentation, and/or coordination roles.
Desired
