Project Context and Scope

The Country Office (CO) of the IOM Philippines Mission is currently experiencing a surge in operational demands due to the ongoing typhoon season. This period typically requires heightened emergency response efforts, which place significant pressure on the Supply Chain Unit (SCU). As staff are increasingly engaged in urgent field operations and emergency procurement, additional support is required to ensure continuity of routine supply chain and administrative functions. This temporary support aims to maintain operational efficiency, uphold compliance standards, and prevent disruptions in office-based logistics and procurement activities.

Responsibilities

Tasks to be performed under this contract
  1. Chain Unit (SCU) in Manila in developing, implementing, and maintaining a
    comprehensive stock record system for office stationery and supplies at the Country Office.
  2. Provide procurement support for the acquisition of low- to medium-value, non-complex items,
    ensuring compliance with organizational procedures.
  3. Facilitate the onboarding process of vendors into the new WAVE (Oracle) platform, ensuring accurate
    and timely registration.
  4. Monitor and manage inventory levels of office stationery and supplies, ensuring timely replenishment
    to avoid stockouts at the Manila Country Office.
  5. Track issued Purchase Orders (POs), process vendor invoices, prepare payment requests, and
    coordinate with the Finance Unit to ensure timely payments to suppliers and service providers.
  6. Maintain organized physical and electronic records of all procurement documentation in accordance
    with IOM policies and procedures; retrieve relevant data and support the preparation of periodic
    procurement reports.
  7. Develop and maintain a facilities management tracker to record service requests and completed work,
    providing data for forecasting and planning for FY 2026.
  8. Support the logistical and administrative arrangements for meetings, workshops, and training sessions.
  9. Perform other duties as may be assigned.
Performance indicators for the evaluation of results
•  Stock record system for office supplies developed and operational by 31st December 2025
• Facilities maintenance tracker developed and operational by 15th December 2025
• 100% of all vendors in IOM database, have been onboarded into WAVE by 30th November 2025
• Stock levels reviewed and reporting done on monthly basis starting January 2026
• Timely request for replenishment when stock level is at 20% low- No stockouts recorded for FY2026

Qualifications

Required Qualifications and Experience

Education

  • University degree in Business Administration, Accounting, Logistics, Supply Chain Management or a related field from an accredited academic institution with two years of relevant professional experience; Certification in Procurement, Logistics or Supply Chain Management is an advantage.
  •  

Experience/Skills

  • Experience in procurement and logistics and working with vendors and service providers, asset management process, working with IOM/UN Procurement and Logistics Rules and Procedures and in an international organization an advantage.

Languages

For this consultancy, English is required.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
