This position is located in the Office of the United Nations High Commissioner for Human Rights (OHCHR), Regional Office for Central Asia (ROCA), in Bishkek, Kyrgyzstan. The Regional Office covers Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan and works with State institutions, national human rights institutions, civil society and United Nations Country Teams to advance the implementation of international human rights norms and standards and the recommendations of the international human rights mechanisms in the region. The Programme Management Officer reports to the Regional Representative and works under the day-to-day supervision of the Deputy Regional Representative. The incumbent contributes to the implementation of an EU-funded project aimed at strengthening the Ombudsperson Institute and the National Preventive Mechanism in Kyrgyzstan.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties: • Participates in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions; plans and coordinates activities related to the implementation of the EU-funded project on strengthening the Ombudsperson Institute and other stakeholders such as the judiciary and legislative within the broader framework of OHCHR's country mandate. • Defines project workplans and implementation schedules, in accordance with established terms of reference. • Researches, analyzes and presents information gathered from diverse sources; conducts substantive research and analysis of human rights issues/events, including analysis related to the Ombudsperson and torture prevention framework, and assesses their impact on the human rights situation in the assigned region or country. • Collects and analyzes human rights data and indicators in the country/region of assignment, including gender-specific data and indicators as well as project monitoring indicators and results framework data. • Provides substantive support to national human rights institutions, the Ombudsperson Institute with NPM mandate, and other relevant stakeholders; ensures human rights issues, including their gender equality dimensions and considerations, are integrated into political, humanitarian and economic efforts and programmes. • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications; drafts a wide range of documents and communications, including analytical and procedural reports, background and briefing notes, talking points, meeting checklists and notes, concept notes, correspondence, as well as donor reports, monitoring reports and results-based reports to policy-making bodies. • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities; • plans, coordinates and organizes programmatic activities in the assigned area of work (e.g., internal and inter-agency coordination mechanisms; dialogue, trainings and other capacity building activities for stakeholders; workshops, conferences and seminars). • Supports and directs capacity-building efforts for government institutions, law enforcement, NHRIs and other national stakeholders on international human rights standards, in line with project outcomes. • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries; participates in monitoring missions, field visits and follow-up of project activities. • Represents the UN human rights programme at working-level meetings. • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Supervises daily team activities by organizing work assignments, providing technical guidance to junior staff, monitoring progress against tasks, and ensuring all team outputs are delivered on time. • Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five (5) years of progressively responsible experience in project or programme management, administration or related area is required. A minimum of two (2) years of experience working directly with National Human Rights Institutions (NHRIs) such as Ombudsperson office is required. Experience providing technical assistance, operational support or capacity development, is required. Experience in project design, implementation, budget management, and monitoring and evaluation, is required. Experience in the integration of Gender Equality and Women’s Empowerment (GEWE) and the rights of persons with disabilities into human rights programming and policy advocacy is desirable. Experience in human rights capacity-building activities is desirable. Experience in results-based human rights programming and monitoring and evaluation of human rights technical cooperation is desirable.
