Purpose of Job
The Director, SI PI is responsible for leading a team of bankers, engineers, project managers and technical cooperation (TC) grant managers that enables and amplifies the work of the Bank in the Sustainable Infrastructure sector. The SI PI team delivers three key functions in the sustainable infrastructure sector: (1) managing the Bank’s portfolio of debt investments The Director strives to achieve this by overall oversight of day-to-day portfolio management activities acting as the first line of defence, (2) sourcing, managing and reporting on the use of donor funds for the Bank’s activities, in close cooperation with the Bank’s Donor Partnerships team, and (3) providing technical and engineering advice and support in the design and implementation of the Bank’s activities. The remit of the SI PI team’s work includes the power, energy, transport, social infrastructure and municipal sectors.
Accountabilities & Responsibilities
Process and Business Delivery
- Accountable for the team’s delivery and fulfilment of quantitative and qualitative objectives of the annual scorecard, these objectives support the annual objectives for the Business Group and the annual business plan of the Bank.
- Provide strategic direction of activities across all three units of SI PI (Portfolio, Project Preparation and Implementation and TC Grants) to support SIG’s strategic objectives. This requires close cooperation with the rest of the SIG senior leadership team and MD CSG COO as well as frequent interaction with Managing Directors and Directors across ROs, Risk Management, Corporate Recovery, ESD, OCCO, PPAD, Impact and Partnerships and VP3 generally.
- Accountable for the delivery of high quality technical and engineering input into both investment and policy dialogue in the sustainable infrastructure sector, including delivery of upstream feasibility studies, support for reform efforts, TC activities, delivering technical due diligence for all investments, both directly and through the supervision of external consultants, supporting procurement and contracting for public sector projects and monitoring and troubleshooting the implementation of projects. Ensure close coordination with bankers and with technical experts covering the same areas in the Policy Strategy and Delivery and Climate Strategy and Delivery teams, including in relation to the Bank’s Green Cities programme.
- Accountable for the sourcing, management and reporting on donor funds to support investment and policy dialogue in the sustainable infrastructure sector. Actively contribute to building the Bank’s credibility and profile with donors and participate in relationship management accordingly. Ensure close cooperation with the Donor Partnerships team.
- Overall responsibility for monitoring and protecting the reputation, credit quality and impact of the Bank’s sustainable infrastructure loan portfolio. Accountable for the management of the performing loan portfolio, ensuring required processes are in place and being followed to ensure adequate monitoring, so that early signs of borrower issues are captured and actioned on in a timely manner. Oversight and guidance on all potential and active restructuring cases that have not been downgraded below CR2, or those put on the watch-list, and have not been transferred to Risk Management, ensuring application of early and pro-active portfolio management.
- Providing general support to SIG and Bank management on sectoral issues and data management for the group as a whole Management
- Responsible for supervision the team’s budget and other non-staff resources in coordination with relevant departments to ensure an efficient and optimum utilisation of resources in compliance with the rules and procedures of the Bank, such as corporate procurement, budget processes, travel and expenses policy, the Staff Handbook.
- Accountable for the engagement and effective overall management of the team including recruitment, compensation, performance management, coaching and development. Where matrix reporting is in place, work jointly with the relevant counterpart when setting objectives and completing performance appraisals for relevant staff.
- Champion and role model the Bank’s Behavioural Competencies and Corporate Behaviours, ensuring adherence within the team(s) to the highest standards of integrity and ethical conduct at all times.
- Play a key role as part of the SIG senior leadership group, working with the SIG MD and other directors to deliver in a collective manner the group’s objectives, and contributing to a cross-group team ethos.
Qualifications & Skills / Experience & Knowledge
- Relevant university degree, or equivalent professional experience.
- Deep sector-knowledge of sustainable infrastructure sector developed over significant years within the industry.
- Understanding of and significant experience in the origination, structuring and implementation of various debt instruments (project finance, corporate lending, capital market transactions, SMEs, sovereign sector lending), with demonstrable skills, knowledge and experiences in lending/investments and/or risk management, including but not limited to: financial, accounting and credit analysis and its application to transaction structuring and execution. Experience of dealing with distressed projects.
- Understanding and significant experience of the Bank’s reform and impact agenda, including familiarity with the use of TC and designing and delivering regulatory reform activities.
- Familiarity with a wide range of the Bank’s policies and procedures across environmental and social, procurement, integrity and others.
- Strong relationship skills and demonstrated ability to build consensus and work with a wide range of counterparts in both the private and public sectors, ranging from clients to donors.
- A mix of public sector, consulting, and/or private sector experience working for a financial institution, infrastructure operator or construction company.
- Demonstrated ability to motivate team performance through a people centred approach to management. Coaching, mentoring and leadership skills.
- Strong written and oral communication skills.
