About the Region
The UNOPS Africa Regional Office, based in Nairobi, Kenya, oversees the delivery of over 250 projects across 40 countries, with a focus on fragile and conflict-affected settings. Supported by more than 1,000 personnel across five multi-country offices—spanning North, West, Central, Eastern and Southern Africa, and the Horn of Africa—the office advances national priorities through strategic initiatives in Climate Action, Health, Infrastructure, Peace and Security, Middle-Income Country Support, and Small Island Developing States (SIDS). About the Country/Multi-Country Office
Based in Tunis, the North Africa Multi-Country Office (NAMCO) oversees operations in Algeria, Egypt, Libya, and Morocco, delivering project management, financial services, infrastructure, procurement, and human resources support. With active project offices in Morocco and Libya, NAMCO works in close partnership with governments, NGOs, and international financial institutions to advance socio-economic development across the region. NAMCO’s portfolio spans health, justice, climate action, and environmental preservation, while promoting youth and women's empowerment through improved access to education and employment opportunities. Key initiatives include: supplying digital learning materials for Tunisian schools (World Bank), supporting Tunisia’s national development plan (AICS), enhancing maritime border management (EU), delivering high-tech health equipment to 75 hospitals (World Bank), supporting resilient agriculture in Libya (IFAD), and advancing vocational training in Morocco (KOICA). NAMCO’s work contributes directly to inclusive growth and progress toward the Sustainable Development Goals (SDGs).
About the Project Office
Since December 2022, UNOPS has partnered with the Government of Madagascar to advance sustainable development, reaching over six million people through initiatives in health, energy, agriculture, and infrastructure. By fostering strong collaboration with national institutions and development partners, UNOPS supports resilience, essential service delivery, and local economic growth. In health, World Bank-funded projects such as MIAROVA, PPSB, and PARNII strengthen vaccine cold chains and provide biomedical equipment to hospitals. In energy and connectivity, projects like PROGIDY, MIONJO, LEAD, and DECIM improve public service delivery and expand access to solar energy. Agricultural and environmental sustainability are promoted through AD2M and DEFIS, funded by IFAD and the OPEC Fund, which support irrigation, rural roads, and environmental protection. The CASEF project enhances national resilience by rehabilitating key runways. These efforts reflect UNOPS's commitment to supporting Madagascar’s development priorities and improving the quality of life for its people.

Functions / Key Results Expected
Sous la supervision directe du Logistic Officer, le/la magasinier.e aura à exercer les tâches suivantes :
S’assurer que le matériel et les équipements UNOPS/MAD sont enregistrés à temps, à l’aide du Rapport de Réception et d’Inspection.
Assurer le suivi du matériel et des équipements UNOPS/MAD depuis leur réception ;
Effectuer l’étiquetage de tout le matériel UNOPS/MAD dès réception avant l’attribution au personnel ou aux partenaires ou ceux achetés par ces derniers, conformément aux procédures en vigueur ;
Assurer la mise à jour de la base des données en effectuant leur analyse et générant des rapports périodiques d’inventaire dans le système d’inventaire en fonction des besoins et des exigences du Programme ;
Assurer le suivi des mouvements du matériel et des équipements entre les différents bureaux d’UNOPS/MAD ou avec les partenaires ;
Procéder à l’attribution du matériel au personnel et aux partenaires suivant les besoins exprimés, conformément aux procédures d’UNOPS/MAD et s’assurer que les avis de réception sont signés au moment de l’attribution ;
Procéder périodiquement aux opérations d’inventaire de tout le matériel ;
Assister le staff en cas de perte, dommage ou vol des biens d’UNOPS/MAD et s’assurer que les rapports de déclaration d’incident sont soumis à temps ;
S’assurer que le matériel et les équipements UNOPS/MAD utilisés par les partenaires sont retournés en bon état à la fin du projet. En cas de panne ou perte, établir un plan de remplacement ou de réparation avec les partenaires.
Organiser et mettre en place un système de classement des dossiers liés à la gestion du matériel ;
Effectuer toutes les transactions en rapport avec les entrepôts/magasins, conformément aux procédures internes d’UNOPS/MAD;
Effectuer la réception et l’inspection des biens, vérifier l’exactitude des informations sur le bon de commande d’UNOPS (Purchase Order) et la facture, puis établir le « Rapport de Réception et d’Inspection» en vue de leur enregistrement dans le système d’inventaire ;
Effectuer la sortie du matériel et des équipements/fournitures de bureau et pièces de rechange conformément aux procédures mises en place, et enregistrer tous les mouvements à temps dans le système d’inventaire ;
Assurer l’enregistrement des entrées et sortie des équipements et les documents associés sur la plateforme géospatiale
Tenir une comptabilité-matières des biens entreposés, à l’aide d’un tableur, ou à l’aide d’un système de gestion plus développé;
Organiser correctement le stockage du matériel et des équipements/fournitures de bureau et pièces de rechange suivant les normes de sécurité ;
Effectuer régulièrement l’inventaire des biens contenus dans les entrepôts/magasins et produire leur liste exacte et mise à jour ;
Évaluer l'espace de stockage disponible et aviser le Logistics Officer sur les besoins d’espace supplémentaire.
Effectuer correctement la distribution des équipements et articles en stock selon un plan de distribution préalablement partagé. Enregistrer dans les délais requis, les informations dans le système informatisé de gestion de stock ;
Organiser et mettre en place un système de classement des informations liées à la gestion de stock.

Obligatoire :
Un diplôme d’études secondaires est requis.
Souhaitée :
- Undiplôme universitaire en gestion, administration, technique, logistique ou dans un autre domaine est un atout et peut remplacer tout ou partie des années d'expérience demandées
Experience Requirements
Obligatoire :
Au moins 4 années d'expérience pertinente dans la gestion des actifs immobilisés, gestion des entrepôts, logistique ou autres champs y relatifs avec un diplôme d’études secondaires;
Expérience en utilisation des gerbeurs / chariots élévateurs est exigée
Connaissance en informatique des logiciels MS Windows (Word, Excel, Powerpoint) est exigée
