This position is located in the Service Delivery Management Pillar of the United Nations Interim Force in Lebanon (UNIFIL), Naqoura. The Chief Medical Officer reports directly to the Chief Service Delivery Management. The Chief Medical Officer provides leadership and supervision of functions of the Medical Services Section (MSS) to ensure provision of efficient and effective medical support to all Mission components in the area of operations. The incumbent provides Mission Personnel with theoretical and practical input on Medical First responder and Emergency Trauma Bag Training as well as Mass Casualty Incident Training. The incumbent also plans and implements HIV/AIDS awareness programme for the national and international staff.

Responsibilities

Within delegated authority, the Chief Medical Officer (CMO) will be responsible for the following duties: • Plans, organizes, manages, supervises and coordinates Medical Services Section (MSS) in the Mission by undertaking day-to-day clinical duties (e.g. walk-in clinic, responses to emergencies, pre-placement; periodic medical examinations, immunizations, reference of Personnel to outside specialists as necessary; follow-up with outside specialists, etc.); • Prepares budgets and controls finances, ensuring optimum and rational use of resources; • Develops the Medical Section’s work plans, monitors their implementation and evaluates the performance of staff; • Reviews job openings, interviews and evaluates candidates for job openings. • Procures, manages and administers contracts related to medical support, pharmaceuticals, medical equipment, consumables and medical supplies and medical services; and ensures availability of supplies and proper functioning of medical equipment. • Follows the UN established policies and procedures regarding medical pre-clearances and clearances, sick leave and medical evacuations; • Ensures the implementation of directives from UNHQ through leadership and explanation of UN technical guidelines and requirements to all Military medical staff of the TCCs; • Manages the interface between the medical staff and staff counsellors, senior management of the Mission, all specialized agencies, military physicians, physicians and representatives of laboratories, pharmaceutical companies, medical associations and societies as well as host-country health authorities; • Establishes and implements appropriate training programmes in order to maintain and develop the medical capabilities within the Section (e.g. health education & health promotion programmes, HIV/AIDS prevention, first aid and CPR); • Ensures the implementation of adequate Infection Control measures in the clinic; • Organizes and participates in addressing work environment and occupational health issues to ensure a conducive and secure working environment for staff. • Liaises with medical units in the Mission and host-nation facilities. • Acts as Advisor for the Mission on medical matters. • Performs other related duties as required.

Education

Doctorate in Medicine (MD) or equivalent in medicine is required. Currently registered to practice medicine in own country or another UN member state is required. Residency in one of the medical specialties is required. Qualifying experience may be accepted in lieu of residency.

Job - Specific Qualification

Training in Tropical Medicine is desirable.

Work Experience

A minimum of ten (10) years of progressively responsible clinical experience including five (5) years of combined clinical and management experience in one of the areas of medicine is required. Experience in managing medical services in support of or in a field operation of the United Nations Common System or a comparable international organization is desirable. Experience in a Multi-Dimensional Peacekeeping mission is desirable. Experience in change management is desirable. experience in Tropical Medicine is desirable
