The result of services is to support the Mitigation Branch and UNEP India Office in its efforts to accelerate passive cooling in India and support government of India, state governments, public sector undertakings, cities, private players, academia and industry to accelerate uptake of passive cooling by supporting the design, and operationalisation of Passive Cooling Strategies (PCS) guidelines for the State of Odisha and Maharashtra and nationally; Providing Technical Assistance (TA) for Affordable Housing Pilots; conducting capacity-building training; leading consultations and meetings with state governments; Developing an External Shading Design Booklet tailored for different climate zones and key latitudes.

UNEP's Climate Change Division has as objective to deliver effective strategic guidance and high-impact action in support of the transition towards climate stability. Its work is guided by ambition, innovation, credible science, and alignment to global climate goals and needs of individual countries. The Climate Change Division works with Member States and partners to accelerate and support a just transition by addressing climate change mitigation and adaptation through enhancing implementation capacity, provision of data, information and knowledge, access to finance and technology, and building resilience. It promotes sustainable development and effective policies for climate stability; supports action so that countries progress on decarbonization, dematerialization and resilience pathways in line with their climate commitments, aspirations and needs; and fosters transparency in reporting. The Cool Coalition is a UNEP-led global multi-stakeholder platform that supports governments, cities, businesses and international partners to deliver sustainable cooling solutions that advance climate mitigation, climate resilience, air quality, energy access and sustainable development goals. The Cool Coalition is part of the Climate Change Division under the Cooling and Buildings Unit, Sectoral Transformation Section. A senior advisor is needed to perform tasks of a technical, organizational and analytical nature, as part of the Cooling and Buildings Unit of the Mitigation Branch, Climate Change Division of UNEP. Specifically, the consultant will support the implementation of activities in India under the framework of the project "Transforming the built environment through sustainable materials" and the UNEP India Cooling Programme. The consultant needs to be based in India but can work remotely. The project "Transforming the built environment through sustainable materials" aims at supporting Bangladesh, Ghana, India and Senegal in creating a market for acquisition of low-carbon building materials. The India Cooling Programme includes support to national and subnational government and developers on low-carbon and passively cooled buildings and associated training, regulations and technical support. The consultant will provide technical expertise and organizational support to national and subnational implementation activities on sustainable urban cooling (urban design, passive cooling, nature, procurement) and sustainable building material activities in India; including supporting UNEP's dialogue with the Government of India, States and cities; engaging partners and supporting coordination of subcontractors; development of knowledge products, tools, training material and communication pieces.

A minimum of twenty five years of experience in a relevant field of work, preferably with focus on conducting market research, stakeholder mapping and engagement or strategic communication activities. Expertise on India and experience engaging government, industry, finance and academia in India. Advanced experience in communication and stakeholder engagement and management. Experience on district cooling market development in India and engaging multiple stakeholders in project development and partnership building is essential. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations
