The salary for this position corresponds to Grade P03, Step 1, in accordance with Staff Rule 103.3 Initial Salary:
(a) A staff member on initial appointment shall be placed in the first step of the grade of post, without exemption.
(b) This rule does not apply to a staff member who is already employed by the General Secretariat and is selected, promoted, demoted, reassigned, or otherwise transferred to a different post. In such cases, salary shall be determined in accordance with the applicable provisions of these Staff Rules.
DUTIES AND RESPONSIBILITIES:
This is a team-leader and/or organizer type position expected to take initiative and provide the seasoned execution of a project and/or activities in the fulfillment of the mission of its designated Department/Secretariat, and is assigned all or part of the following responsibilities: (NOTE: these responsibilities and expected results are standardized, and are not necessarily performed by all staff members sharing this job title):
Specific Responsibilities of the Position within MAPP/OAS
• Design and implement security strategies to safeguard the overall safety and security of MAPP/OAS personnel, offices, and assets.
• Deliver ongoing security awareness and risk mitigation training to personnel to strengthen individual and organizational security practices.
• Conduct security assessments of operational environments where the Mission has a presence and issue corresponding security evaluations and recommendations.
• Prepare security reports and participate in special security-related projects and initiatives.
• Monitor the security status and movement of field missions to support personnel safety and facilitate timely security interventions, without assuming responsibility for the substantive planning or implementation of programmatic activitiesMaintain professional liaison, as appropriate and within the Mission's mandate and applicable OAS policies, with Colombian authorities, law-enforcement and emergency-response institutions, international organizations, diplomatic missions and private security providers to strengthen security measures for personnel, facilities, and assets.
• Prepare and submit security assessments and analytical reports on security-related issues or incidents as requested by the Head of Mission, unit and area managers, and regional offices.
• Monitor daily field missions conducted by regional offices to verify compliance with approved schedules, travel routes, and weekly work plans, ensuring consistency with the monthly operational plan.
• Coordinate daily with office drivers to ensure the proper maintenance, operational readiness, and safe operation of the Mission's vehicle fleet, reporting any irregularities to the Head of Mission.
• Oversee and coordinate vehicle maintenance and repairs to ensure compliance with organizational standards and applicable legal requirements, including mandatory road safety equipment, compulsory vehicle insurance (SOAT), roadworthiness inspections, comprehensive insurance coverage, and appropriate institutional identification and markings.
• Monitor and verify vehicle fuel consumption records and review service station invoices to ensure consistency with fuel purchases, vehicle washing, maintenance services, and other related expenses.
• Advise personnel on the procedures to be followed in the event of a traffic accident in accordance with organizational policies and applicable regulations and coordinate with the insurance provider to monitor claims and related actions.
• Assess physical and personnel security incidents affecting the organization and develop corrective action plans to mitigate identified risks.
• Facilitate communication and coordination with MAPP/OAS personnel, private security companies, vehicle maintenance providers, government institutions, and other relevant stakeholders to strengthen the Mission's overall security framework.
• Coordinate with the Finance Area to ensure the timely processing of vehicle maintenance and repair requirements, as well as logistical needs related to the Mission's regional offices and facilities.
• Respond promptly to emergency alerts generated by the vehicle monitoring system, including panic alarms, verifying incidents, and coordinating appropriate response actions. Likewise, respond to intrusion alarms reported by private security providers concerning regional offices.
• Participate in the review of monthly operational agendas and provide security recommendations based on risk assessments.
• Conduct organizational risk assessments and comprehensive security surveys to identify vulnerabilities and recommend mitigation measures.
• Maintain and periodically update the MAPP/OAS Security Manual to ensure alignment with organizational policies and evolving security requirements.
• Respond promptly to requests received by the Security Office from the Head of Mission, thematic, administrative and support areas, regional coordinators, and other MAPP/OAS personnel requiring security guidance or assistance.
• Assess the risks associated with field activities and recommend, as appropriate, the suspension, postponement, modification, or implementation of additional security measures, promptly escalating such recommendations to the Head of Mission when identified risks exceed the risk thresholds established by the Organization or the Mission.
• Develop, maintain and periodically test contingency, emergency response, evacuation, relocation, communication and business-continuity procedures for MAPP/OAS personnel and facilities.
• Coordinate the Mission's security response to critical incidents and provide timely advice to the Head of Mission and relevant organizational authorities.
• Maintain a Mission-wide security risk register identifying principal threats, vulnerabilities, risk levels, mitigation measures, responsible areas and follow-up actions, and periodically report significant changes to the Head of Mission.
Responsibilities within S/GesCo
• Manage the necessary resources (Human Talent, financial, and technological resources) required for the maintenance and operation of S/GesCo.
• Conduct performance evaluations of the Knowledge Management System within the framework of the periodic assessments conducted by the Human Resources area.
• Promote a knowledge management culture throughout the organization.
• Support the identification of risks associated with S/GesCo, when required.
• Promote training activities and onboarding sessions related to the system.
• Define and implement corrective actions and continuous improvement initiatives according to the needs of S/GesCo processes.
• Support and coordinate internal and external audits scheduled for S/GesCo.
• Ensure the preservation, confidentiality, integrity, and security of information managed within S/GesCo.
General Requirements for all Personnel
• Maintain appropriate confidentiality, professional ethics, and conduct in accordance with the provisions established in the MAPP/OAS Mission Code of Ethics.
• Comply with administrative, financial, security, Human Resources, and other applicable rules and regulations issued by MAPP and the General Secretariat for the effective performance of assigned duties.
QUALIFICATIONS:
EDUCATION & EXPERIENCE:
Essential: College degree (bachelor’s) in security management, international relations, conflict studies, risk management, or related field, or related fields and 7 years of relevant experience in similar positions at national and/or international level OR advanced university degree (master’s) in one of the fields listed above and 4 years of relevant experience OR doctorate and 1 year of relevant experience.
Desirable: Professional experience in Colombia and/or in conflict-affected, post-conflict or high-risk environments, particularly experience involving field operations and territorial security risk management. Experience or knowledge of the OAS mandate and priorities as related to the area of work and/or the dynamics of the Inter-American agenda and system.
COMPUTER SKILLS: Ability to effectively work using Microsoft Office (e.g. Word, Excel, PowerPoint, Outlook, and other applications such as Oracle, Visio, Access, Share Point) and software applicable to the area of work.
LANGUAGES:
Essential – Proficient in at least two of the following languages: English, French, Portuguese, and Spanish (read, write and communicate). The lack of proficiency in a second language should not be grounds for elimination during the recruitment and selection process.
Desirable – Working knowledge of other two OAS official languages.
