Background:

Under the direct supervision of the Chief of Fund Administration Unit National Procurement and Materials Management Officer is responsible for coordinating and overseeing procurement and materials management functions across the Mission, ensuring appropriate internal controls, transparency, accountability, cost-effectiveness and compliance with the OSCE Common Regulatory Management System (CRMS).

The Fund Administration Unit (FAU) provides procurement, materials management, logistics, transport, premises and other administrative support services required for the effective implementation of the Mission's mandate. The Unit ensures that resources, goods and services are planned, procured, managed and made available in accordance with OSCE regulations, procedures and operational requirements.


Tasks and Responsibilities:

  1. Managing, co-ordinating and overseeing the Mission’s procurement and contracting activities, including procurement planning, assessing procurement and related budget requirements, advising on appropriate procurement modalities and timelines, conducting and overseeing procurement processes and ensuring that procurement compliance with the CRMS and applicable OSCE procedures;
  2. Managing and overseeing supplier, contract and Implementing Partner arrangements, including their selection and contracting, monitoring performance and compliance with contractual obligations, liaising with suppliers and relevant parties as required, maintaining relevant procurement and evaluation records; reviewing and authorizing procurement actions within delegated authority;
  3. Overseeing and co-ordinating the Mission’s materials and assets management, advising on asset requirements, standardization and life cycle planning, monitoring appropriate utilization, ensuring that physical verification and inventory requirements are met, and overseeing assets storage, transfer and disposal with applicable OSCE procedures and rules;
  4. Coordinating and overseeing logistics and transport support, including fleet/transport operations and other logistical support, assessing operational requirements, monitoring fleet utilization and related performance information, supporting fleet lifecycle planning, and ensuring effective provision of transport and logistical services in accordance with OSCE rules and operational requirements;
  5. Managing and overseeing premises and facilities management and related general services, including coordinating maintenance and repair requirements, managing premises lease arrangements and facility related contracts and services, liaising with lessors, service providers and relevant authorities, and monitoring the quality of related services to ensure effective functioning of Mission premises;
  6. Contributing to the planning, implementation and monitoring of resources and expenditures within the assigned areas of responsibility; advising the CFA on related operational requirements and ensuring appropriate internal controls, cost efficiency, accountability and risk management across the respective functions;
  7. Supervising and coordinating the work of assigned FAU staff, allocating and reviewing work, setting priorities, providing guidance and monitoring performance; ensuring effective co-ordination and continuity of functions under the incumbent’s responsibility; performing other related duties as assigned by the CFA.

Necessary Qualifications:

  • First-level university degree in Business Administration, Supply Chain Management, Procurement, logistics, Law, Engineering, Economics or another relevant field;
  • Possession of valid driving license (category B);
  • A minimum of two years of relevant progressively responsible professional experience in procurement, supply chain management, materials management, premises management or a related field;
  • Demonstrated experience in procurement, contracting, supply chain management, contract and supplier management;
  • Good knowledge of procurement principles and practices, competitive procurement, contract administration and related administrative systems;
  • Experience in coordinating and overseeing support functions and/or supervising staff;
  • Ability to analyse operational requirements, identify risks and provide practical recommendations;
  • Computer literacy with advanced practical experience in Microsoft applications, particularly Excel, Word processing and Outlook;
  • Practical experience in using ERP systems (e.g. Oracle);
  • Professional fluency in English, Romanian and Russian;
  • Demonstrated gender awareness and sensitivity, with the ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work effectively with people of different cultural, professional and personal backgrounds.


Remuneration Package:

Monthly remuneration, subject to social security deduction is EUR 2,177 OSCE salaries are exempt from taxation in Moldova. Social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

Appointments are normally made at Step 1 of the applicable OSCE salary scale. In exceptional cases, an initial appointment at up to Step 3 may be considered. This depends on factors such as relevant experience exceeding minimum requirements or higher previous remuneration. Any such request by a candidate must be reviewed and approved by the OSCE before the appointment.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 62 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
