The consultant will contribute to the work of IOM Tunisia’s MHD, which supports national efforts to strengthen health system resilience to climate change and ensure inclusive, gender‑responsive health services for vulnerable populations. The assignment directly feeds into MHD’s strategic objectives of generating evidence, enhancing multi‑sectoral coordination, and integrating climate‑health‑migration considerations into national policies, strategies, and operational frameworks under the project “STRENGTHENING HEALTHCARE SYSTEMS FOR CLIMATE RESILIENCE IN TUNISIA (MA1159)”.

The consultant will engage with a broad range of stakeholders, including national and regional authorities, health professionals, civil society organizations, UN agencies, and community representatives, to ensure the relevance, quality, and ownership of the developed materials. Through stakeholder consultations and validation workshops, the consultancy will support the alignment of outputs with national priorities and health system frameworks. The assignment will contribute to strengthening Tunisia's capacity to address the health impacts of climate change and migration by equipping health practitioners with practical knowledge, tools, and guidance that promote resilient, inclusive, and gender-sensitive health responses.

Responsibilities

Under the direct supervision of the migration health officer and overall guidance of the MHD Project Coordinator in Tunisia and in collaboration with the ministry of health, the consultant will undertake the following tasks with deliverables over a period of 4 months (16 weeks-112 calendar days). The consultant will perform the following duties and responsibilities:

Task 1: Development of Gender-Sensitive Information Materials and Toolkits

  • Conduct a rapid desk review of existing national and international materials related to climate-sensitive health risks (e.g. heat stress, pollution, vector- and waterborne diseases, and mental health).

  • Develop gender-sensitive information materials and toolkits targeting:

    • Health practitioners (training manuals, clinical guides).

  • Ensure materials are inclusive, accessible, and culturally sensitive, and available in Arabic and French.

Task 2: Design of Training Curriculum and Technical Content

  • Develop a training curriculum and modules covering:

    • Climate-sensitive diseases and related public health risks.

    • Mental health and psychosocial support in climate and migration contexts.

    • Gender, age, and disability considerations in healthcare provision.

  • Integrate a Training of Trainers (ToT) component to enable cascade training.

  • Ensure alignment with MoH and WHO technical standards.

Task 3: Stakeholder Consultations and Validation

  • Organize and facilitate consultations with key stakeholders  to ensure relevance and contextualization of materials.

  • Prepare and present draft materials during validation workshops with the Ministry of Health and project partners.

  • Revise and finalize all deliverables based on feedback received during the validation process.

Task 4: Dissemination and Technical Support

  • Support the dissemination of finalized materials through digital and physical channels, including health facilities, community networks, and IOM offices.

  • Provide recommendations for the integration and sustainability of materials within the national health system.

Qualifications

Education:

  • Master’s degree in public health, Environmental Health, Climate Change, or related field from an accredited academic institution.

Experience:

  • At least five (5) years of professional experience in public health, health communication, or climate change and health.

  • Proven experience in developing training curricula and technical materials for health professionals.

  • Experience working with UN agencies, governments, or NGOs in health, migration, or climate-related programmes.

  • Demonstrated experience integrating gender-sensitive and inclusive approaches in public health programming.
