About the Region
The UNOPS Africa Regional Office, based in Nairobi, Kenya, oversees the delivery of over 250 projects across 40 countries, with a focus on fragile and conflict-affected settings. About the Country/Multi-Country Office
Based in Tunis, the North Africa Multi-Country Office (NAMCO) oversees operations in Algeria, Egypt, Libya, and Morocco, delivering project management, financial services, infrastructure, procurement, and human resources support. With active project offices in Morocco and Libya, NAMCO works in close partnership with governments, NGOs, and international financial institutions to advance socio-economic development across the region. NAMCO’s portfolio spans health, justice, climate action, and environmental preservation, while promoting youth and women's empowerment through improved access to education and employment opportunities. Key initiatives include: supplying digital learning materials for Tunisian schools (World Bank), supporting Tunisia’s national development plan (AICS), enhancing maritime border management (EU), delivering high-tech health equipment to 75 hospitals (World Bank), supporting resilient agriculture in Libya (IFAD), and advancing vocational training in Morocco (KOICA). NAMCO’s work contributes directly to inclusive growth and progress toward the Sustainable Development Goals (SDGs).
About the Project Office
Since December 2022, UNOPS has partnered with the Government of Madagascar to advance sustainable development, reaching over six million people through initiatives in health, energy, agriculture, and infrastructure. By fostering strong collaboration with national institutions and development partners, UNOPS supports resilience, essential service delivery, and local economic growth. In health, World Bank-funded projects such as MIAROVA, PPSB, and PARNII strengthen vaccine cold chains and provide biomedical equipment to hospitals. In energy and connectivity, projects like PROGIDY, MIONJO, LEAD, and DECIM improve public service delivery and expand access to solar energy. Agricultural and environmental sustainability are promoted through AD2M and DEFIS, funded by IFAD and the OPEC Fund, which support irrigation, rural roads, and environmental protection. The CASEF project enhances national resilience by rehabilitating key runways. These efforts reflect UNOPS's commitment to supporting Madagascar’s development priorities and improving the quality of life for its people.
Job Specific Context
Le poste opère au sein d'un programme complexe comprenant un portefeuille de projets d'infrastructures, de construction, d'assistance technique et de renforcement institutionnel. Face à la complexité du portefeuille, aux nombreuses interdépendances, aux contraintes de ressources et aux exigences élevées de suivi et de reporting, le titulaire est chargé de mettre en place et de gérer un système intégré de planification et d'ordonnancement. Ce rôle est essentiel pour assurer une planification cohérente, réaliste et optimisée, en fournissant des analyses pour anticiper les risques, identifier les retards potentiels et proposer des mesures correctives afin d'améliorer la performance globale du Programme.
Role Purpose
Le/La Spécialiste en Planification de Projet est responsable de la planification, de l'ordonnancement, du suivi et de l'analyse des calendriers de l'ensemble du Programme. Il/Elle élabore et maintient un Planning Directeur Intégré (Integrated Master Schedule) regroupant tous les projets et assure le suivi de leur avancement du début à la fin. Le poste fournit un soutien stratégique à la direction en offrant des analyses de planification, en élaborant et en suivant le chemin critique, en prévoyant les achèvements, en analysant la capacité des ressources et en formulant des recommandations pour optimiser la mise en œuvre du Programme. Il/Elle rend compte directement au Chef de Programme.
