About this position
We are seeking a dynamic consultant specializing in Development Effectiveness and Operations Management to provide strategic, technical, and operational support to Citizen Security (CIS). As a Development Effectiveness and Operational Consultant you will contribute to improving the quality of the design, execution, and closure of operations, in alignment with the Bank’s institutional priorities and development effectiveness frameworks.
You will work in Citizen Security Division (CIS) part of Institutions for Development Department (IFD). CIS is responsible for conceptualizing, preparing, and supporting the implementation and supervision of the IDB's loan operations in the field of Citizen Security and Criminal Justice. The Division also leads the development of sector strategies, policies, guidelines, knowledge products, and evidence to support governments in addressing crime, violence, and organized crime challenges across Latin America and the Caribbean.
What you’ll do
- Review and strengthen Theory of Change (ToC), result matrix and indicators, Economic Analysis; Monitoring, Evaluation and Learning plans; promoting adequate logic of the programs and result measurement in loan operation.
- Contribute to the evaluability of loan operations and their alignment with institutional development effectiveness standards.
- Participate in quality review and corporate approval processes, including reviews involving Office of Strategic Planning and Development Effectiveness (SPD) and Office of Evaluation and Oversight (OVE).
- Technical support to enhance effectiveness in the project execution phase, such as portfolio review meetings, proposal of solutions to solve implementation bottlenecks, risk management, monitoring of result milestones, among others.
- Contribute to preparation and review of Project Complete Reports (PCRs) in the relevance, effectiveness, efficiency and sustainability sections.
- Systematize evidence, results, and lessons learned to strengthen Development Effectiveness and promote best practices in effectiveness, monitoring, and evaluation.
What you'll need
- Education: Master’s degree in economics, statistics, public policy or related fields.
- Experience: At least 5 years of progressive experience in multilateral development banks or international development organizations or government agencies. At least 2 years of progressive experience in citizen security or criminal justice projects. Experience with evaluability or development effectiveness frameworks, results-based management, and corporate reporting tools is required.
- Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

Type of contract and duration
- International consultant Full-Time, 12 months (up to 48 months, subject to eligibility).
