Responsibilities
The incumbent: 1.Managers, coaches, and supervises the Monitoring and Evaluation (M&E) team, overseeing day-to-day operations. Provides strategic guidance and coordination for M&E activities, assigning roles and responsibilities to staff and partners as appropriate to ensure alignment of the M&E plans with Agency-wide priorities, frameworks, and objectives. 2.Supports the development and implementation of monitoring and evaluation (M&E) policies, systems, and procedures. Reviews, updates, and analyzes processes and performance data, as required, to measure progress and assess achievements against the M&E plan. Ensures that lessons learned and evidence generated through M&E activities are effectively documented, disseminated, and integrated into programme design, planning, decision-making, and reform initiatives to strengthen programme effectiveness and accountability. 3.Provides substantive input to the preparation of quarterly, semi-annual, and annual reports related to the Results-Based Management (RBM) system, as well as studies, evaluations, and analyses that support lesson learning and knowledge sharing. Assists in the development of project and programme-specific targets, indicators, data collection plans, and monitoring frameworks. Trains programme teams on the effective use of data collection tools, methodologies, and monitoring techniques, and provides ongoing mentoring and technical support to strengthen data quality, evidence-based decision-making, and results reporting. 4. Evaluates and assesses the relevance, appropriateness, effectiveness, and efficiency of UNRWA programme services, as requested by the Field Programme Support Officer (FPSO) and the Front Office. Conducts analyses and reviews to identify strengths, gaps, and areas for improvement, and provides evidence-based findings and recommendations to support programme enhancement, strategic decision-making, accountability, and the achievement of intended results. 5.Coordinates with Project and Emergency Team Leaders to strengthen the monitoring and evaluation of projects and Emergency Appeal (EA) interventions. Conducts periodic assessments of projects and emergency activities, including post-distribution monitoring, data collection, field verification visits, and spot checks to assess progress, performance, and compliance with established standards. Facilitates and supports internal and external project evaluations, ensuring timely generation of evidence, identification of lessons learned, and formulation of recommendations to enhance programme effectiveness, accountability, and impact. 6.Acts as a primary focal point for liaising M&E processes with external stakeholders and service providers, creating terms of reference and evaluation guidelines, ensuring baseline studies are conducted for selected projects and that data/information is secured for future use. 7.Contributes to the design and development of projects and Emergency Appeal (EA) interventions by ensuring the integration of monitoring and evaluation (M&E) requirements throughout the programme cycle. Supports the development and implementation of M&E frameworks, including results frameworks, logical frameworks (logframes), performance indicators, monitoring plans, and data collection tools. Assists in the preparation and review of project workplans and reporting mechanisms to ensure effective tracking of outputs, outcomes, and impact, while promoting evidence-based planning, implementation, and decision-making. 8.Establishes and maintains strong working relationships with programme and departmental stakeholders to facilitate effective coordination, communication, and collaboration. Engages regularly with relevant teams to discuss priorities, monitor progress, and ensure that agreed deliverables are achieved in a timely manner and to the required quality standards. Promotes accountability, resolves implementation challenges, and fosters a results-oriented approach to support the achievement of organizational objectives and programme outcomes. 9.Performs other duties as may be assigned by the supervisor.

The appointment against this position is limited to the UNRWA - Planning - West Bank.
