Organizational Setting and Reporting Relationship
The position of Director is assigned to the Treasury and Liquidity Risk Division (RMTL) within the Office of Risk Management (ORM). You will be based at our Headquarters in Manila, Philippines and relocation is required. All reasonable relocation expenses will be covered.
You will report to Head, ORM and will oversee assigned international and local staff.
Your Role
As Director, you will lead the Treasury and Liquidity Risk Division and provide strategic leadership and oversight of ADB's treasury and liquidity risk management function. You will guide the division's priorities, strengthen risk governance and controls, and provide senior-level advice to support sound decision-making by ORM, Management, the Board, and other relevant stakeholders.
You will:
- Provide strategic leadership to the RMTL, setting its direction, priorities, work program, and performance targets in alignment with ADB's institutional priorities, ORM objectives, and applicable policies and standards.
- Lead the division's treasury and liquidity risk management activities, ensuring the timely delivery of high-quality oversight and advice.
- Lead the identification, assessment, monitoring, and reporting of market, counterparty, and liquidity risks arising from treasury activities and operations.
- Ensure treasury activities remain within approved risk appetite, policies, prudential limits, and governance frameworks.
- Lead or participate in the development, review, and implementation of treasury and liquidity policies, methodologies, risk limits, systems, and internal controls.
- Strengthen risk analytics, data governance, systems, and reporting processes to support accurate, timely, and actionable risk information to support effective decision-making.
- Oversee the second-line liquidity risk management function for Ordinary Capital Resources and other funds, including the monitoring and assessment of liquidity indicators.
- Provide strategic advice and risk insights to Head, ORM, Management, the Board, and other stakeholders on treasury and liquidity risk matters, including significant developments, emerging risks and opportunities, and key challenges.
- Promote strong risk culture across ADB, including building and maintaining strong working relationships with the Treasury Department, ORM teams, other ADB departments, peer institutions, development partners, rating agencies, and other stakeholders.
- Lead the effective management of the division's resources, including budget, staffing, operational priorities, performance management, and talent development.
- Foster a collaborative, accountable, and high-performing team culture, that delivers high-quality risk oversight and contribute effectively to ADB's institutional goals.
Qualifications
You will need:
- Master's degree or equivalent, in finance, accounting, mathematic, economics or related fields; or University degree in finance, accounting, mathematics, economics, or related fields and at least 10 years specialized experience relevant to the position can be considered.
- At least 15 years of relevant experience in treasury activities and/or market and liquidity risk management including asset and liability management with a commercial bank or multilateral development bank (MDB)
- Strong understanding of an MDB's treasury operations, financial policies, liquidity strategies and controls, balance sheet dynamics, asset liability management, global capital markets and relevant products, including derivatives (e.g., interest rate and cross currency swaps).
- In-depth knowledge of treasury and liquidity risk management principles, methodologies including valuation and risk measurement, governance, controls, and the related regulatory environment.
- Proven experience developing or overseeing treasury and liquidity risk measurement models, analytics, systems, data management, and reporting processes.
- Experience leading complex work programs, manage projects, and deliver high-quality outputs in a financial services or institutional environment.
- Experience analyzing complex issues, identifying solutions and making informed decisions.
- Experience leading teams or initiatives, including the ability to manage teams, build collaboration, support staff development, and communicate information clearly with senior stakeholders.
- Written and verbal proficiency in English.

Additional Information
This appointment is open to internal and external applicants.
This is a fixed-term appointment for a managerial position, initially for a period of 3 years or up to Staff's Normal Retirement Date (NRD) whichever comes earlier, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for an additional fixed term period of up to 3 years or allow it to expire. This decision will be made in the overall interest of ADB, based on factors including, but not limited to, ADB's medium- to long-term plans for the organizational unit, the relevance of the staff's skills to those plans, and the staff's managerial and behavioral competencies. Notwithstanding the length of the initial or any subsequently renewed FT-M, the expiration date of any fixed-term appointment will not exceed the Staff's NRD. There is no limit on the number of renewals up to Staff's NRD. However, this appointment is not convertible to a regular appointment.
