CONTEXTE ORGANISATIONNEL

Ce poste est basé à Kinshasa et est placé sous la supervision du/de la Chargé(e) du suivi et de l’évaluation.


RÔLE

Coordonner et assurer les activités de suivi dans une zone géographique déterminée, et produire des rapports afin de contribuer à la mise en œuvre efficace des programmes d’assistance.


PRINCIPALES RESPONSABILITÉS

(liste non exhaustive)

  • Vérifier les mouvements planifiés ainsi que les distributions de vivres ou d’articles non alimentaires, résoudre les problèmes courants et les porter au niveau approprié lorsque nécessaire, afin de s’assurer que les quantités distribuées et la qualité des opérations sont conformes aux normes du PAM.
  • Collecter et synthétiser les données relatives aux programmes d’assistance, en collaboration avec les partenaires coopérants lorsque nécessaire, effectuer des analyses et préparer des rapports afin de contribuer aux revues des programmes et à une prise de décision éclairée.
  • Assurer la liaison avec les partenaires coopérants et les interlocuteurs internes afin de recueillir leurs observations et commentaires, dans le but de contribuer aux revues des programmes et d’améliorer les services.
  • Proposer des améliorations aux processus et procédures de suivi sur le terrain afin d’assurer une mise en œuvre efficace des programmes d’assistance.
  • Organiser régulièrement des réunions avec les responsables communautaires et les partenaires coopérants sur la chaîne d’approvisionnement, les modalités de distribution, les droits aux rations alimentaires et toute autre question pertinente, afin de favoriser une communication efficace et le bon déroulement des opérations.
  • Répartir les tâches entre les autres membres du personnel, leur fournir des orientations et assurer une formation sur le tas afin de contribuer à leur développement et à leurs bonnes performances.
  • Assurer des formations standards à l’intention des partenaires coopérants sur les pratiques opérationnelles du PAM ainsi que sur les outils et méthodes de suivi, afin de renforcer leur capacité à assurer eux-mêmes le suivi de leurs activités et à contribuer à la visibilité du PAM dans les zones couvertes.
  • Préparer les rapports de missions sur le terrain afin de documenter la mise en œuvre des programmes.
  • Appliquer les processus et procédures établis en matière d’intervention d’urgence pour la fourniture d’une assistance alimentaire d’urgence.

QUALIFICATIONS ET EXPÉRIENCE REQUISES

Formation :
Avoir achevé les études secondaires. Un certificat d’études postsecondaires dans un domaine fonctionnel, notamment en suivi et évaluation, constitue un atout.


Expérience :
Avoir au moins cinq (5) années d’expérience professionnelle pertinente.


CONNAISSANCES ET COMPÉTENCES

  • Expérience dans la collecte de données sur les produits et les résultats des programmes, la réalisation d’analyses quantitatives et qualitatives, ainsi que la présentation des résultats à l’équipe de direction, aux partenaires et aux autres parties prenantes.
  • Expérience dans l’utilisation des systèmes et normes du PAM en matière de suivi et d’évaluation.

LANGUES

Maîtrise, à l’oral comme à l’écrit, du Français.
