JOB PURPOSE
Lead shareholder engagement, advocacy, and replenishment support for the IsDB Concessional Fund (ICF) by managing strategic relationships with member countries and partners, coordinating engagement and negotiation processes, and guiding related communication and outreach support to strengthen the Fund’s value proposition and mobilize sustainable concessional resources.
KEY ACCOUNTABILITIES
Shareholder Relationship Management:
▪ Manage and strengthen relationships with existing shareholders and cultivate new strategic relationships with member countries and relevant partners to support ICF replenishment and long-term funding sustainability.
▪ Maintain structured and continuous engagement with shareholder focal points to ensure alignment between shareholder priorities, ICF positioning, and institutional follow-up.
▪ Support the development and maintenance of stakeholder engagement plans, contact strategies, and follow-up actions for key shareholder constituencies.
▪ Develop and maintain a structured shareholder engagement framework, including appropriate stakeholder relationship management tools, tracking mechanisms, and follow-up systems to support continuity of engagement, visibility of commitments, and effective engagement planning.
Replenishment and Negotiation Support:
▪ Lead the preparation and coordination of activities that support replenishment cycles, shareholder consultations, and funding negotiation rounds.
▪ Prepare and maintain stakeholder-specific briefs, engagement notes, talking points, and follow-up matrices to support management dialogue with shareholders.
▪ Track commitments, pledges, and negotiation progress, and flag issues requiring escalation or targeted intervention.
Shareholder Intelligence and Strategic Positioning:
▪ Analyze shareholders and other partners priorities, concessional financing interests, aid trends, and engagement patterns to inform ICF outreach and positioning.
▪ Translate stakeholder intelligence into practical recommendations that strengthen ICF’s opportunity narrative and value proposition.
▪ Support the targeting of engagement efforts by identifying priority shareholders, opportunities, and strategic entry points for advocacy and funding dialogue.
KEY ACCOUNTABILITIES
Advocacy and Strategic Outreach:
▪ Coordinate and maintain a rolling calendar of relevant global and regional outreach events, conferences, fora, and summits; appraise their strategic relevance to ICF priorities; and coordinate ICF participation and positioning efforts.
▪ Coordinate ICF participation in selected events and platforms, including preparation of engagement objectives, briefs, talking points, presentations, and follow-up actions.
▪ Support the organization of strategic engagement events, bilateral meetings, and outreach opportunities with potential shareholders, partners, and relevant institutions to strengthen ICF positioning and forge meaningful relationships and networks.
Communication and Outreach Coordination:
▪ Guide and coordinate the preparation of shareholder-facing communication and outreach materials that support dialogue, advocacy, and replenishment efforts, in coordination with relevant support resources and institutional functions.
▪ Ensure presentations, factsheets, briefing notes, event materials, and related communication outputs are clear, consistent, and aligned with ICF priorities and positioning.
▪Support continuous engagement and visibility efforts that sustain stakeholder confidence and reinforce ICF’s profile throughout the operational cycle.
ACADEMIC AND PROFESSIONAL QUALIFICATIONS
• Master’s degree in International Development, Economics, Public Policy, Business Administration, Finance, International Relations, Communications, Marketing, or other field related to the IsDB core sectors.
• Minimum 10 years of relevant professional experience, preferably in shareholder relations, donor relations, resource mobilization, strategic partnerships, external relations, development finance, or multilateral institutions.
• Proven experience in high-level stakeholder engagement, advocacy, negotiation support, and relationship management.
• Experience in stakeholder mapping, engagement planning, pipeline / pledge tracking, and the use of stakeholder relationship management systems or equivalent tools is highly desirable.
• PMP, PRINCE2, PMD Pro / PM4Dev, or equivalent project / operations / partnership management certification is desirable.
• Languages: English: Mandatory | Arabic: Mandatory | French: Preferred
SKILLS & NECESSARY KNOWLEDGE
• Strong ability to identify, appraise, and prioritize strategic outreach opportunities, including global and regional conferences, fora, summits, and bilateral engagement platforms relevant to concessional finance and LDMC advocacy.
• Knowledge of stakeholder relationship management approaches, including appropriate tools and tracking systems to manage engagement pipelines, commitments, follow-up actions, and institutional memory.
• Strong event and engagement coordination skills, including preparation of participation plans, positioning materials, and follow-up actions to maximize partnership and replenishment value.
• Ability to build and sustain meaningful professional networks with shareholders, partners, multilateral institutions, and relevant external stakeholders.
• Advanced skills and knowledge including high-level stakeholder engagement, negotiation support, concessional finance/development cooperation understanding, strong drafting of briefs/talking points/presentations, ability to influence across functions, and partnership management.
