Since 1863, the International Committee of the Red Cross (ICRC) has worked to preserve human dignity and relieve suffering caused by war and armed violence.
In collaboration with our Red Cross and Red Crescent partners around the world, we do everything we can to deliver life-saving aid, reconnect families and locate missing people – helping those who need it most, regardless of who they are and what side of the front line they are on.
We engage with authorities and armed forces on all sides, often confidentially, pressing for access to detainees to improve their living conditions and urging compliance with international humanitarian law to protect non-combatants, including from digital threats.
Purpose
The Sub-regional Logistics Manager coordinates and is responsible for all logistics activities and remote operational support to Tokyo Delegation, Jakarta Regional Delegation and Suva Regional Delegation.
The role ensures that logistics systems are in place and functional and provides technical and operational support in accordance with ICRC logistics standards.
They ensure appropriate planning and effective use of resources in the country and serve as the main link between logistics staff in Manila, at headquarters and logistics teams or assigned focal points in the field.
Accountabilities & functional responsibilities
- Establishes a strong relationship with customers and translates operational plans into action in collaboration with relevant stakeholders.
- Monitors KPIs applicable to the context set by the Logistics division and drives corrective action when needed.
- Supports the order management process
- Oversees sourcing and procurement in close coordination with Manila buyers
- Oversees transport and fleet activities in close coordination with the regional team in Bangkok
- Builds and manages delegated Logistics budgets
- Where required, engagages with suppliers, UN/NGOs and authorities

- Internally, interacts with logistics staff and related departments within the delegation, and with technical references at regional level or headquarters.
- Externally, develops and maintains working relationships with suppliers, customs officers and other authorities, UN agencies, NGOs and other contacts related to their work.
Certifications / Education required
- Advanced university degree or equivalent experience.
- Good command (spoken and written) of English and/or French.
- Computer proficiency and knowledge of specialized software.
Professional experience required
- At least 4-6 years professional experience in Logistics/Supply Chain
- Computer proficiency and knowledge of specialized software
- Excellent command of written and spoken English
- Previous experience in humanitarian work is an advantage
- Experience working in an international environment is an advantage
- Demonstrated ability to work under high-stress and in conflict areas
- Amenability to work onsite in Makati, Philippines
- Amenability to take occasional international travel
- ICRC field experience an asset.
