Org. Setting and Reporting
The temporary position is located within the United Nations Support Office in Haiti (UNSOH). Pursuant to Security Council resolution 2793 (2025), UNSOH has been mandated to provide support primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces in the context of any joint operations with the GSF. Additionally, UNSOH is tasked with delivering technical assistance to the Organization of American States (OAS). The Medical Services Section provides healthcare, occupational health, public-health surveillance, health-promotion and HIV/AIDS services in accordance with the mission mandate. The Nurse/Medical Assistant – Public Health and HIV/AIDS (FS-5) works under the supervision of the Public Health Officer (P-3) and reports through the established Medical Services Section reporting line. The incumbent supports disease surveillance, outbreak preparedness and response, health promotion, confidential HIV services and the mission HIV Post-Exposure Prophylaxis Programme, and liaises with mission components, designated focal points and external partners as directed.
Responsibilities
Under the supervision of the Public Health Officer (P-3) and within delegated authority, the Nurse/Medical Assistant – Public Health and HIV/AIDS, FS-5, supports and carries out the following duties: •Supports surveillance, investigation and outbreak control using health databases and epidemiological tools to validate and compile data, flag unusual trends, and draft alerts and reports. •Supports outbreak preparedness and response through data collection, contact follow-up, infection prevention and logistical support. •Delivers approved public-health and HIV/AIDS education; supports prevention, confidential counselling and testing referrals, anti-stigma activities, and programme data reporting. •Supports the HIV Post-Exposure Prophylaxis Programme by maintaining guidance and referral information, monitoring kit readiness and records, and reporting gaps. •Responds to emergency calls and assists Medical Officers in providing adequate care. •Coordinates referrals of patients within and outside the mission. •Coordinates specialist consultations and hospitalizations of mission staff. •Processes and manages Medical Clearances (Entry and Periodic Medical Examinations) for UNSOH/BINUH, New and Existing Staff members, UNMEMs and IPOs. •Ensures that appropriate medical records are maintained in strict confidence on organization-approved platforms. •Compiles monthly clinical and public-health data from UNSOH medical facilities and submits required reports through the established reporting line. •Performs on-call duties during nights, weekends and holidays as required. •Develops and implements First Aid and BLS Training programs to meet mission needs. •Performs other related duties as required.

Education
Registered Professional Nurse who is a graduate of either an accredited Baccalaureate Nursing Programme (University) or an accredited Diploma Programme (4 years) is required.
Job - Specific Qualification
National registration and license are required. Certification in Basic Life Support and CPR, with demonstrated ability to operate ECG machines and glucometers, is required. Knowledge of electronic medical record systems and accurate clinical documentation is desirable. Certification in acute trauma care and life support (ATLS) with validity covering deployment period, is required. Certificate in the United Nations Buddy First Aid Master Trainer Course is desirable.
Work Experience
At least 6 years of progressively responsible clinical experience in general nursing, emergency Care and health administration is required. Experience participating in or supporting medical evacuations, patient transfers or similar operations involving coordination with transport/logistics actors is desirable. Experience supporting HIV post-exposure prophylaxis activities, including referral arrangements, kit inventory or follow-up, is desirable. Experience using electronic medical records, health-programme databases or epidemiological tools to support public-health surveillance, communicable-disease prevention, outbreak response, health promotion or HIV/AIDS programme monitoring is desirable. Experience applying clinical and health-service procedures, confidentiality requirements and reporting arrangements is desirable.
