CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. Program Overview

Indonesia has the second-highest TB burden globally, with over 1 million new TB cases and more than 100,000 TB deaths recorded in 2024. For the first time in more than 100 years, new TB vaccines are on the horizon, with several candidates in late-stage clinical development. Indonesia is a clinical trial location for a leading TB vaccine candidate, and the Government of Indonesia has demonstrated strong political commitment to TB elimination, including through timely and large-scale introduction of novel TB vaccines when they become available.

As clinical development progresses, parallel efforts are needed to ensure that Indonesia is prepared for timely and effective introduction of novel TB vaccines. Building on its longstanding partnership with the Indonesian Ministry of Health, CHAI aims to support the Government of Indonesia over the next three years to advance implementation of key readiness objectives. CHAI’s support will combine technical assistance and project management across key government priorities, including governance and coordination, demand forecasting, financing and development of a national TB vaccine investment case, health system readiness, and introduction planning. Through this work, CHAI aims to help ensure that Indonesia is positioned to introduce and scale novel TB vaccines effectively and sustainably once they become available.

Position Overview

CHAI is seeking a Senior Program Manager to lead its support to the Government of Indonesia on TB vaccine readiness. Serving as the country lead for this work, the Senior Program Manager will have overall accountability for the strategy, technical quality, and delivery of a complex, multi-year program, and will oversee CHAI’s project management support for implementation of the National TB Vaccine Readiness Roadmap. The Senior Program Manager is responsible for ensuring that the project’s plans, processes, and technical approach align with the strategic direction of CHAI Indonesia, CHAI’s global vaccines team, and government and donor goals.

The Senior Program Manager will work closely with senior counterparts within the Ministry of Health and other government institutions, as well as technical partners and relevant stakeholders, to translate national priorities into actionable work plans, drive delivery across multiple technical workstreams, and ensure strong coordination and timely execution. The role carries full people management responsibility for the project team, including authority over performance discussions, pay and promotion recommendations, workforce planning, and other personnel decisions. The Senior Program Manager will report to the Associate Program Director, CHAI Indonesia.

• Serve as CHAI Indonesia’s country lead for TB vaccine readiness, holding overall accountability for the strategy, technical quality, and delivery of a complex, multi-year program, co-developing the program’s strategic direction, and setting the scope of activities for each program year with government and donor counterparts.
• Lead delivery across the program’s workstreams – governance and coordination, demand forecasting, financing and the national TB vaccine investment case, health system readiness, and introduction planning – ensuring achievable project plans that are integrated with wider country team priorities, timely execution, and deliverables that meet government, donor, and CHAI expectations and remain within scope.
• Be accountable for a sound technical approach across the program, leading the development and quality assurance of high-quality technical analyses, applying structured problem-solving and knowledge from multiple disciplines to demand forecasting, costing, and financing analysis, and documenting methodology and assumptions for government ownership.
• Synthesize complex evidence into polished, persuasive, and decision-oriented presentations and recommendations for senior government, donor, and global audiences, directing the team to shape materials and key messages, and steering challenging discussions and unexpected issues as they arise.
• Build and navigate senior and political relationships across the National TB Program, EPI, BKPK, the Ministry of Finance, BPOM, Bio Farma, and Bappenas, as well as academic, civil society, and other technical partners, acting as a seasoned adviser on TB vaccine introduction readiness and creating new connections that advance the program’s strategic goals.
• Represent CHAI Indonesia with CHAI’s global vaccines team, donors, and regional and global forums, facilitate the exchange of evidence, tools, and lessons learned between Indonesia and other countries, and stay on top of trends in the field to bring innovation to CHAI’s work.
• Manage and develop the project team, which may include managerial-level staff and consultants, providing hands-on technical direction, coaching, and quality assurance; hold authority to lead performance discussions, make pay and promotion recommendations, contribute to workforce planning, and make hiring and other personnel decisions.
• Forecast and develop program budgets, determine the resources required for proposals and forecasting, track obligations, commitments, and expenditure against plan, advise on budgetary procedures and standards, ensure compliance with donor and CHAI fiscal guidelines, and oversee financial and donor reporting.
• Collaborate with CHAI Indonesia leadership and other program leads to strengthen team processes, policies, and best practices, contribute to business development and country team processes, and undertake other responsibilities as requested by CHAI Indonesia leadership.

• Master’s degree in public health, health economics, health policy, economics, business, finance, or a related field; candidates with a Bachelor’s degree and exceptional relevant experience will also be considered.
• Minimum of 7 years of relevant professional experience in a fast-paced, results-oriented environment, including experience leading complex, multi-stakeholder programs, with experience in strategy consulting strongly preferred; experience in global health, health financing, pharmaceuticals, vaccines, or related fields is an advantage.
• Exceptional structured problem-solving and analytical skills, with demonstrated ability to frame complex problems, conduct, and guide quantitative and qualitative analyses, synthesize findings, and develop clear, actionable recommendations.
• Demonstrated ability to develop high-quality, decision-oriented presentations and other analytical outputs for senior government, donor, or executive audiences.
• Strong project leadership skills, with demonstrated ability to structure and drive complex workstreams with a high degree of ambiguity and numerous moving parts, manage multiple priorities, and deliver high-quality outputs under tight timelines.
• Demonstrated experience managing and developing high-performing teams, including providing hands-on technical guidance, coaching, quality assurance, and performance management.
• Demonstrated experience forecasting and managing program budgets, including tracking expenditure against plan and ensuring compliance with donor requirements.
• Strong relationship management and influencing skills, with demonstrated experience working effectively with senior government officials and other external stakeholders. Experience working with the Government of Indonesia is strongly preferred, particularly with the Ministry of Health or its agencies, the Ministry of Finance, and other relevant government institutions.
• Excellent written and verbal communication skills in English and Bahasa Indonesia, including the ability to communicate complex concepts clearly and represent CHAI effectively with senior external audiences.
• High proficiency in PowerPoint and Excel and demonstrated ability to use these tools to develop rigorous analyses and compelling, decision-oriented materials.
• Available for up to 35% travel, both domestically and internationally.
