Ipas Pakistan is an international non-governmental organization (INGO) which works to assist the Government of Pakistan in achieving the country’s commitment towards the Sustainable Development Goal 3 (good health and wellbeing). It seeks to reduce maternal mortality and morbidity associated with complications due to unsafe practices. We collaborate with provincial governments to provide technical assistance and support for strengthening the public and private healthcare system. Ipas is seeking to hire a competent Finance Officer to join its finance team in its Islamabad-based head office.
Job Summary:
The Country Finance Manager (FM) is a core position at Ipas Pakistan that manages financial and accounting functions for country node operations. This includes managing the monthly closing processes, financial transactions such as payments, receipts etc., local reporting and preparation of financial statements, compliance with Ipas policies and procedures, due diligence and monitoring of Ipas sub-recipients’ budget expense reports and adherence to local regulatory requirements. The FM ensures that Ipas complies with its local statutory obligations pertaining to taxation, financial management, banking and also coordinates the timely commissioning of its external audits and facilitates internal audits and follow-ups. The finance manager works closely with the Country Director (CD), Regional Finance Manager and Program Support Team on annual operating budget and donor reporting of country programs, and with the head office-based Finance Department for all other general ledger accounting and related financial interface. Success in this role will depend on subject-matter expertise, taking a proactive risk-management approach and strong team management and leadership skills.
Primary Responsibilities:
1. Government & Regulatory Compliance
- Lead and ensure compliance with all applicable Government of Pakistan laws, regulations, and statutory requirements, including labor, taxation, and financial reporting obligations, as well as the financial compliance requirements of Ipas Pakistan’s registration authorities.
- Ensure financial records, reports, and disclosures are maintained and presented in accordance with Government of Pakistan INGO regulations and the financial obligations outlined in Ipas’ Memorandum of Understanding (MoU) with the Ministry of Interior.
- Oversee the timely submission of annual audited financial statements and all other required financial reports to relevant government authorities, including the Ministry of Interior.
- Ensure accurate and timely deduction, payment, filing, and reporting of payroll taxes, withholding taxes, sales taxes, and other statutory obligations with federal and provincial tax authorities.
- Ensure the timely preparation and submission of tax returns and related statutory filings with the Federal Board of Revenue (FBR) and relevant provincial authorities.
- Ensure budgets, financial reports, and payment arrangements are structured and managed in compliance with Government of Pakistan requirements applicable to INGOs.
- Provide accurate, timely, and compliant financial information to support project registrations, NOC applications, annual plans, progress reports, and responses to government inquiries, in close coordination with the Country Director and External Relations function.
- Maintain effective relationships and coordination with relevant government bodies, regulatory authorities, and the Pakistan Centre for Philanthropy (PCP) to support organizational compliance and operational effectiveness.
2. Financial Management
- Lead and strengthen the country office financial management function, ensuring effective risk management, strong internal controls, compliance, and stewardship of organizational resources.
- Maintain and continuously improve financial policies, procedures, systems, and practices in line with Ipas standards, donor requirements, local statutory regulations, and Network Quality Standards.
- Provide strategic financial leadership for budgeting, forecasting, budget monitoring, financial analysis, donor reporting, month-end close processes, and annual planning to support informed decision-making.
- Foster effective donor financial management through timely reporting, proactive communication, and responsive resolution of donor queries and requests.
- Oversee award, sub-award, and partner financial management, including budgeting, due diligence, financial reporting, compliance monitoring, and capacity strengthening of partners.
- Ensure effective financial support to program implementation through budget utilization monitoring, donor compliance, program start-up and close-out processes, and collaboration with program and support teams.
- Coordinate with Global Finance and relevant stakeholders on audits, ERP implementation, compliance initiatives, donor queries, and corrective action plans, ensuring timely resolution of audit findings and continuous improvement of financial management systems.
- Lead the country office accounting, payroll, financial reporting, and audit functions, ensuring accuracy, confidentiality, timely reporting, and compliance with applicable laws and organizational requirements.
- Oversee procurement and contract-related financial compliance, including periodic spot checks and review of financial transactions to ensure adherence to policies and procedures.
3. Fundraising Support
- Lead the development and submission of accurate, competitive, and compliant proposal budgets, ensuring value for money, full cost recovery, and effective management of financial risks.
- Ensure the accuracy, quality, and timeliness of all donor-facing financial documents, reports, and communications.
- Contribute to the development, implementation, and monitoring of the country fundraising plan, providing financial input to support resource mobilization efforts.
4. Leadership
- Serve as a key member of the Country Management Team, providing strategic financial leadership and ensuring robust financial management systems that support the achievement of country objectives.
- Contribute to the development, implementation, and monitoring of the country strategy, ensuring alignment between strategic priorities and financial sustainability.
- Participate in crisis management, business continuity, and organizational risk management efforts to support effective decision-making and operational resilience.

5. Team Management
- Lead, build, and manage a high-performing finance team, ensuring clear roles, effective work planning, performance management, staff development, and the timely delivery of quality results while promoting team resilience and well-being.
- Strengthen team capacity and accountability by building knowledge of Ipas and donor compliance requirements, particularly in financial management, procurement, and internal controls.

Requirements:
Education and Professional Qualification:
Required:
- Advanced degree or qualification in Accounting, Finance, or a related field.
- Strong knowledge of accounting standards, financial systems, and Generally Accepted Accounting Principles (GAAP).
- Demonstrated proficiency in financial reporting, accounting principles, and financial management practices.
- Professional accounting certification such as ACCA, CA, CMA/ACMA, or an equivalent internationally recognized qualification.
Experience:
- Demonstrated success in leadership and financial management within non-profit organizations (INGOs/NGOs), including risk management and internal controls.
- Substantial experience managing diverse donor-funded projects and ensuring compliance with donor requirements.
- Experience in preparing and managing budgets, expenditure tracking, financial forecasting, and compliance monitoring.
- Proven experience facilitating internal, external, statutory, and special-purpose audits.
- Experience supervising and developing finance and accounting staff
- Experience in non-profit and fund accounting.
- Experience overseeing administration, procurement, inventory, supply chain, and logistics management functions is an asset.
Technical Competencies:
- Strong knowledge of financial management, audit, reporting, taxation, and regulatory requirements applicable to INGOs in Pakistan.
