UN Women Afghanistan’s programming approach is informed by analysis of the political, economic and humanitarian situation, risks to and capacities of partner organizations, and the needs of Afghan women and girls. UN Women Afghanistan currently works through key programme priorities, including Integrated Programming and Localization, Women’s Civil Society, Policy and Research, Economic Resilience and Women’s Empowerment, and Coordination, Access and Humanitarian Response.
The Women’s Civil Society Organizations Unit aims to safeguard and strengthen Afghan women’s organizations as essential actors for the protection of women’s rights, gender equality and access to livelihoods. The Unit’s work is aligned with the United Nations Strategic Framework for Afghanistan (2023–2027) and the UN Women Afghanistan Strategic Note (2023–2027), contributing to priorities related to economic opportunities and resilient livelihoods, social cohesion, inclusion, gender equality and human rights.
Under the direct supervision of the Monitoring, Reporting and Coordination Specialist and the overall guidance of the WCSO Unit Programme Manager, the Monitoring and Reporting Analyst will support monitoring, reporting, knowledge management, partner accountability and programme performance tracking across the WCSO Unit portfolio. The Analyst will work closely with Sub-Office Coordinators, WCSO partners and programme colleagues to support quality data management, results tracking, timely reporting and learning across the Unit.
Scop of work:
Provide technical inputs to programme formulation to ensure monitoring and reporting are incorporated
- Provide inputs to the development and regular updating of monitoring indicators, monitoring calendars, field monitoring plans and quality assurance processes for the WCSO Unit portfolio.
- Support partners in developing and using performance monitoring frameworks, monitoring systems, reporting tools and baseline or endline data collection instruments.
- Provide inputs to annual work planning, review and reporting processes, ensuring that monitoring and reporting requirements are reflected in programme implementation.
- Ensure that lessons learned, evaluation findings and monitoring evidence are incorporated into programme formulation and implementation processes.
Support monitoring and tracking of results against unit, country office and corporate targets
- Coordinate with programme colleagues, Sub-Office Coordinators and partners to ensure standardized and timely collection of monitoring data.
- Track implementation progress against approved indicators, targets, workplans, partnerships and reporting commitments.
- Maintain and regularly update monitoring plans, reporting calendars, programme databases, indicator matrices and partner reporting trackers.
- Compile, validate and analyse quantitative and qualitative programme data to identify results, trends,
Facilitate reporting of results to internal and external audiences
- Support the WCSO Unit in meeting internal and external reporting requirements and deadlines, including donor, programme, annual and corporate reporting processes.
- Draft and consolidate inputs for donor reports, annual reports, programme briefs, presentations, newsletters and other reporting products.
- Conduct initial technical and quality review of partner narrative reports, ensuring completeness, consistency, accuracy and alignment with approved results frameworks and reporting requirements.
- Identify gaps, inconsistencies and reporting weaknesses and support follow-up with partners and Sub-Offices to improve report quality and timeliness.
Support data management, quality assurance and evidence documentation
- Maintain programme documentation systems, reporting repositories, monitoring files and evidence records for audits, evaluations and donor reporting.
- Support verification of reported results and ensure that supporting documentation is properly filed, archived and accessible.
- Prepare monitoring tables, dashboards, summaries and reporting packages to inform WCSO Unit planning, management decisions and performance reviews.
- Contribute to portfolio-level analysis of programme performance, partner compliance and reporting trends.
Contribute to knowledge building, learning and capacity development
- Coordinate collection of partner achievements, success stories, lessons learned, good practices and learning products across the WCSO portfolio.
- Contribute to the development and updating of monitoring and reporting guidance materials, tools, templates and standard operating procedures.
- Support internal learning sessions, reporting clinics, orientations and technical workshops for WCSO Unit personnel, Sub-Office Coordinators and partners.
- Promote shared understanding of results-based management, monitoring, reporting and learning responsibilities among programme colleagues and partners.
Support evaluation and learning processes
- Assist in planning and coordination of programme evaluations, assessments, reviews and data requests.
- Support preparation of evaluation documentation, background materials and evidence packages.
- Track implementation of evaluation recommendations and management response actions where relevant.
- Support analysis and dissemination of evaluation findings, lessons learned and recommendations

Qualifications:
Education and Certification
- Master’s degree or equivalent in Political Science, Social Science, Economics, International Development Studies, Gender/Women’s Studies, Monitoring and Evaluation, Public Administration or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- Certification in Results Based Management, Project Management, Monitoring and Evaluation or a related area is desirable.
Experience
- At least 1 years of progressively responsible experience, in monitoring and reporting, programme management, results-based management, knowledge management or partnership coordination is required.
- Experience in monitoring and reporting of development, humanitarian or peace and security programmes is required.
- Experience in drafting donor, programme or corporate reports is required.
- Experience supporting monitoring systems, data collection, results tracking, data management and quality assurance processes is required.
- Experience in the use of computers, office software packages and spreadsheet or database packages is required.
- Experience working with civil society organizations, especially women-led civil society organizations, implementing partners or community-based organizations is desirable.
- Experience in the use of web-based management systems or a modern ERP system, preferably Oracle Cloud, is desirable.
Languages
- Fluency in Dari or Pashto and working knowledge of English are required.
- Knowledge of another official UN language is desirable
