Purpose of the Role
Working collaboratively with internal and external stakeholders, the Senior Investigation Officer plans, organizes and manages complex investigations into alleged misconduct and alleged violations of ICRC internal policies and procedures, in line with investigative best practices. They also lead ad hoc investigation teams in higher-risk investigations.
Main Duties & Responsibilities
- Plan, organize, conduct and manage investigations into alleged misconduct and alleged violations of ICRC internal policies and procedures.
- Plan, organize, lead and manage complex fraud investigations, including proactive investigations, and act as the expert focal point for fraud investigations conducted by other members of the Investigation Unit.
- Manage, when assigned, the investigation activities of Investigation Officers 1 and 2 and/or ad hoc investigation mission teams.
- Contribute to the performance management and development of Investigation Officers 1 and 2.
- Act, when requested, as Regional Investigation Manager in the Manager's absence.
- Obtain and review relevant documentation; conduct interviews and take statements; gather and analyze electronic evidence; analyze facts, determine findings, and formulate recommendations on disciplinary and jurisdictional action.
- Prepare complete and concise investigation reports and carry out post-investigation tasks.
- Prepare cases for submission to the internal justice system, as instructed by the Head of Investigations.
- Perform other compliance activities as requested by the Head of Investigations and the Investigation Manager, including information sessions on investigation processes for ICRC staff and coaching of Investigation Officers 1 and 2.
- Perform other duties in support of the Investigation Unit's operations, as determined by the Head of Investigations or their designate.
Education & Professional Background
- University degree in law, economics or social sciences.
- Certified Fraud Examiner (CFE) or equivalent investigative credential.
- Advanced training in fraud investigation.
- Typically 12–15 years of professional experience, including 4-6 years in investigations and investigative procedures, ideally within international organizations.
- Essential: solid experience in fraud investigations.
- Field experience in developing countries, with direct responsibility for investigating misconduct, including fraud and corruption.
Desired Profile & Skills
- Essential: full professional fluency in both French and English.
- Knowledge of another ICRC working language (Arabic or Spanish) is an advantage.
- Expertise in investigation techniques, particularly where the conduct may have criminal implications that could lead to prosecution before local courts.
- Extensive knowledge of legal, procedural and evidentiary standards.
- Strong drafting, report-writing and case-management skills.
- Computer proficiency.
- Resourcefulness, initiative, maturity, sound judgment, honesty and integrity.
- Willingness to travel and conduct investigations in remote, hardship and physically challenging environments, in line with the Investigation Unit's operational needs.
