Mission and objectives

The UN Resident Coordinator is the representative of the UN Secretary-General in Tanzania and is responsible for coordinating the work of the UN Tanzania Country Team (UNCT) which consists of 23 UN Agencies.

Context

The United Republic Tanzania has sustained robust economic growth of 6–7% annually over the past decade, achieved lower MIC status in 2020, and attracted significant foreign investment. The country’s development agenda is guided by the Five-Year Development Plan (FYDP III) in Mainland and Zanzibar Medium Term Development Plan for Zanzibar, aligned with Vision 2050, alongside ongoing work on the Long-Term Perspective Plan and the next Five-Year Development Plan.

With declining global and national ODA, Tanzania is shifting from aid dependency toward self-reliance through tax expansion and innovative financing such as green and blue bonds, blended finance, and impact investments. In 2017, the Government of Tanzania and Development Partners adopted a Development Cooperation Framework (DCF) to strengthen dialogue, explore financing opportunities, and enhance mutual accountability. This framework broadened development cooperation to include non-traditional partnerships.

The Development Partners Group (DPG) Secretariat coordinates and harmonizes Development Partners policy priorities, promoting implementation of the DCF to support Tanzania’s growth and poverty reduction goals. It facilitates strategic dialogue between Development Partners and the Government of Tanzania, primarily through the Ministry of Finance.

The UN Resident Coordinator’s Office hosts the DPG Secretariat, which supports the coordination and engagement activities of the DPG.

Task description

Under the direct supervision of the UN Resident Coordinator, the UN Volunteer will undertake the following tasks:

A. Support to the Development Partners Group (DPG)

Support the preparation of briefing notes, presentations, reports, and background materials for DPG activities.
Assist in gathering and compiling information to support DPG engagement with the Government of Tanzania under the Development Cooperation Framework (DCF).
Support the organization of DPG meetings, working group meetings, and policy dialogues, including the preparation and circulation of agendas, minutes, and follow-up actions.
Contribute to the preparation of briefs and information materials related to national development priorities, including Vision 2050.


B. Support to the National Development Effectiveness Framework

Assist the team in activities related to development effectiveness and cooperation with the Ministry of Finance.
Support the Joint DPG-Government Secretariat in the preparation and follow-up of meetings and activities.
Contribute to activities related to mutual accountability and policy coherence.
Support coordination and information-sharing with relevant counterparts, including in Zanzibar.
Assist in gathering information on development financing approaches and partnerships.


C. Support to Programme Implementation and Development Coordination

Support the day-to-day activities of the DPG Secretariat, including planning, coordination, documentation, and follow-up of the annual workplan.
Assist in collecting and compiling information on development cooperation trends, financing flows, emerging partnerships, and related developments.
Contribute to the preparation of programme updates, presentations, and other relevant documentation.


D. Support to the UN Resident Coordinator and UN Country Team

Support the preparation of information and analytical inputs related to UN engagement in development cooperation.
Contribute to activities supporting alignment between the UNSDCF and Tanzania’s development effectiveness priorities.
Assist in gathering information and preparing materials related to Development Partners Group priorities and UN development cooperation.


E. Knowledge Management and Learning

Support knowledge-sharing activities related to development effectiveness.
Assist in identifying and documenting good practices and lessons learned related to development cooperation.
Contribute to the preparation and dissemination of knowledge products on policy coherence, mutual accountability, partnerships, and development cooperation.


During the first month of the assignment, the UN Volunteer will work closely with his/her direct supervisor to finalize an agreed-upon work plan. The work plan should outline key objectives and activities and include regular check‑ins with the supervisor to review progress and receive performance feedback.
