About OCHA Pacific
The Pacific is one of the most disaster-prone regions in the world. Small, vulnerable island states are isolated by vast expanses of ocean. They experience frequent and intense disasters with disproportionately high economic, social and environmental consequences.
In 1999, OCHA established an office for the Pacific (OP) to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors.
Emergency Preparedness & Response
The first responders in any emergency are disaster-affected people and their governments. OCHA’s key objective is to support national efforts to protect the lives, livelihoods and dignity of people in need. International assistance can only be mobilized when a request is made by the affected government.
OCHA maintains a surge support capacity that allows the international humanitarian system to establish quick links with affected countries. It does this through the response capacity of its staff in the Pacific, the UN Disaster Assessment and Coordination (UNDAC) system, OCHA global staff, standby partners, and through the coordination of Pacific Humanitarian Team clusters and member organizations. This flexible approach allows OCHA to find different and appropriate solutions for assistance requests across the Pacific.
OCHA OP personnel can provide support in information management, reporting, mapping, media and communications, assessments, humanitarian financing and inter-cluster coordination. OCHA can deploy UNDAC teams at short notice to assist in the coordination of incoming international relief at the earliest stages of an emergency.

Context

OCHA Pacific supports governments and humanitarian partners with information management, mapping and analysis to improve preparedness and situational awareness in emergencies. Across a large and hazard-prone region, maintaining usable datasets and producing clear geospatial products are important for government-led humanitarian coordination. The six-month assignment will focus on practical data-preparedness and GIS outputs that can be completed within the assignment period while giving the Associate direct exposure to humanitarian information management.

Task description

Under the direct supervision of an international OCHA staff member based in Suva, the Associate will undertake the following tasks:

* Support collection, cleaning, organization and maintenance of humanitarian and preparedness datasets for Pacific Island countries and territories

* Assist in producing maps, dashboards, infographics and other visual information products using GIS and data-visualization tools including but not limited to ArcGIS and Adobe Suite of programs (Illustrator, InDesign, Photoshop).

* Contribute to maintaining and improving common operational datasets (CODs), including administrative boundaries, population and key infrastructure information.

* Support remote-sensing and geospatial analysis for hazard exposure, preparedness and emergency impact assessment, as appropriate.

* Assist with information management during emergencies, including partner/activity mapping, data consolidation and production of situation-analysis products.

* Contribute to documentation of data sources, methodologies and information-management procedures to strengthen continuity and quality assurance.

* Explore appropriate uses of automation, AI and reproducible workflows to improve humanitarian data processing and visualization, under staff supervision.

* Support the progressive update of the regional OCHA contact list of regional and in country humanitarian partners

* Mapping and updating of Humanitarian Partners in the 14 countries under the AoR of OCHA OoP
